【摘要】：運輸量作為交通運輸業(yè)的重要統(tǒng)計指標,充分反映了交通運輸業(yè)的生產(chǎn)成果,也反映了我國的國情以及國力。準確掌握交通運輸量數(shù)據(jù),并分析數(shù)據(jù)的變化趨勢,可以充分發(fā)揮運輸量統(tǒng)計在公路以及水路的管理、規(guī)劃以及決策中的指導性作用。交通運輸部為了進一步提高公路水路運輸量統(tǒng)計數(shù)據(jù)的準確性及可靠性,在開展交通運輸經(jīng)濟統(tǒng)計專項調(diào)查的基礎上,對《公路水路運輸量統(tǒng)計試行方案(2009)》進行修改,提出新的統(tǒng)計方案《公路水路運輸量統(tǒng)計試行方案(2014)》。湖南省交通運輸廳為落實新方案,提高我省交通統(tǒng)計數(shù)據(jù)質(zhì)量以及統(tǒng)計工作效率,在運輸量計算方法上進行了補充,對統(tǒng)計軟件提出了新的需求。本文通過對湖南省原有的運輸量調(diào)查和計算的方法進行分析,針對原統(tǒng)計方案存在的問題,結(jié)合湖南省實際情況以及抽樣理論,提出基于月度波動系數(shù)與占比相結(jié)合的運輸量計算方法。在該計算方法的基礎上結(jié)合湖南交通運輸量統(tǒng)計需求,以Visual Studio 2008為開發(fā)工具,SQL Server2008為后臺數(shù)據(jù)庫,使用ASP.NET技術設計并實現(xiàn)了湖南省公路水路運輸量月報網(wǎng)系統(tǒng)。系統(tǒng)具有運輸量數(shù)據(jù)查詢、錄入、推算、對比分析以及匯總并生成運輸量統(tǒng)計報表等功能。系統(tǒng)已正式投入實際使用,并進行了2014年交通運輸量統(tǒng)計,計算出的運輸量數(shù)據(jù)基本符合我省交通運輸業(yè)實際發(fā)展情況,得到了湖南省交通運輸廳的充分肯定。
[Abstract]:As an important statistical index of transportation industry, transportation volume fully reflects the production results of transportation industry, as well as the national conditions and national strength of our country. Accurately mastering the data of traffic volume and analyzing the changing trend of the data can give full play to the guiding role of traffic volume statistics in the management, planning and decision making of highway and waterway. In order to further improve the accuracy and reliability of the statistical data of highway waterway transport volume, the Ministry of Communications and Transport, on the basis of carrying out a special survey on traffic and transport economic statistics, has revised the "trial Program for Highway Waterway Traffic Statistics". This paper puts forward a new statistical scheme < trial scheme of highway and waterway transport volume statistical trial (2014) >. In order to carry out the new plan and improve the quality and efficiency of traffic statistics in Hunan Province, the traffic volume calculation method is supplemented, and a new demand for statistical software is put forward. Based on the analysis of the methods of investigation and calculation of the original transportation volume in Hunan Province, this paper aims at the problems existing in the original statistical scheme, combined with the actual situation of Hunan Province and the sampling theory. A method for calculating transport volume based on the combination of monthly fluctuation coefficient and duty ratio is proposed. On the basis of this calculation method, combined with the demand of Hunan traffic volume statistics, taking Visual Studio 2008 as the development tool, SQL Server2008 as the backstage database, and using ASP.NET technology, the system of Hunan highway waterway transportation monthly report network is designed and realized. The system has the functions of inquiring, inputting, extrapolating, comparing and analyzing, summarizing and generating statistic report of traffic volume and so on. The system has been put into actual use, and the traffic volume statistics in 2014 have been carried out. The calculated traffic volume data basically accord with the actual development of transportation industry in our province, and have been fully affirmed by Hunan Provincial Traffic and Transportation Department.
