新余市經(jīng)開大道采用市政與公路不同計價模式的對比分析

【摘要】:由于投資和管理體制的不同,,我國的道路橋梁等基本投資建設(shè)項目分為市政工程與交通工程建設(shè)項目,分屬于住房和城鄉(xiāng)建設(shè)部與交通運輸部兩大部門進行建設(shè)與行業(yè)管理。因此,在道路橋梁工程方面,形成了市政工程與公路工程兩套不同的計價模式和工程造價管理模式,它們各自有一整套不同的計價辦法和估算、概預(yù)算定額,在造價管理和控制方面也有不同的相關(guān)規(guī)定。在計價方法中,市政工程主要遵照《建設(shè)工程工程量清單計價規(guī)范》(GB50500-2008),公路工程主要遵照《公路工程基本建設(shè)項目概算預(yù)算編制辦法》(JTG B06-2007);在計價定額中,市政工程主要遵照各個省市編制的市政工程定額,公路工程主要遵照全國統(tǒng)一的公路工程概算、預(yù)算定額。對于同一個道路橋梁建設(shè)項目,采用市政工程或公路工程計價和建設(shè)管理模式,與工程造價直接相關(guān)的造價管理文件、招投標文件、工程量清單等從形式到內(nèi)容都有很大不同;同時由于市政工程或公路工程計價定額及計價程序的不同,即使采用相同的人工、材料、機械臺班概預(yù)算單價,其工程估算、概預(yù)算也會得到不同的造價結(jié)果。其主要原因是市政與公路工程定額子目劃分不一致,相同定額子目人工材料機械消耗量不同,部分取費項目和取費費率、計價程序不同。本論文對目前道路橋梁工程在市政與公路項目上的造價管理、計價體系、工程定額等方面進行系統(tǒng)地對比分析,找出其差別和聯(lián)系。最后選取新余市經(jīng)開大道工程項目,按照市政工程和公路工程兩種不同的計價模式,分別編制工程量清單、工程預(yù)算,并根據(jù)計算結(jié)果,對市政與公路工程的定額和預(yù)算價格水平進行進一步對比分析。
[Abstract]:Because of the difference of investment and management system, the basic investment projects such as roads and bridges in our country are divided into municipal engineering and traffic engineering construction projects, which belong to the construction and industry management of the Ministry of Housing, Urban-Rural Construction and the Ministry of Transport. Therefore, in the field of road and bridge engineering, two sets of different valuation modes and project cost management models have been formed for municipal engineering and highway engineering, each of which has a whole set of different valuation methods and estimates, estimates and budget quotas. In cost management and control there are also different relevant provisions. In the method of valuation, municipal engineering mainly complies with "GB50500-2008", and highway project mainly follows "method of preparing estimate budget of highway engineering capital construction project" (JTG B06-2007). In the valuation quota, the municipal engineering mainly complies with the municipal engineering quota compiled by each province and city, and the highway project mainly complies with the national unified highway engineering estimate and budget quota. For the same road and bridge construction project, the pricing and construction management mode of municipal engineering or highway engineering is adopted, and the cost management documents, bidding documents, bill of quantities and so on, which are directly related to the project cost, are very different from each other in form and content. At the same time, because of the different valuation quota and pricing procedure of municipal engineering or highway engineering, even if the same manpower, materials, machinery class budget unit price is used, the project estimate and estimate budget will also get different cost results. The main reason is that the division of quota items between municipal and highway engineering is not consistent, the same quota items are different in mechanical consumption of artificial materials, the partial collection items and fee rates, and the pricing procedures are different. In this paper, the cost management, pricing system and project quota of the current road and bridge projects in municipal and highway projects are systematically compared and analyzed to find out their differences and connections. Finally, according to the two different pricing modes of municipal engineering and highway engineering, the bill of quantities and project budget are drawn up and calculated according to the results of the calculation. The quota and budget price level of municipal and highway engineering are further compared and analyzed.
