【摘要】：近年來,隨著“四化同步、城鄉(xiāng)統(tǒng)籌”戰(zhàn)略發(fā)展的推動(dòng),畜牧業(yè)正悄然由傳統(tǒng)散養(yǎng)型向?qū)I(yè)化、集約化和規(guī)模化轉(zhuǎn)變,畜禽養(yǎng)殖環(huán)境污染問題危害日益凸顯,成為全球共同面臨的嚴(yán)重問題。我國(guó)各地開展污染綜合治理過程中,畜禽養(yǎng)殖污染治理一直是其中的重點(diǎn)和難點(diǎn)。加強(qiáng)畜禽污染治理,是搞好污染綜合整治,實(shí)現(xiàn)人與自然和諧統(tǒng)一的前提和基礎(chǔ)。以湖南省醴陵市為研究對(duì)象,對(duì)其畜禽污染治理的相關(guān)部門和典型養(yǎng)殖戶進(jìn)行了實(shí)地調(diào)查,并根據(jù)研究對(duì)象的特征,運(yùn)用具體實(shí)證研究與大量文獻(xiàn)分析相結(jié)合、實(shí)地調(diào)查與理論分析相結(jié)合、定性研究與定量研究相結(jié)合以及成本效益分析等研究方法,對(duì)醴陵市畜禽污染治理的現(xiàn)狀、存在問題以及治理模式選擇、采取措施等方面進(jìn)行了分析,明確了畜禽污染產(chǎn)生的經(jīng)濟(jì)根源和社會(huì)根源：產(chǎn)生的經(jīng)濟(jì)根源是公共物品產(chǎn)權(quán)界定不明確,政府干預(yù)失靈,產(chǎn)生的社會(huì)根源是環(huán)保意識(shí)還不夠強(qiáng)、環(huán)境承載力有限、畜禽養(yǎng)殖業(yè)規(guī)避風(fēng)險(xiǎn)能力弱等。并在此基礎(chǔ)上,針對(duì)醴陵市治理過程中存在的問題：一是養(yǎng)殖業(yè)現(xiàn)有布局不合理；二是防治技術(shù)難推廣；三是規(guī)模以下養(yǎng)殖場(chǎng)存在監(jiān)管漏洞。根據(jù)醴陵市實(shí)際情況,推廣分類清潔治理模式,即不同規(guī)模養(yǎng)殖場(chǎng)采取不同治污措施。提出了治理建議和對(duì)策：加強(qiáng)宣傳教育,提高全民環(huán)保意識(shí)；依托項(xiàng)目建設(shè),確保資金投入；合理規(guī)劃布局,建立產(chǎn)業(yè)集群；設(shè)立準(zhǔn)入門檻,規(guī)范建設(shè)審批；完善監(jiān)管機(jī)制,整體推進(jìn)治理；推廣分類治理模式,倡導(dǎo)清潔養(yǎng)殖；創(chuàng)新信息管理,追溯違法源頭；加強(qiáng)部門聯(lián)動(dòng),確保糞污達(dá)標(biāo)排放；引入公益訴訟機(jī)制,維護(hù)村民合法權(quán)益。
[Abstract]:In recent years, with the promotion of the "four modernizations synchronization, urban and rural overall planning" strategy development, animal husbandry is quietly changing from the traditional free-range type to specialization, intensification and scale, and the environmental pollution of livestock and poultry breeding is becoming more and more serious. In the process of comprehensive pollution control in various parts of China, livestock and poultry breeding pollution control has always been the key and difficulty. To strengthen livestock and poultry pollution control is to do a good job of comprehensive pollution control. The premise and foundation of realizing harmony and unity between man and nature. Taking Liling City of Hunan Province as the research object, the field investigation was carried out on the relevant departments and typical farmers of livestock and poultry pollution control, and according to the characteristics of the study object. Using the combination of specific empirical research and a large number of literature analysis, field investigation and theoretical analysis, qualitative and quantitative research, as well as cost-benefit analysis and other research methods. This paper analyzes the present situation, existing problems, selection of control mode and measures of livestock and poultry pollution control in Liling City. The economic and social sources of livestock and poultry pollution are defined as follows: the definition of property right of public goods is not clear, the government intervention is out of order, and the social root is that the consciousness of environmental protection is not strong enough. The environmental carrying capacity is limited, and the livestock and poultry breeding industry is weak in avoiding risks. On this basis, the problems existing in the process of governance in Liling City are pointed out: first, the existing layout of the livestock breeding industry is unreasonable; Second, it is difficult to popularize the technology of prevention and control; According to the actual situation of Liling City, promote classified clean governance model. That is, different pollution control measures are adopted in different scale farms. Suggestions and countermeasures are put forward: strengthening propaganda and education, raising the awareness of environmental protection of the whole people; Relying on the project construction to ensure the investment of funds; Rational layout planning and establishment of industrial clusters; Setting up entry threshold and standardizing the examination and approval of construction; Perfecting the supervision mechanism and promoting the governance as a whole; Promote classified governance model and advocate clean breeding; Innovating information management and tracing the source of violation; Strengthen the linkage of departments to ensure the discharge of feces up to standard; Introduction of public interest litigation mechanism to protect the legitimate rights and interests of villagers.
