靈活型公共交通系統(tǒng)綜合評價體系研究

【摘要】:社會經(jīng)濟迅猛發(fā)展,城市規(guī)模不斷擴大,優(yōu)先發(fā)展公共交通成為促進城市與交通和諧發(fā)展的正確戰(zhàn)略選擇。常規(guī)型公共交通系統(tǒng)存在很多弊端,如不能滿足老年人等特殊群體出行需求、不能滿足乘客高質(zhì)量出行要求、在城市新興區(qū)域沒有足夠的客流支撐其運營、加劇燃油消耗和環(huán)境污染等。靈活型公共交通系統(tǒng)(Flex-route Transit),能夠為出行者提供個性化、低成本、高質(zhì)量的公交服務(wù),有效抑制小汽車的快速發(fā)展,優(yōu)化城市交通結(jié)構(gòu),減少環(huán)境污染和能源消耗,是以人為本、促進社會和諧發(fā)展的正確選擇。靈活型公共交通系統(tǒng)綜合評價體系的研究是對該系統(tǒng)進行全面認(rèn)識和有效評估的基礎(chǔ),國外對靈活型公共交通系統(tǒng)評價體系的研究有所開展,但是其評價指標(biāo)較為單一,在我國的適用性有待商榷,我國尚無對該系統(tǒng)評價體系的相關(guān)研究。 論文根植于我國具體的城市交通現(xiàn)狀,綜合考慮出行者、公交運營企業(yè)、政府三方主體,提出了靈活型公共交通系統(tǒng)綜合評價體系和綜合評價方法。論文首先對國內(nèi)外靈活型公共交通系統(tǒng)實踐經(jīng)驗及研究成果進行了總結(jié),對常規(guī)型公共交通系統(tǒng)評價指標(biāo)和評價方法進行了概述。隨后,論文提出了靈活型公共交通系統(tǒng)評價目的、評價流程、評價指標(biāo)選取原則,以其為指導(dǎo)構(gòu)建了基于乘客感知層面、公交運營層面、政府管理層面三個方面的綜合評價指標(biāo)體系,共包含15個評價指標(biāo),并對各項指標(biāo)進行了量化。進而,論文根據(jù)靈活型公共交通系統(tǒng)特點及各評價方法適用性,確定了基于層次分析法的灰色關(guān)聯(lián)度綜合評價模型,通過層次分析法確定指標(biāo)權(quán)重,基于灰色關(guān)聯(lián)度方法建立二級指標(biāo)灰色關(guān)聯(lián)度評價矩陣,由低層向高層逐步進行評價,最終獲取系統(tǒng)綜合水平評價結(jié)果。論文最后選取濟南市131路公交線路進行了靈活型公交模擬,通過模擬結(jié)果獲取指標(biāo)數(shù)據(jù),構(gòu)建了基于三方主體的綜合評價指標(biāo)體系,利用基于層次分析法的灰色關(guān)聯(lián)度模型對該條模擬線路進行了綜合評價,結(jié)果表明濟南市131路靈活型公交模擬線路等級為二級良好,處于中等偏上水平。 論文的創(chuàng)新點包括,論文首次構(gòu)建了基于乘客感知層面(服務(wù)對象)、公交運營層面(服務(wù)提供機構(gòu))、政府管理層面(服務(wù)監(jiān)督機構(gòu))三個方面的靈活型公共交通綜合評價指標(biāo)體系,確定了15個能夠全面衡量系統(tǒng)綜合水平的評價指標(biāo),并完成了指標(biāo)量化。論文根據(jù)靈活型公共交通評價系統(tǒng)特點,將基于層次分析法的灰色關(guān)聯(lián)度模型引入到了靈活型公共交通系統(tǒng)綜合評價當(dāng)中,同時考慮到該系統(tǒng)綜合評價體系評價指標(biāo)較多,采用了基于灰色關(guān)聯(lián)度的二級指標(biāo)評價矩陣,由低層向高層逐步進行評價,最終不僅給出了系統(tǒng)評價等級,而且給出了系統(tǒng)在各個等級內(nèi)所占的比例,同時避免了由于每一個評價指標(biāo)分得的權(quán)重較小,造成評價矩陣信息丟失較多的問題。
[Abstract]:With the rapid development of social economy and the continuous expansion of urban scale, giving priority to the development of public transportation has become the correct strategic choice to promote the harmonious development of city and traffic. There are many drawbacks in the conventional public transport system, such as the inability to meet the travel needs of the elderly and other special groups, the inability to meet the high quality travel requirements of passengers, and the lack of sufficient passenger flow to support its operation in the emerging areas of the city. Fuel consumption and environmental pollution. Flexible public transport system (Flex-route Transit),) can provide personalized, low-cost, high-quality public transport services for travelers, effectively restrain the rapid development of cars, optimize urban traffic structure, reduce environmental pollution and energy consumption, and is people-oriented. The right choice to promote the harmonious development of society. The comprehensive evaluation system of flexible public transportation system is the basis of comprehensive understanding and effective evaluation of the system. Foreign research on flexible public transportation system evaluation system has been carried out, but its evaluation index is relatively single. The applicability of the system is open to question in our country, and there is no relevant research on the system evaluation system in our country. This paper is based on the present situation of urban transportation in China, considering the three main bodies of travelers, public transport enterprises and government, and puts forward a flexible comprehensive evaluation system and evaluation method of public transportation system. Firstly, the paper summarizes the practical experience and research results of flexible public transport system at home and abroad, and summarizes the evaluation index and evaluation method of conventional public transportation system. Then, the paper puts forward the purpose of flexible public transport system evaluation, evaluation process, evaluation index selection principles, based on passenger perception level, bus operation level. The comprehensive evaluation index system of three aspects of government management includes 15 evaluation indexes and quantifies each index. Then, according to the characteristics of flexible public transportation system and the applicability of each evaluation method, the grey relational degree comprehensive evaluation model based on AHP is established, and the index weight is determined by AHP. Based on the method of grey correlation degree, the evaluation matrix of secondary index grey correlation degree is established, and the evaluation results are obtained from the lower level to the higher level step by step, and finally the evaluation results of the comprehensive level of the system are obtained. At the end of the paper, the bus route 131 in Jinan is selected for flexible bus simulation. Through the result of simulation, the index data are obtained, and the comprehensive evaluation index system based on the tripartite main body is constructed. The grey correlation model based on AHP is used to evaluate the simulated line. The result shows that the grade of 131 flexible bus simulation line in Jinan is two level and is in the middle level. The innovations of the paper include, For the first time, the paper constructs a flexible comprehensive evaluation index system of public transport based on three aspects: passenger perception (service object), bus operation (service provider) and government management (service supervision). Fifteen evaluation indexes which can measure the comprehensive level of the system are determined, and the quantification of the indicators is completed. According to the characteristics of flexible public transportation evaluation system, the grey relational degree model based on analytic hierarchy process is introduced into the comprehensive evaluation of flexible public transportation system. The second-level index evaluation matrix based on grey correlation degree is used to evaluate the system from the lower level to the high level. Finally, not only the system evaluation grade is given, but also the proportion of the system in each grade is given. At the same time, the problem that the information of evaluation matrix is lost is avoided because the weight of each evaluation index is small.
