京哈高速A段項目風(fēng)險控制研究

【摘要】:隨著交通行業(yè)的快速發(fā)展,國家對交通基礎(chǔ)設(shè)施的投資力度也在逐年加大,從而使得人們及交通運輸?shù)刃袠I(yè)更加方便出行。京哈高速公路綏中至沈陽段建成至今,交通量增長迅猛,由于某些路段在施工過程中可能存在施工質(zhì)量缺陷,或者某些車輛自身載荷過大,從而導(dǎo)致路基發(fā)生變形,路基填土的力學(xué)、物理性質(zhì)均產(chǎn)生了較大形變。經(jīng)分析的得出,以上所提及的原因在某種程度上都會使得路面的結(jié)構(gòu)和性能發(fā)生改變,從而使得京哈高速該部分路段的路基、路面都產(chǎn)生了一定程度的損害。因此,對京哈高速A段項目進(jìn)行修建迫在眉睫,對項目完成過程中對其風(fēng)險控制具有較大意義。在整個高速公路的修建過程中,耗時大、工期長,同時需要投資巨大的人力、物力、財力,以及在整個風(fēng)險管理控制過程需要耗費巨大精力。因此,不確定因素和大量風(fēng)險會伴隨整個京哈高速的建設(shè)管理過程,它將會對項目是否會順利完工,以及在整個項目過程中的資金投入和工期長度產(chǎn)生直接的影響。為此,本文從對項目風(fēng)險管理與控制基本理論的研究切入,通過理論與實際相結(jié)合的方式,對京哈高速A段建設(shè)項目建設(shè)過程中可能發(fā)生的風(fēng)險進(jìn)行具體地分析與討論,并提出相應(yīng)的解決方案,從多方位全角度研究本項目的風(fēng)險管理,包括風(fēng)險識別、風(fēng)險評估以及風(fēng)險控制等,以便本項目在完成的過程中有著切實可行的理論依據(jù)。本論文并通過與實踐相結(jié)合,充分吸收風(fēng)險控制理論中精華,對于理論中不足的方面進(jìn)行改善,在不斷完善的過程中促進(jìn)我國高速公路建設(shè)項目又好又快的發(fā)展。
[Abstract]:With the rapid development of transportation industry, the national investment in transportation infrastructure is also increasing year by year, which makes people and other industries more convenient to travel. Since the completion of Suizhong-Shenyang section of Beijing-Harbin Expressway, the traffic volume has increased rapidly. Due to the defects of construction quality in some sections of the highway, or the excessive load on some vehicles, the roadbed will deform. The mechanical and physical properties of subgrade fill have produced large deformation. Through the analysis, the reasons mentioned above will change the structure and performance of the pavement to some extent, which makes the subgrade and pavement of this part of the Beijing-Kazakhstan Expressway all produce some damage to a certain extent. Therefore, the construction of Beijing-Kazakhstan Expressway A Section is imminent, which is of great significance to the risk control during the completion of the project. In the whole process of expressway construction, it takes a lot of time, a long construction period, and requires huge investment of manpower, material resources, financial resources, and the whole process of risk management and control. Therefore, the uncertain factors and a large number of risks will accompany the whole construction management process of the Beijing-Kazakhstan Expressway, which will have a direct impact on the successful completion of the project, as well as the capital input and the duration of the construction period in the whole process of the project. Therefore, from the basic theory of project risk management and control, through the combination of theory and practice, this paper makes a concrete analysis and discussion on the risks that may occur in the construction process of Beijing-Kazakhstan Expressway A Project. The corresponding solutions are put forward to study the risk management of the project from a multi-direction perspective, including risk identification, risk assessment and risk control, so that the project has a practical theoretical basis in the process of completion. Through combining with practice, this paper fully absorbs the essence of risk control theory, improves the insufficient aspects of the theory, and promotes the development of highway construction project in our country in the process of continuous improvement.
