【摘要】：隨著經(jīng)濟(jì)持續(xù)快速增長(zhǎng)，居民生活水平不斷提高和消費(fèi)觀念的轉(zhuǎn)變，汽車已成為秦皇島市居民日常生活的重要組成部分。機(jī)動(dòng)車的快速增長(zhǎng)雖然方便了居民出行、提高了生活效率，也給城市發(fā)展帶來(lái)了很多壓力，市區(qū)出現(xiàn)了“行車難、乘車難、停車難”的現(xiàn)象，根據(jù)統(tǒng)計(jì)，，秦皇島市現(xiàn)有停車位數(shù)量只占實(shí)際需求的十分之一左右，停車位供給不足與停車需求劇增成為城市發(fā)展的突出矛盾。我國(guó)停車問題的研究還處在起步階段，對(duì)當(dāng)前停車管理問題的研究非常零散，特別是從城市整體規(guī)劃和可持續(xù)發(fā)展角度著手的比較少。 該研究報(bào)告以秦皇島市的停車管理為研究對(duì)象，立足研究者城市道路管理與養(yǎng)護(hù)的工作職責(zé)，通過對(duì)北京、唐山、秦皇島三個(gè)城市停車管理現(xiàn)狀的實(shí)地調(diào)研，收集了大量資料數(shù)據(jù)進(jìn)行對(duì)比分析。北京市停車管理模式的成功和唐山市停車管理的經(jīng)驗(yàn)，給予我們借鑒、參考的經(jīng)驗(yàn)。 該報(bào)告詳細(xì)分析了秦皇島市的交通現(xiàn)狀和停車管理問題的原因，對(duì)當(dāng)前全市的停車場(chǎng)現(xiàn)狀進(jìn)行了梳理，使用大量的數(shù)據(jù)、圖表對(duì)三個(gè)城市的停車觀念、高新技術(shù)應(yīng)用、停車管理經(jīng)驗(yàn)等方面進(jìn)行對(duì)比，找出我市存在的差距。 通過調(diào)研，本文對(duì)目前存在的問題從硬件設(shè)施、管理模式、公共政策三個(gè)方面，提出了完善秦皇島市停車管理的對(duì)策，涉及新建停車場(chǎng)、挖掘老舊住宅區(qū)停車潛力、提升管理水平、調(diào)整收費(fèi)模式、提高停車配建標(biāo)準(zhǔn)、完善停車誘導(dǎo)系統(tǒng)、推廣錯(cuò)時(shí)停車、倡導(dǎo)綠色出行、吸引多元化建設(shè)資金等措施，形成適合本地特點(diǎn)的停車管理模式，真正破解停車管理難題，緩解交通擁堵狀況，不僅為秦皇島市而且為其他二、三線城市探索停車管理新途徑提供借鑒。
[Abstract]:With the rapid growth of economy, the improvement of residents' living standard and the change of consumption concept, automobile has become an important part of the residents' daily life in Qinhuangdao.Although the rapid growth of motor vehicles has facilitated the travel of residents and improved the efficiency of life, it has also brought a lot of pressure to the development of the city. The phenomenon of "difficult driving, difficult riding and difficult parking" has emerged in the urban areas, according to statistics.The number of parking spaces in Qinhuangdao is only about 1/10 of the actual demand. The shortage of parking space supply and the sharp increase of parking demand have become the prominent contradiction of urban development.The study of parking problem in China is still in its infancy, and the research on parking management is very scattered, especially from the perspective of urban overall planning and sustainable development.The research report takes the parking management of Qinhuangdao City as the research object, based on the research work responsibility of urban road management and maintenance, through the field investigation of the parking management status in Beijing, Tangshan and Qinhuangdao.A large number of data were collected for comparative analysis.The success of Beijing parking management mode and the experience of Tangshan parking management provide us with reference experience.The report analyzes in detail the traffic situation and the reasons for parking management problems in Qinhuangdao City, combs the current parking situation in Qinhuangdao City, uses a large number of data, charts and charts the parking concept of the three cities and the application of high and new technology.Parking management experience and other aspects of comparison, to find out the gap in our city.Through investigation and investigation, this paper puts forward the countermeasures to perfect the parking management of Qinhuangdao from the aspects of hardware facilities, management mode and public policy, which involves the establishment of new parking lots and the exploitation of parking potential in old residential areas.To improve the management level, adjust the charging model, improve the standard of parking allocation, improve the parking guidance system, promote staggered parking, advocate green travel, attract diversified construction funds and other measures to form a parking management model suitable for local characteristics.To solve the problem of parking management and alleviate traffic congestion, not only for Qinhuangdao City, but also for other second and third tier cities to explore new ways of parking management reference.
