面向京津冀一體化的天津區(qū)域交通發(fā)展策略研究

文章摘要：以城市為單元屬地化的對外交通規(guī)劃模式已不適應(yīng)區(qū)域一體化發(fā)展需要,亟待建立面向區(qū)域一體化、促使城市有機(jī)融入?yún)^(qū)域、依托區(qū)域提升城市樞紐地位的對外交通規(guī)劃新模式。以天津為例,首先分析面向京津冀一體化的樞紐功能適應(yīng)性,然后把握區(qū)域交通一體化發(fā)展新態(tài)勢,梳理出天津樞紐功能提升面臨的機(jī)遇和挑戰(zhàn),最后立足區(qū)域交通功能體系的一體化打造和提升,提出了天津在國際、國家、區(qū)域各層面的交通發(fā)展策略,即：（1）區(qū)域共建北方國際航運中心、國際物流中心;（2）京津共同形成輻射全國的綜合交通樞紐;（3）打造京津共建世界城市的一體化交通網(wǎng)絡(luò);（4）構(gòu)建京津冀和環(huán)渤海區(qū)域交通組織樞紐;（5）建立天津中心城市開放型的空間結(jié)構(gòu)。

Abstr：Considering the outward transport planning mode that takes city as a closed unit can no longer fulfill the development demand of regional integration, a new method that orients at the regional integration, stimulates city＇s organic integration into the region, and promotes city＇s hub position in region needs to be established. With Tianjin as an example, this paper analyzes the conditions of the city as a transport hub in the regional integration at the beginning. Then, based on the new trend of regional transport integration, the opportunities and challenges for Tianjin in promoting its role as a transport hub are clarified. Finally, regarding the requirements of building and enhancing the functions of regional transport system, the paper puts forward the transport development strategy for Tianjin from the international, national, and regional perspectives： ① building up an international shipping and logistics center in North China; ② forming an integral transport hub with national influence in joint with Beijing; ③ constructing an integrated transport network of world city in joint with Beijing; ④ forming a regional transport hub of Beijing-Tianjin-Hebei Region and Round Bohai Region; ⑤ establishing an open spatial structure in Tianjin city.
