【摘要】：交通運輸是基礎性服務行業(yè)，，社會經(jīng)濟活動均以交通運輸業(yè)的正常運行為基礎。道路運輸業(yè)是交通運輸?shù)闹匾M成部分，建立一套指標體系用以衡量道路運輸業(yè)發(fā)展水平和對社會經(jīng)濟發(fā)展的貢獻，從而確認行業(yè)發(fā)展是否保持在正確的方向上，使公眾了解道路運輸業(yè)的重要作用，促使政府保障經(jīng)濟資源和社會資源有效地投入到道路運輸業(yè)，具有重要意義。 本文以省級道路運輸業(yè)為對象，對國內(nèi)外道路運輸相關統(tǒng)計指標進行匯總整理，并對國內(nèi)外道路運輸評價指標體系進行了綜合分析；通過對道路運輸業(yè)發(fā)展和貢獻的認識，構建基本評價模型和指標體系的層次結構，提出道路運輸業(yè)發(fā)展水平指標體系和貢獻指標體系基本設想，針對現(xiàn)有指標體系的不足，根據(jù)補充與完善指標選取原則，對指標進行補充與完善，最終從發(fā)展水平指標和貢獻指標構建了道路運輸業(yè)發(fā)展與貢獻評價指標體系。同時，分析了構建的指標體系的用途、使用方式，針對現(xiàn)有統(tǒng)計制度中沒有的指標，提出了獲取方案建議；基于構建的指標體系，對安徽省道路運輸業(yè)進行了實證分析。 本文詳細了解了國內(nèi)外道路運輸業(yè)發(fā)展及貢獻評價指標研究現(xiàn)狀，通過梳理、分析之后，構建了一套簡單、直觀、具有可解釋性的道路運輸行業(yè)發(fā)展及貢獻評價指標體系，用以體現(xiàn)道路運輸業(yè)的發(fā)展水平和對社會經(jīng)濟發(fā)展的貢獻，為政府部門科學制定行業(yè)政策和社會公眾了解道路運輸行業(yè)具有重要作用。
[Abstract]:Transportation is the basic service industry, and social and economic activities are based on the normal operation of transportation. Road transportation is an important part of transportation. Establishing a system of indicators to measure the level of development of the road transport industry and its contribution to social and economic development, thereby recognizing whether the development of the industry remains in the right direction and informing the public of the important role of the road transport industry, It is of great significance to urge the government to ensure economic and social resources to be effectively invested in road transportation. In this paper, the provincial road transportation industry is taken as the object, the related statistical indicators of road transport at home and abroad are collected and sorted out, and the evaluation index system of road transport at home and abroad is comprehensively analyzed. This paper constructs the basic evaluation model and index system hierarchy, puts forward the basic assumption of road transportation industry development level index system and contribution index system, aiming at the deficiency of existing index system, according to the principle of supplement and perfect index selection, Finally, the evaluation index system of development and contribution of road transportation industry is constructed from the index of development level and contribution index. At the same time, the purpose and use mode of the index system are analyzed. Based on the index system, this paper puts forward the proposal of obtaining scheme, and makes an empirical analysis on the road transportation industry in Anhui province. This paper has a detailed understanding of the status quo of the evaluation index of road transport industry development and contribution at home and abroad. After combing and analyzing, a set of simple, intuitive and interpretable evaluation index system of road transport industry development and contribution is constructed. In order to reflect the development level of road transport industry and its contribution to social and economic development, it plays an important role in the scientific formulation of industry policies for government departments and the understanding of road transport industry by the public.
