地震災(zāi)后道路重建安全控制與管理體系的研究

【摘要】:地震發(fā)生和次生災(zāi)害所造成的損失嚴(yán)重,因此對(duì)地震的研究和災(zāi)后重建顯得尤為重要,,我國(guó)經(jīng)過(guò)這幾次地震后,積累了不少寶貴的經(jīng)驗(yàn),隨著工作的不斷深入,一些管理體系的建立和完善、防范措施的制定和實(shí)行,起到了良好的經(jīng)濟(jì)效益和社會(huì)效益。 本文就災(zāi)后重建道路的安全控制和管理體系的建立進(jìn)行了探討,系統(tǒng)的介紹了國(guó)內(nèi)外對(duì)道路安全控制的狀況和發(fā)展趨勢(shì),結(jié)合四川汶川地震災(zāi)后重建的特點(diǎn),對(duì)災(zāi)后道路發(fā)生的滑坡、泥石流,巖石崩塌等次生災(zāi)害問(wèn)題以及橋梁的檢測(cè)、加固從產(chǎn)生的原因、采取的預(yù)防、處理的措施,通過(guò)照片、圖表的形式分門(mén)別類(lèi)的進(jìn)行詳細(xì)的描述,根據(jù)災(zāi)后現(xiàn)場(chǎng)的實(shí)際情況,建立起完善的組織和管理體系,從而對(duì)影響安全的具體因素進(jìn)行動(dòng)態(tài)控制,減少或消除不安全的行為和狀態(tài),防止和減少事故的發(fā)生,對(duì)風(fēng)險(xiǎn)進(jìn)行規(guī)避、轉(zhuǎn)移,使風(fēng)險(xiǎn)量降到最低,保證人員和財(cái)產(chǎn)免受損失或降到最低。 四川汶川地震呈現(xiàn)出多元化、災(zāi)害嚴(yán)重、時(shí)間短、次生災(zāi)害頻繁發(fā)生,遺留問(wèn)題多、整體消化能力弱等特點(diǎn),結(jié)合具體情況,綜合考慮提出運(yùn)用安全控制理論,制定出適應(yīng)災(zāi)后重建道路安全控制管理辦法,為以后災(zāi)后重建提供方法和參考依據(jù)。
[Abstract]:The damage caused by earthquakes and secondary disasters is serious, so the study and reconstruction of earthquakes is particularly important. After these earthquakes, our country has accumulated a lot of valuable experience, with the continuous deepening of the work. The establishment and perfection of some management systems and the establishment and implementation of preventive measures have achieved good economic and social benefits. This paper discusses the establishment of road safety control and management system for post-disaster reconstruction, systematically introduces the status and development trend of road safety control at home and abroad, and combines the characteristics of post-disaster reconstruction in Sichuan Wenchuan earthquake. The detection of secondary disasters such as landslides, debris flows, rock collapses, and bridges occurring on roads after the disaster, reinforcement from the causes of occurrence, prevention and treatment measures taken, through photographs, According to the actual situation after the disaster, a perfect organization and management system is established, and the specific factors affecting safety are dynamically controlled. To reduce or eliminate unsafe behavior and state, to prevent and reduce the occurrence of accidents, to circumvent and transfer risks, to minimize risk and to ensure that persons and property are protected from loss or to the minimum. The Wenchuan earthquake in Sichuan shows the characteristics of diversity, serious disasters, short time, frequent secondary disasters, many remaining problems, weak overall digestive ability, and so on. Considering the specific situation, the author puts forward the application of safety control theory. The method of road safety control management for post-disaster reconstruction is established to provide methods and references for post-disaster reconstruction.
