基于路段選擇的動態(tài)交通擁堵收費研究

【摘要】:隨著城市化發(fā)展進程的加快,機動車輛呈現(xiàn)爆發(fā)式增長,交通擁堵問題日益凸顯,嚴重阻礙了城市的可持續(xù)發(fā)展。為了從根本上解決交通擁堵問題,擁堵收費應運而生,交通擁堵收費措施在一些發(fā)達國家的應用表明能夠有效緩解城市交通擁堵問題,改善路網(wǎng)系統(tǒng)的整體性能,因此交通擁堵收費作為緩解交通擁堵的一項重要措施日益受到重視。本文通過分析交通擁堵收費相關理論和模型,深入研究動態(tài)交通擁堵收費問題。(1)綜述了國內(nèi)外交通擁堵收費問題的研究現(xiàn)狀,分析研究中的不足,提出了基于路段選擇的動態(tài)交通擁堵收費的研究思路和內(nèi)容;(2)對交通擁堵收費相關的理論及方法進行了梳理,詳細介紹應用較為廣泛的交通擁堵收費模型,為研究動態(tài)擁堵收費奠定基礎;(3)選擇兩條平行且起訖點相同路段,將其中的一條作為收費路段,建立收費路網(wǎng)模型研究收費路段上的動態(tài)收費費率,利用二項Logit回歸模型預測不同擁堵程度下路網(wǎng)交通流量轉(zhuǎn)移到其他聯(lián)絡線的概率;(4)建立基于最優(yōu)控制理論的路段選擇模型,確定收費路網(wǎng)中的出行用戶選擇收費路段與普通路段的最優(yōu)概率;建立基于Logit的路段選擇模型,確定出行用戶選擇收費路段概率,在基于Logit的路段選擇模型中考慮收費路段的收費費率,確定收費路段的動態(tài)收費費率模型;(5)以北京市西三環(huán)某主輔路中平行且起訖點相同的兩條路段進行實證研究,驗證模型的有效性和實用性。研究結(jié)果表明,收費路段上的收費費率隨路網(wǎng)的擁堵程度不斷變化,在路網(wǎng)呈現(xiàn)較為擁堵狀況時,收費路段上的收費費率較高;路網(wǎng)狀況良好時,收費費率較低;通過驗證得到的最低收費費率為早上6:00,收費路段的收費費率為0.29元;最高收費費率為下午17:30,收費費率為10.02元。
[Abstract]:With the rapid development of urbanization, motor vehicles appear explosive growth, traffic congestion is increasingly prominent, which seriously hinders the sustainable development of the city. In order to solve the problem of traffic congestion fundamentally, congestion charging came into being. The application of traffic congestion charging in some developed countries shows that it can effectively alleviate the problem of urban traffic congestion and improve the overall performance of road network system. Therefore, traffic congestion charge as an important measure to alleviate traffic congestion has been paid more and more attention. By analyzing the theory and model of traffic congestion charge, this paper deeply studies the problem of dynamic traffic congestion charge. (1) this paper summarizes the current research situation of traffic congestion charge at home and abroad, and analyzes the deficiency of the research. The research ideas and contents of dynamic traffic congestion charge based on road section selection are put forward. (2) the theories and methods related to traffic congestion charge are combed, and the widely used traffic congestion toll model is introduced in detail. It lays a foundation for studying dynamic congestion charging. (3) selecting two parallel sections with the same starting point, one of which is used as the toll section, and establishing a toll network model to study the dynamic toll rate on the toll road. The binomial Logit regression model is used to predict the probability of network traffic flow transferring to other tie lines under different congestion levels. (4) A road selection model based on optimal control theory is established. To determine the optimal probability of toll section and ordinary section in toll road network, to establish a road selection model based on Logit, and to determine the probability of toll section selection by trip users. In the model of road selection based on Logit, the toll rate of toll section is considered, and the dynamic toll rate model of toll road is determined. (5) the empirical study is carried out on two parallel sections of a main and auxiliary road in Xisanhuan, Beijing, with the same starting point. The validity and practicability of the model are verified. The results show that the toll rates on toll roads change with the congestion of the road network. When the road network is congested, the toll rate on the toll road is higher, and the charge rate is lower when the road network is in good condition. The minimum toll rate is 6: 00 in the morning, the toll rate of toll section is 0.29 yuan, the maximum toll rate is 17: 30 in the afternoon, and the charge rate is 10.02 yuan.
