融合安全理念的交通規(guī)劃體系研究

【摘要】:隨著國民經(jīng)濟的快速發(fā)展和人口、機動車數(shù)量的不斷增加,道路交通事故呈現(xiàn)出愈演愈烈的發(fā)展態(tài)勢。面對異常嚴(yán)峻的道路交通安全形勢,傳統(tǒng)的交通事故統(tǒng)計分析與事故黑點治理等被動型交通安全整治手段顯得捉襟見肘,投入大量的人力、物力卻收效甚微,對于區(qū)域交通安全性能的提升存在明顯的局限性。與被動解決問題的交通安全治理相對,在規(guī)劃、設(shè)計和管理等各階段預(yù)先性地融合主動安全理念,有目的、有意識地構(gòu)建本質(zhì)安全性能有保障的交通運輸系統(tǒng),做到主動地預(yù)防和規(guī)避道路交通事故的發(fā)生,才是從根本上控制交通事故,提高道路交通安全的有效途徑。只有從預(yù)防問題和解決問題兩方面同時入手,才能做到標(biāo)本兼治。 本論文從主動安全型交通規(guī)劃的概念提出入手,分析其對于區(qū)域道路交通安全性能保障與提升具有重要意義。結(jié)合傳統(tǒng)城市綜合交通規(guī)劃的工作流程和具體步驟,討論主動安全理念的融合時機與方法,最終對傳統(tǒng)城市綜合交通規(guī)劃進行修正和優(yōu)化,提出融合安全理念的交通規(guī)劃流程。 針對新提出的融合安全理念的交通規(guī)劃流程中的創(chuàng)新點與核心內(nèi)容,即區(qū)域安全性能同質(zhì)性分析和根據(jù)影響區(qū)域安全性能的指標(biāo)數(shù)據(jù)分析而提出的區(qū)域宏觀交通安全性能預(yù)測,文章分別用兩個章節(jié),分別從交通小區(qū)安全同質(zhì)性分析、安全數(shù)據(jù)收集、區(qū)域安全性能辨識、宏觀交通安全預(yù)測可行性和適用情況分析、預(yù)測模型構(gòu)建、模型校核、模型實際運用和對交通出行方式的優(yōu)化八個方面展開詳細論述,并列舉必要的算例加以說明。 最后,以廣州市綜合交通規(guī)劃(2008~2020)作為實際案例,具體地闡述在交通規(guī)劃整個流程中,如何將安全目標(biāo)融合進去,如何以主動安全觀指導(dǎo)和優(yōu)化區(qū)域交通規(guī)劃。
[Abstract]:With the rapid development of national economy and population, the increasing number of motor vehicles, road traffic accidents show a growing trend of development. In the face of the extremely severe road traffic safety situation, the traditional traffic accident statistical analysis and accident blackspot treatment and other passive traffic safety treatment means seem to be overstretched, invested a lot of manpower, but the material resources have little effect. There are obvious limitations to the improvement of regional traffic safety performance. In contrast to passive problem solving traffic safety management, in the planning, design and management stages, the active safety concept is integrated in advance, and the traffic transportation system with essential safety performance is constructed purposefully and consciously. To prevent and avoid the occurrence of road traffic accidents is an effective way to control traffic accidents and improve road traffic safety. Only from the prevention of the problem and the solution of the problem at the same time, can achieve both the root cause and cure. In this paper, the concept of active safety traffic planning is put forward, and it is of great significance to ensure and enhance the performance of regional road traffic safety. Combined with the work flow and concrete steps of traditional urban integrated traffic planning, this paper discusses the fusion time and method of active safety concept, and finally modifies and optimizes the traditional urban integrated traffic planning, and puts forward the traffic planning flow of integrating safety concept. Aiming at the innovation and core content of the newly proposed traffic planning process, namely, the homogeneity analysis of regional safety performance and the prediction of regional macro-traffic safety performance based on the analysis of index data which affect the regional safety performance. This paper uses two chapters to analyze the safety homogeneity of traffic district, collect the safety data, identify the regional safety performance, analyze the feasibility and application of macroscopic traffic safety prediction, construct the prediction model, and check the model. The practical application of the model and the optimization of traffic travel mode are discussed in detail, and the necessary examples are given to illustrate it. Finally, taking Guangzhou Comprehensive Traffic Planning (2008 / 2020) as a practical case, this paper concretely expounds how to integrate safety objectives into the whole process of traffic planning, and how to guide and optimize regional traffic planning with active safety concept.
