【摘要】：轉(zhuǎn)基因作物治理中的聯(lián)盟沖突及聯(lián)盟間由于政策互動引發(fā)的政策學(xué)習(xí)對于規(guī)范轉(zhuǎn)基因作物治理,促進(jìn)轉(zhuǎn)基因作物在全球范圍內(nèi)的推廣和消除貿(mào)易摩擦具有重要意義。主權(quán)國家是構(gòu)建轉(zhuǎn)基因作物治理機(jī)制的主要參與者。由于科學(xué)原則、利益訴求以及倫理認(rèn)知的不同,全球范圍內(nèi)形成"挺轉(zhuǎn)聯(lián)盟"與"反轉(zhuǎn)聯(lián)盟"的對立,兩大聯(lián)盟的沖突與妥協(xié),打破了政策僵局,助推以政策為導(dǎo)向的學(xué)習(xí)。主權(quán)國家之間因人類"共同福祉"和利益趨同,必須對轉(zhuǎn)基因作物立法、監(jiān)管與審批,國際協(xié)議的承諾做出選擇,建立履約與合作機(jī)制;國際組織在轉(zhuǎn)基因作物治理中密切互動、協(xié)調(diào)約束,建立協(xié)調(diào)與反饋機(jī)制;科學(xué)共同體、新聞媒體以及公眾積極參與、傳播宣傳、監(jiān)督反饋,建立認(rèn)知與傳播機(jī)制。
[Abstract]:Alliance conflict in GM crop governance and policy learning caused by policy interaction among coalitions play an important role in regulating GMO crop governance, promoting GMO crop promotion in the global scope and eliminating trade friction.The sovereign state is the main participant in the construction of GM crop governance mechanism.Because of the difference of scientific principle, interest demand and ethic cognition, the contradiction between "firm turning alliance" and "reversal alliance" is formed in the whole world. The conflicts and compromises between the two alliances break the policy deadlock and promote policy-oriented learning.Due to the "common welfare" and the convergence of interests among sovereign countries, it is necessary to make a choice on the legislation, regulation and approval of genetically modified crops, international agreement commitments, and establish mechanisms for implementation and cooperation;International organizations interact closely, coordinate constraints, and establish coordination and feedback mechanisms in GM crop governance; the scientific community, the news media and the public actively participate, disseminate propaganda, supervise feedback, and establish cognitive and communication mechanisms.
