【摘要】：21世紀(jì)是生物技術(shù)的世紀(jì),加快轉(zhuǎn)基因技術(shù)研發(fā)已成為世界各國增強核心競爭力的戰(zhàn)略決策。介紹了全球轉(zhuǎn)基因作物的研發(fā)、種植及應(yīng)用狀況。農(nóng)業(yè)生物技術(shù)產(chǎn)業(yè)進(jìn)入全球化布局的新階段,各國紛紛規(guī)劃和布局,以期在漸趨壟斷的技術(shù)與市場中爭得先機。經(jīng)過20年的發(fā)展,我國在生物技術(shù)研發(fā)領(lǐng)域已取得長足進(jìn)步,抗蟲棉大面積推廣,產(chǎn)生了良好的經(jīng)濟效益和社會效益。但受消極輿論環(huán)境等因素的影響,推動其他轉(zhuǎn)基因作物產(chǎn)業(yè)化的進(jìn)程緩慢。我國是一個人口大國,糧食供需矛盾突出,大力發(fā)展生物技術(shù)產(chǎn)業(yè)是我國未來的必然選擇。我國一方面要在確保安全的基礎(chǔ)上堅持走自主創(chuàng)新之路;另一方面政府要建立及時的信息披漏機制,營造良好的輿論環(huán)境,從國計民生出發(fā),在科學(xué)的基礎(chǔ)上自主決策,推動我國生物技術(shù)產(chǎn)業(yè)的健康、有序發(fā)展。
[Abstract]:The 21st century is the century of biotechnology. Speeding up the research and development of transgenic technology has become a strategic decision to strengthen the core competitiveness of countries all over the world. The research and development, planting and application of transgenic crops in the world are introduced. Agricultural biotechnology industry has entered a new stage of global layout, countries have planned and distributed one after another in order to win the first chance in the gradually monopolistic technology and market. After 20 years of development, China has made great progress in the field of biotechnology research and development. However, the process of industrialization of other transgenic crops is slow due to the negative public opinion environment and other factors. China is a large country with large population, and the contradiction between supply and demand of grain is prominent. It is an inevitable choice to develop biotechnology industry in the future. On the one hand, China should adhere to the road of independent innovation on the basis of ensuring safety; on the other hand, the government should establish a timely mechanism for information leakage, create a good public opinion environment, proceed from the national economy and people's livelihood, and make independent decisions on a scientific basis. Promote the healthy and orderly development of China's biotechnology industry.
