長(zhǎng)沙市農(nóng)村公路提質(zhì)改造關(guān)鍵問(wèn)題研究

【摘要】:農(nóng)村公路是農(nóng)村社會(huì)經(jīng)濟(jì)發(fā)展的重要交通基礎(chǔ)設(shè)施。長(zhǎng)沙市的農(nóng)村公路建設(shè)已取得了長(zhǎng)足的發(fā)展,在里程數(shù)量上已達(dá)到一定的規(guī)模,但是隨著農(nóng)村社會(huì)的進(jìn)步和發(fā)展,對(duì)當(dāng)前的農(nóng)村公路提出了新的要求,以往建設(shè)的公路由于建設(shè)標(biāo)準(zhǔn)低、質(zhì)量差,并且出現(xiàn)了一定程度的損壞,已不能滿足當(dāng)前的交通需求,所以農(nóng)村公路提質(zhì)改造工作勢(shì)在必行,具有重要的現(xiàn)實(shí)意義。本文對(duì)長(zhǎng)沙市農(nóng)村公路的現(xiàn)狀進(jìn)行分析得知其目前存在的主要問(wèn)題為:技術(shù)等級(jí)結(jié)構(gòu)不合理、線形指標(biāo)未結(jié)合實(shí)際進(jìn)行優(yōu)化、路面結(jié)構(gòu)單一和交通安全設(shè)施不完善。文章分別就這四個(gè)方面的內(nèi)容進(jìn)行分析探討,以期為提質(zhì)改造工作的具體實(shí)施提供科學(xué)合理的參考依據(jù)。本文采用多目標(biāo)規(guī)劃模型法對(duì)長(zhǎng)沙市農(nóng)村公路的技術(shù)等級(jí)結(jié)構(gòu)進(jìn)行優(yōu)化,確定長(zhǎng)沙市農(nóng)村公路在2020年時(shí)合理技術(shù)等級(jí)結(jié)構(gòu)為:三級(jí)公路1000km,四級(jí)公路13600km,等外公路9400km,對(duì)比目前現(xiàn)狀確定需進(jìn)行提質(zhì)改造的規(guī)模為2760km。根據(jù)道路功能和交通量等因素對(duì)公路等級(jí)進(jìn)行劃分,結(jié)合長(zhǎng)沙市農(nóng)村地區(qū)的實(shí)際情況,將等外公路分為農(nóng)一級(jí)、農(nóng)二級(jí),設(shè)計(jì)速度分別為15km/h、10km/h,并參考規(guī)范分別對(duì)相關(guān)線形指標(biāo)進(jìn)行分析計(jì)算,給出相關(guān)推薦值,便于提質(zhì)改造工程中對(duì)線形進(jìn)行優(yōu)化,為設(shè)計(jì)提供參考依據(jù)。此外,根據(jù)路面結(jié)構(gòu)現(xiàn)狀結(jié)合設(shè)計(jì)原則,確定出適合不同交通量等級(jí)的長(zhǎng)沙市農(nóng)村公路水泥、瀝青典型路面結(jié)構(gòu)和簡(jiǎn)易路面結(jié)構(gòu),以供提質(zhì)改造過(guò)程中進(jìn)行選用。最后論文對(duì)長(zhǎng)沙市農(nóng)村公路提質(zhì)改造工程中安保工程的完善提供了針對(duì)性的建議,根據(jù)對(duì)長(zhǎng)沙市農(nóng)村地區(qū)安全問(wèn)題現(xiàn)狀的調(diào)查提出基于典型事故路段的交通安全設(shè)施的設(shè)置方案,同時(shí)指出應(yīng)加強(qiáng)安全教育工作,以改善長(zhǎng)沙市農(nóng)村地區(qū)的交通安全狀況。
[Abstract]:Rural highway is an important transportation infrastructure for rural social and economic development. The rural highway construction in Changsha has made great progress and has reached a certain scale in the mileage. However, with the progress and development of the rural society, new requirements have been put forward for the current rural highway. Due to the low construction standard, poor quality and damage to some extent, the highway built in the past can not meet the current traffic demand, so it is imperative to improve the quality of the rural highway, which has important practical significance. This paper analyzes the present situation of rural highway in Changsha and finds out that the main problems are: unreasonable structure of technical grade, unoptimized linear index, single pavement structure and imperfect traffic safety facilities. In this paper, the contents of these four aspects are analyzed and discussed in order to provide a scientific and reasonable reference for the concrete implementation of the quality improvement work. In this paper, the multi-objective programming model is used to optimize the technical grade structure of the rural highway in Changsha. The reasonable technical grade structure of the rural highway in Changsha in 2020 is determined to be 1000km for the third grade highway, 13600km for the fourth grade road, 9400km for the equivalent road. Compared with the present situation, the scale of quality improvement is 2760 km. According to the factors such as road function and traffic volume, the highway grade is divided into two categories: agricultural grade and agricultural grade, combined with the actual situation in rural areas of Changsha. The design speed is 15 km / h / h, 10 km / h, respectively. The relevant linear index is analyzed and calculated according to the reference standard, and the relevant recommended value is given, which is convenient to optimize the line shape in the project of upgrading quality and to provide the reference for the design. In addition, according to the present situation of pavement structure and the design principle, the cement, asphalt typical pavement structure and simple pavement structure suitable for different traffic volume grade of Changsha rural highway are determined for selection in the process of improving quality. Finally, the paper provides some suggestions for the improvement of the security project in the rural highway upgrading project in Changsha. Based on the investigation of the present situation of the safety problems in rural areas of Changsha City, this paper puts forward a scheme of setting up traffic safety facilities based on typical accident sections, and points out that safety education should be strengthened in order to improve the traffic safety situation in rural areas of Changsha City.
