道路交通運(yùn)輸結(jié)構(gòu)性節(jié)能減排理論與應(yīng)用研究

【摘要】:我國交通運(yùn)輸部提出,在“十二五”期間要從結(jié)構(gòu)性、技術(shù)性、管理性三方面強(qiáng)化對(duì)道路交通運(yùn)輸?shù)墓芾。本論文從結(jié)構(gòu)性方面,對(duì)節(jié)能減排進(jìn)行研究。通過對(duì)國內(nèi)外節(jié)能減排政策、能源應(yīng)用、經(jīng)濟(jì)舉措的分析,指出了道路交通基礎(chǔ)設(shè)施設(shè)備、道路交通布局規(guī)劃、道路交通能源消費(fèi)等運(yùn)輸結(jié)構(gòu)存在的主要問題。本論文從基本概念入手,對(duì)道路交通結(jié)構(gòu)性節(jié)能減排進(jìn)行了理論研究。同時(shí)通過對(duì)道路運(yùn)輸結(jié)構(gòu)進(jìn)行分析,明確了道路交通運(yùn)輸結(jié)構(gòu)性節(jié)能減排的發(fā)展現(xiàn)狀與制約因素,提出運(yùn)力配備與國民需求相適應(yīng)、運(yùn)輸方式與基礎(chǔ)設(shè)施相輔相成的節(jié)能減排優(yōu)化目標(biāo)。在明確了優(yōu)化目標(biāo)后,從時(shí)空占用、能源消耗、污染控制、社會(huì)效率幾個(gè)方面對(duì)道路交通運(yùn)輸節(jié)能減排進(jìn)行了具體規(guī)劃。再通過理論研究并結(jié)合當(dāng)前社會(huì)經(jīng)濟(jì)發(fā)展現(xiàn)狀,對(duì)原有節(jié)能減排模型添加新的依存度變量和可達(dá)性約束條件,從而使基于相關(guān)數(shù)據(jù)進(jìn)行的實(shí)證分析與評(píng)價(jià)更具有說服力和適用性。文中構(gòu)造了節(jié)能減排指標(biāo)體系,并運(yùn)用層次分析法進(jìn)行了分析。根據(jù)實(shí)證數(shù)據(jù)分析的結(jié)果,提出大力發(fā)展高效低耗的公共交通運(yùn)輸方式,以新能源降低消耗與控制污染,對(duì)技能減排基礎(chǔ)設(shè)施設(shè)備進(jìn)行優(yōu)化,建立健全交通運(yùn)輸環(huán)保法規(guī)與指標(biāo)體系以及以國家行政法規(guī)政策促進(jìn)節(jié)能減排有效實(shí)施等應(yīng)用規(guī)劃。
[Abstract]:The Ministry of Transport of China puts forward that the management of road transportation should be strengthened from three aspects: structure, technology and management during the 12th five-year Plan period. In this paper, energy saving and emission reduction are studied from the structural aspect. Based on the analysis of energy saving and emission reduction policies, energy applications and economic measures at home and abroad, this paper points out the main problems existing in the transportation structure, such as road traffic infrastructure equipment, road traffic layout planning, road traffic energy consumption and so on. Starting with the basic concept, this paper makes a theoretical study on the structural energy saving and emission reduction of road traffic. At the same time, through the analysis of the road transportation structure, this paper clarifies the development status and restrictive factors of the energy saving and emission reduction of the road transportation structure, and puts forward that the transportation capacity equipment is suitable for the national demand. Transportation mode and infrastructure complement each other to optimize the goal of energy saving and emission reduction. After defining the optimization goal, the energy saving and emission reduction of road transportation is planned from the aspects of time and space occupation, energy consumption, pollution control and social efficiency. Through theoretical research and combined with the current situation of social and economic development, new dependency variables and reachability constraints are added to the original energy saving and emission reduction model. So that the empirical analysis and evaluation based on the relevant data is more persuasive and applicable. In this paper, the index system of energy saving and emission reduction is constructed and analyzed by analytic hierarchy process (AHP). According to the results of empirical data analysis, this paper puts forward to develop efficient and low consumption public transport mode, reduce consumption and control pollution with new energy, and optimize skills and emission reduction infrastructure equipment. Establish and improve the transportation environmental protection laws and indicators system and promote the effective implementation of energy conservation and emission reduction with the national administrative regulations and policies.
