【摘要】：承德作為一座旅游城市,隨著城市化進(jìn)程的加快,經(jīng)濟(jì)的快速發(fā)展,密集的人車(chē)環(huán)境對(duì)城市公共交通也有了新的要求,因此,開(kāi)展這方面的研究,總結(jié)經(jīng)驗(yàn),結(jié)合自身城市路網(wǎng)特點(diǎn),為承德市城市交通問(wèn)題探索出一條適合承德市的發(fā)展道路,是當(dāng)前一項(xiàng)迫切的任務(wù)。本論文通過(guò)從系統(tǒng)整體出發(fā)首先對(duì)城市公共交通系統(tǒng)的國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行了全新的剖析,然后對(duì)城市公共交通的相關(guān)理論及相關(guān)設(shè)計(jì)方法進(jìn)行了系統(tǒng)分析,包括分析公共交通的定義,公共交通系統(tǒng)特征、系統(tǒng)功能、系統(tǒng)外部環(huán)境、系統(tǒng)影響因素及場(chǎng)站設(shè)計(jì)等方面進(jìn)行了論述等等,為公交系統(tǒng)全面有效的規(guī)劃提供了新的理論及設(shè)計(jì)基礎(chǔ)。其次針對(duì)承德市的地理位置與經(jīng)濟(jì)發(fā)展水平、城區(qū)的規(guī)模形態(tài)、城市道路發(fā)展?fàn)顩r及路網(wǎng)結(jié)構(gòu)等自身特點(diǎn),分析承德市城市發(fā)展對(duì)公共交通發(fā)展的需求。再次進(jìn)一步調(diào)查承德市公交系統(tǒng)現(xiàn)狀,對(duì)存在的問(wèn)題及其原因進(jìn)行分析,得出如果要加快承德市城市交通建設(shè),我們需要根據(jù)承德城市公交的現(xiàn)狀和問(wèn)題,提出公共交通發(fā)展對(duì)策,即在主干道建設(shè)公交�？空镜仍O(shè)施;采取限行、錯(cuò)峰上下班、打通周?chē)叫械缆返却胧﹣?lái)緩解主干道交通壓力;加大宣傳力度提倡合理選擇交通路線;調(diào)整公交站點(diǎn)及運(yùn)力布設(shè),重新規(guī)劃線路;提高通行機(jī)動(dòng)車(chē)輛的環(huán)保要求。同時(shí)又提出加快公共交通發(fā)展的保障措施,即需要政府部門(mén)出臺(tái)相關(guān)政策支持、建立以政府為主的財(cái)政支持政策、落實(shí)國(guó)家關(guān)于優(yōu)先發(fā)展城市公交稅費(fèi)優(yōu)惠政策、落實(shí)公交優(yōu)先政策、通過(guò)技術(shù)手段提升城市公共交通服務(wù)水平。最后得出結(jié)論,優(yōu)先發(fā)展城市公共交通,既是承德經(jīng)濟(jì)社會(huì)發(fā)展的必然趨勢(shì),也是化解城市交通擁堵的必然要求,更能夠加快大交通建設(shè)的步伐。
[Abstract]:Chengde as a tourist city, with the acceleration of urbanization and the rapid development of economy, the dense environment of people and cars also has new requirements for urban public transport. Therefore, to carry out the research in this area, sum up the experience, It is an urgent task to explore a development road suitable for Chengde city according to the characteristics of its own urban road network. In this paper, from the system as a whole, firstly, the domestic and foreign research status of urban public transport system is analyzed, and then the related theories and design methods of urban public transport are systematically analyzed. Including the analysis of the definition of public transport, public transport system characteristics, system functions, system external environment, system impact factors and station design and so on. It provides a new theory and design basis for the comprehensive and effective planning of public transport system. Secondly, according to the geographical location and economic development level of Chengde City, the size of urban area, the development of urban roads and the structure of road network, this paper analyzes the demand for the development of public transport in Chengde City. Once again, we further investigate the present situation of Chengde city's public transport system, analyze the existing problems and their causes, and draw a conclusion that if we want to speed up the construction of Chengde city's urban traffic, we need to base on the present situation and problems of Chengde city's public transport. The paper puts forward the development countermeasures of public transportation, that is, constructing public transport stop and other facilities on the main road, taking measures such as limiting traffic, commuting to and from work on the wrong peak, opening up the parallel roads around the main road to relieve the traffic pressure of the main road, strengthening propaganda and advocating the rational choice of traffic route; Adjust the layout of bus stations and transportation capacity, replan the lines, improve the environmental protection requirements of motor vehicles. At the same time, it also puts forward the safeguard measures to speed up the development of public transport, that is, the government should issue relevant policy support, establish the financial support policy with the government as the main body, and implement the national preferential policy on preferential tax and fee for urban public transport. The implementation of public transport priority policy, through technical means to improve the level of urban public transport services. Finally, it is concluded that giving priority to the development of urban public transport is not only the inevitable trend of economic and social development in Chengde, but also the inevitable requirement of resolving urban traffic congestion, and it can speed up the pace of traffic construction.
