南港綜合助航體系規(guī)劃的研究

【摘要】:南港是天津港總體規(guī)劃新一輪修編確定的九大港區(qū)之一的大港港區(qū),位于環(huán)渤海經(jīng)濟(jì)帶中部天津?yàn)I海新區(qū)的大港區(qū),是通過圍海造田而興建的大型工業(yè)港。隨著南港地區(qū)經(jīng)濟(jì)的快速發(fā)展,航運(yùn)業(yè)亦隨之不斷發(fā)展壯大,南港地區(qū)船舶交通流量逐年增大。為了全面提升該水域海事航海保障能力,滿足航運(yùn)發(fā)展的需要,研究和規(guī)劃南港新型綜合助航體系建設(shè)是十分有必要的。新型綜合助航體系是以提供完善的助航服務(wù)為目標(biāo),以先進(jìn)的技術(shù)為支撐,以各航運(yùn)單位的需求為導(dǎo)向,從助航設(shè)施硬件到人員服務(wù)與信息系統(tǒng)相結(jié)合的綜合系統(tǒng)。本文創(chuàng)新性的從港口綜合助航體系出發(fā)規(guī)劃建設(shè)港口助航,形成一個(gè)從助航設(shè)施建設(shè)到管理與維護(hù)再到綜合信息服務(wù)有機(jī)結(jié)合的完善、全面、高效的系統(tǒng)。本文從規(guī)劃編制者的角度,立足于新型綜合助航體系,對助航設(shè)施建設(shè)、航標(biāo)管理與維護(hù)能力建設(shè)和綜合助航信息管理與服務(wù)建設(shè)進(jìn)行了具體的規(guī)劃研究。首先,通過南港水域的船舶交通流狀況研究,預(yù)測了南港建成后的主要交通流向、交通危險(xiǎn)水域、交通量等,為南港的助航設(shè)施建設(shè)提供參考。其次,從港口總體發(fā)展需求與水域交通管理分析了南港助航體系建設(shè)的需求。再次,通過對南港航道、航標(biāo)現(xiàn)狀分析,根據(jù)規(guī)劃的標(biāo)準(zhǔn)和原則,提出南港助航設(shè)施配布規(guī)劃,包括視覺航標(biāo)配布規(guī)劃、冰標(biāo)規(guī)劃建議及無線電助航設(shè)施配布規(guī)劃。然后,在港口規(guī)劃中首次應(yīng)用定性和定量的方法對南港的航標(biāo)管理與維護(hù)能力進(jìn)行具體規(guī)劃,包括航標(biāo)維護(hù)人員的確定、航標(biāo)維護(hù)設(shè)施、場地的建設(shè)規(guī)劃。最后,探索性的提出以航標(biāo)信息云平臺(tái)建設(shè)為基礎(chǔ),涵蓋航標(biāo)業(yè)務(wù)綜合信息管理系統(tǒng)、航標(biāo)遙測遙控系統(tǒng)、港口航標(biāo)視頻監(jiān)控系統(tǒng)及移動(dòng)航標(biāo)巡檢系統(tǒng)的助航業(yè)務(wù)內(nèi)部管理系統(tǒng),涵蓋港口助航信息發(fā)布系統(tǒng),以及外接大型LED助航信息提示牌的助航業(yè)務(wù)對外服務(wù)系統(tǒng),形成綜合助航信息管理與服務(wù)總體規(guī)劃?傮w而言,助航體系的建設(shè)在各個(gè)港口的規(guī)劃必然會(huì)根據(jù)港口的特點(diǎn)而不同,但需要有統(tǒng)一的規(guī)劃標(biāo)準(zhǔn)。本文通過對南港進(jìn)行綜合助航體系規(guī)劃,嘗試在綜合助航體系規(guī)劃中進(jìn)行某些基礎(chǔ)研究,為未來其他港口進(jìn)行助航體系規(guī)劃做參考。
[Abstract]:Nangang Port is one of the nine big port areas determined by the new round revision of the overall plan of Tianjin Port. It is located in the Dagang area of Tianjin Binhai New area in the middle of the Bohai Sea Economic Belt. It is a large industrial port built by reclaiming land from the sea. With the rapid development of the economy in Nangang area, the shipping industry is also growing, and the ship traffic volume in Nangang area is increasing year by year. In order to improve the maritime navigation support capacity and meet the needs of shipping development, it is necessary to study and plan the construction of a new comprehensive navigation aid system in Nangang. The new integrated navigation aid system is a comprehensive system, which aims at providing perfect navigation assistance services, supports advanced technology, and is guided by the needs of various shipping units, from the hardware of navigation aids to the combination of personnel services and information systems. In this paper, we plan and build the port navigation aid system from the port integrated navigation aid system, and form a perfect, comprehensive and efficient system from the construction of navigation facilities to the management and maintenance to the comprehensive information service. In this paper, from the angle of the planners, based on the new integrated navigation aid system, the construction of navigation aids facilities, the construction of the capacity of navigation aids management and maintenance, and the construction of comprehensive navigation aids information management and service construction are studied concretely. Firstly, the main traffic direction, traffic dangerous waters and traffic volume after the completion of Nangang are forecasted through the study of ship traffic flow in the waters of Nangang, which provides a reference for the construction of navigation aids in Nangang. Secondly, the paper analyzes the requirements of the navigation aid system in Nangang from the view of the overall development demand of the port and the water area traffic management. Thirdly, based on the analysis of the status quo of navigation aids in Nangang, and according to the planning standards and principles, this paper puts forward the distribution planning of navigation aids in Nangang, including visual navigation planning, ice standard planning and radio navigation facilities distribution planning. Then, qualitative and quantitative methods are applied to the management and maintenance of navigation mark in Nangang for the first time, including the determination of navigation mark maintenance personnel, navigation mark maintenance facilities and site construction planning. Finally, based on the construction of aeronautical aids information cloud platform, it includes the integrated information management system of navigation aids business, the telemetry and remote control system of navigation aids, The internal management system of port navigation aids video surveillance system and mobile navigation mark patrol inspection system covers the port navigation aid information release system, and the external service system of navigation aid business with large LED navigation aids information alert board. To form a comprehensive navigation information management and service master plan. In general, the planning of the navigation aid system in each port is bound to be different according to the characteristics of the port, but it is necessary to have a unified planning standard. This paper attempts to carry out some basic research in the planning of the integrated navigation aid system for other ports in the future through the planning of the comprehensive navigation aid system of the south port, which can be used as a reference for the planning of the navigation aid system for other ports in the future.
