【摘要】：改革開放30多年以來,伴隨著我國海內(nèi)外商品進出的日益頻繁,貨物流通量的日益增大,我國港口物流得到了迅猛發(fā)展。港口物流能力作為港口競爭力的核心要素,對于港口功能的優(yōu)化,綜合效率的提高具有重要意義,對其進行客觀合理地評價,將有助于港口競優(yōu)戰(zhàn)略的制定,以及港口腹地經(jīng)濟的高效、可持續(xù)發(fā)展。青島港作為我國特大型港口之一,在港口物流方面走在了全國前列,其港口物流能力的強弱對整個山東半島的腹地經(jīng)濟有重要影響。近年來,青島港在物流能力方面取得了一定成就,但與上海港、深圳港、天津港等國內(nèi)主要港口相比還存在諸多不足。例如青島港政策支持欠缺,與上海港、天津港等港口相比,政府資金支持力度存在較大差距;運輸結(jié)構(gòu)不合理,集裝箱運輸方面,公路運輸占到93%;青島港出現(xiàn)超負(fù)荷運作情況,與上海、深圳等大港相比,港口物流的規(guī)模能力有待提高。本文在前人研究的基礎(chǔ)之上,首先對青島港宏觀的物流能力進行了縱向分析,并且應(yīng)用熵權(quán)TOPSIS評價法對青島港物流能力進行系統(tǒng)評價,彌補了現(xiàn)有AHP及模糊評價理論中權(quán)重難以確定導(dǎo)致評價結(jié)果精確度不高的不足。通過2007-2011年青島港與其它港口之間物流能力的總體和分項評價比較分析,找出了青島港在物流規(guī)模能力、物流運營能力、物流支撐能力等方面的短板,提出了加強港口基礎(chǔ)設(shè)施建設(shè)、加強港城合作、完善物流網(wǎng)絡(luò)等對策建議,為實現(xiàn)青島港核心競爭力的提升以及整個山東半島港口物流可持續(xù)戰(zhàn)略的制定,提供政策支持。
[Abstract]:Since the reform and opening up for more than 30 years, the port logistics of our country has been developing rapidly with the increasing of goods in and out of our country and the increasing circulation of goods. As the core element of port competitiveness, port logistics capability is of great significance to the optimization of port function and the improvement of comprehensive efficiency. An objective and reasonable evaluation of port logistics capability will contribute to the formulation of port competitive strategy. And port hinterland economy high efficiency, sustainable development. As one of the largest ports in China, Qingdao Port has been leading the country in port logistics, and its port logistics capability has an important impact on the economy of the hinterland of Shandong Peninsula. In recent years, Qingdao Port has made some achievements in logistics capacity, but compared with Shanghai Port, Shenzhen Port, Tianjin Port and other domestic main ports, there are still many shortcomings. For example, the Qingdao Port lacks policy support. Compared with the ports such as Shanghai Port and Tianjin Port, there is a big gap in the strength of government financial support; the transport structure is unreasonable, and in the area of container transport, road transport accounts for 933% of the total; and the Qingdao Port is overloaded. Compared with Shanghai, Shenzhen and other big ports, the capacity of port logistics needs to be improved. Based on the previous studies, this paper firstly analyzes the macroscopic logistics capability of Qingdao Port vertically, and applies the entropy weight TOPSIS evaluation method to evaluate the logistics capability of Qingdao Port systematically. It makes up for the inaccuracy of the evaluation result caused by the difficulty of determining the weight in the existing AHP and fuzzy evaluation theory. By comparing and analyzing the logistics capability between Qingdao Port and other ports from 2007 to 2011, the paper finds out the short board of Qingdao Port in logistics scale ability, logistics operation ability, logistics support ability and so on. Countermeasures and suggestions such as strengthening port infrastructure construction, strengthening port city cooperation and perfecting logistics network are put forward to provide policy support for the promotion of the core competitiveness of Qingdao Port and the formulation of sustainable logistics strategy for the whole port of Shandong Peninsula.
