公路地質(zhì)災(zāi)害應(yīng)急搶通技術(shù)研究

【摘要】:崩塌、滑坡、泥石流和地面沉陷等地質(zhì)災(zāi)害一直威脅著我國公路安全,輕則導(dǎo)致交通受阻,駕駛與行車舒適性降低,嚴(yán)重時(shí)可導(dǎo)致公路交通中斷,造成財(cái)產(chǎn)損失和人員傷亡,給公路沿線的經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定和邊防鞏固帶來非常不利的影響。對(duì)災(zāi)后公路實(shí)施科學(xué)有效的快速搶通得以保證公路的應(yīng)急運(yùn)輸,是搶險(xiǎn)救援的基礎(chǔ)、減損減災(zāi)的關(guān)鍵,也是社會(huì)和諧發(fā)展的有力保障。 公路地質(zhì)災(zāi)害發(fā)生后,地質(zhì)災(zāi)害快速反應(yīng)系統(tǒng)和應(yīng)急指揮系統(tǒng)應(yīng)迅速反應(yīng),做出決策,依照受災(zāi)公路設(shè)施應(yīng)急處置措施指揮搶通部隊(duì)進(jìn)行災(zāi)后公路的快速搶通行動(dòng)。 地質(zhì)災(zāi)害損毀的公路設(shè)施包括路基路面,橋梁與隧道。路基路面的毀壞可分為路基沉陷、路基坍塌、道路掩埋阻塞等;橋梁的損毀可分為橋梁破損以及橋梁垮塌;隧道的受損包括隧道洞身坍塌與洞口阻塞,隧道大變形以及涌水突泥。 本文針對(duì)各種受災(zāi)公路設(shè)施,總結(jié)出了一套普遍適用、基本完整的公路地質(zhì)災(zāi)害應(yīng)急處置理論體系。其以服務(wù)搶險(xiǎn)救援為宗旨,實(shí)現(xiàn)快速搶通為目的,是實(shí)際工程中打通搶險(xiǎn)救援“生命線”的指導(dǎo)手冊(cè)。
[Abstract]:Geological disasters such as collapse, landslide, debris flow and ground subsidence have been threatening the safety of highway in our country, light cause traffic obstruction, reduce driving and driving comfort, when serious, it can lead to road traffic interruption, property loss and casualties. To the road along the economic development, social stability and border consolidation brought a very negative impact. It is the foundation of emergency rescue, the key to detract from disaster reduction, and the powerful guarantee of harmonious development of society to carry out scientific and effective rapid highway ransacking to ensure the emergency transportation of the highway after the disaster. After the occurrence of highway geological disaster, the geological disaster rapid response system and emergency command system should react quickly, make decisions, and direct the army to carry out the rapid highway rescue operation according to the emergency disposal measures of the affected highway facilities. Road facilities damaged by geological disasters include subgrade and pavement, bridges and tunnels. The damage of subgrade and pavement can be divided into subgrade subsidence, subgrade collapse, road burial block and so on, the damage of bridge can be divided into bridge breakage and bridge collapse. Tunnel damage includes tunnel body collapse and hole obstruction, tunnel deformation and water gushing mud. This paper sums up a set of theory system of highway geological disaster emergency management, which is applicable to all kinds of disaster highway facilities. Its aim is to serve emergency rescue and to realize rapid rescue, and it is the guide manual to open the lifeline of emergency rescue in practical engineering.
