【摘要】：作為吸引外資最大的發(fā)展中國家,隨著引資規(guī)模的不斷擴(kuò)大,我國吸引外資過度的呼聲日高。為此,本文以省級面板數(shù)據(jù)為基礎(chǔ),利用雙邊隨機(jī)前沿模型,對我國吸引外資最優(yōu)規(guī)模及實(shí)際利用外資偏離最優(yōu)規(guī)模的程度進(jìn)行了測算。結(jié)果表明:(1)我國吸引外資規(guī)模相對于最優(yōu)規(guī)模,整體呈現(xiàn)下偏效應(yīng),下偏度為22.35%;(2)東部地區(qū)吸引外資規(guī)模相對于最優(yōu)規(guī)模整體下偏效應(yīng)比中部與西部地區(qū)嚴(yán)重,西部地區(qū)次之,中部地區(qū)最低;(3)省際間吸引外資規(guī)模相對于最優(yōu)規(guī)模下偏效應(yīng)差異較大,下偏度最高省份是最低省份的10倍多�？梢�,我國吸引外資不是過度而是不足,且區(qū)域間引資規(guī)模相對于最優(yōu)規(guī)模的凈效應(yīng)差異較大。因此,因地制宜、采取積極措施吸引外資仍是促進(jìn)我國區(qū)域及國家經(jīng)濟(jì)增長的重要舉措。
[Abstract]:As the largest developing country to attract foreign capital, with the continuous expansion of the scale of foreign investment, the voice of excessive foreign investment in China is increasing. Therefore, based on the provincial panel data, this paper uses the bilateral stochastic frontier model. The optimal scale of attracting foreign capital and the degree of deviation of actual utilization of foreign capital from the optimal scale are calculated. The results show that the scale of attracting foreign capital in China is lower than the optimal scale. The scale of attracting foreign capital in the eastern region is more serious than that in the central and western regions compared with the optimal scale, and the western region takes the second place. In central China, the scale of attracting foreign capital is more than 10 times of that of the lowest province, which is less than 10 times that of the lowest province. It can be seen that the scale of attracting foreign capital in China is not excessive but insufficient. The net effect of the scale of attracting foreign investment in different regions is different from that of the optimal scale. Therefore, it is still an important measure to promote the regional and national economic growth to take active measures to attract foreign capital according to the local conditions.
