【摘要】：黨的十八大報(bào)告中１９次提及信息化，并把＂信息化＂上升到了國(guó)家戰(zhàn)略．從國(guó)內(nèi)、國(guó)際先進(jìn)水路運(yùn)輸管理經(jīng)驗(yàn)來(lái)看，水路運(yùn)輸?shù)目焖俳】蛋l(fā)展必須要結(jié)合信息化的建設(shè)同步進(jìn)行。以信息化建設(shè)促進(jìn)水路運(yùn)輸發(fā)展，水路運(yùn)輸發(fā)展的同時(shí)穩(wěn)步推進(jìn)信息化建設(shè)。因此，，加快江西水路運(yùn)輸信息化建設(shè)勢(shì)在必行。 江西水路運(yùn)輸信息化過(guò)程中的管理問(wèn)題日益突出阻礙了信息化的發(fā)展。本論文借鑒國(guó)內(nèi)外水路運(yùn)輸管理機(jī)構(gòu)信息化管理的經(jīng)驗(yàn)，通過(guò)對(duì)江西水路運(yùn)輸信息化中的管理問(wèn)題進(jìn)行梳理，從法律制度、領(lǐng)導(dǎo)觀念、利益沖突、信息系統(tǒng)實(shí)用性等多方面剖析產(chǎn)生問(wèn)題的原因，最后從完善規(guī)章制度、健全組織機(jī)構(gòu)、做好總體規(guī)劃、轉(zhuǎn)變管理模式、提高意識(shí)及水平等方面提出了解決江西水路運(yùn)輸信息化中管理問(wèn)題的一些對(duì)策及建議。
[Abstract]:In the report of the 18 National Congress of the Communist Party of China (CPC), information technology was mentioned 19 times, and "informatization" was raised to a national strategy. From the experience of domestic and international advanced waterway transportation management, The rapid and healthy development of waterway transportation must be carried out synchronously with the construction of information technology. The development of waterway transportation should be promoted by information construction, while the development of waterway transportation should be promoted steadily. It is imperative to speed up the construction of Jiangxi waterway transportation informatization. The management problems in the process of waterway transportation informatization in Jiangxi Province are becoming increasingly prominent and hindering the development of informatization. This paper draws lessons from the experience of information management of waterway transportation management institutions at home and abroad. Through combing the management problems in Jiangxi waterway transportation informatization, analyzing the causes of the problems from legal system, leadership concept, conflict of interest, practicability of information system, and finally perfecting rules and regulations, perfecting organization and organization, etc. This paper puts forward some countermeasures and suggestions to solve the management problems in Jiangxi waterway transportation informatization from the aspects of overall planning, changing management mode, raising consciousness and level, etc.
