【摘要】：泄漏檢測(cè)與修復(fù)技術(shù)(LDAR)是治理石化化工企業(yè)生產(chǎn)裝置設(shè)備組件無(wú)組織泄漏的有效技術(shù),國(guó)內(nèi)正在廣泛推廣,但目前缺少對(duì)LDAR實(shí)施效果的評(píng)估考核標(biāo)準(zhǔn)。借鑒美國(guó)、歐盟、臺(tái)灣地區(qū)泄漏檢測(cè)管控體系,結(jié)合天津市在石化化工裝置LDAR評(píng)估工作中發(fā)現(xiàn)的問(wèn)題,建議LDAR實(shí)施效果核查和評(píng)估技術(shù)重點(diǎn)應(yīng)側(cè)重加強(qiáng)檢測(cè)機(jī)構(gòu)的認(rèn)證和規(guī)范管理、實(shí)施VOCs減排量核算、發(fā)展環(huán)境定量改善情況的審查和評(píng)估、推廣LDAR技術(shù)現(xiàn)場(chǎng)核查、完善LDAR經(jīng)濟(jì)懲罰措施等。
[Abstract]:Leak detection and repair technology (LDAR) is an effective technology to control the unorganized leakage of equipment components in petrochemical plant. It is widely popularized in China, but it lacks the evaluation and assessment standard for the effect of LDAR implementation at present.With reference to the leak detection and control system in the United States, the European Union and Taiwan, and the problems found in the LDAR evaluation of petrochemical plants in Tianjin,It is suggested that emphasis should be placed on strengthening the certification and normative management of testing institutions, implementing VOCs emission reduction accounting, developing the examination and evaluation of environmental quantitative improvement, and popularizing field verification of LDAR technology.Perfect LDAR economic punishment measures and so on.
