【摘要】:科學(xué)的公交評(píng)價(jià)指標(biāo)體系,能夠客觀反映公交發(fā)展中存在的問題,指導(dǎo)公交線網(wǎng)優(yōu)化改進(jìn),提升公交吸引力,從而有效緩解當(dāng)前城市交通擁堵的狀況。相較于常規(guī)公交線網(wǎng)整體評(píng)價(jià),公交線路評(píng)價(jià)更能反映單條公交線路在規(guī)劃、運(yùn)營(yíng)和服務(wù)方面存在的細(xì)部問題,在公交線網(wǎng)優(yōu)化調(diào)整實(shí)踐中更具指導(dǎo)意義。本文基于對(duì)常規(guī)公交系統(tǒng)的研究,構(gòu)建了三級(jí)評(píng)價(jià)指標(biāo)體系,提出從線路規(guī)劃合理性、線路運(yùn)營(yíng)效果和線路服務(wù)水平三個(gè)角度進(jìn)行常規(guī)公交線路評(píng)價(jià),提出了換乘連通度、線路吸引力系數(shù)、公交到站平穩(wěn)率等評(píng)價(jià)指標(biāo)。在線路規(guī)劃合理性評(píng)價(jià)方面,提出換乘連通度指標(biāo),從線路規(guī)劃層面分析乘客換乘行為在空間上的便利性;在線路運(yùn)營(yíng)效果評(píng)價(jià)方面,提出線路吸引力系數(shù)指標(biāo),從線路運(yùn)營(yíng)層面分析公交線路對(duì)其服務(wù)范圍內(nèi)潛在客流的吸引力。公交線路評(píng)價(jià)應(yīng)綜合考慮線路運(yùn)營(yíng)實(shí)際情況和評(píng)價(jià)主體主觀意愿,因此本文提出基于AHP的DEA模型進(jìn)行公交線路評(píng)價(jià)。超效率DEA模型的交叉效率評(píng)價(jià)方法相較于傳統(tǒng)DEA模型,能夠提供更多的有效決策單元信息,并能避免極端值對(duì)總體評(píng)價(jià)結(jié)果的干擾;谠撃P,分別構(gòu)建公交線路在規(guī)劃、運(yùn)營(yíng)、服務(wù)方面的單一因素評(píng)價(jià)模型,應(yīng)用MaxDEA軟件計(jì)算線路單一因素評(píng)價(jià)結(jié)果,分析評(píng)價(jià)結(jié)果并提出相應(yīng)優(yōu)化方案。采用AHP-DEA模型進(jìn)行公交線路綜合評(píng)價(jià),該模型的準(zhǔn)則層權(quán)重依據(jù)專家打分確定,方案層權(quán)重根據(jù)公交線路單一因素評(píng)價(jià)結(jié)果確定,最后應(yīng)用yaahp軟件計(jì)算公交線路綜合評(píng)價(jià)得分。選取山東省壽光市的18條公交線路作為評(píng)價(jià)實(shí)例,驗(yàn)證本文提出的線路評(píng)價(jià)指標(biāo)體系和模型方法的合理性。
[Abstract]:A scientific evaluation index system of public transport can objectively reflect the existing problems in the development of public transport, guide the optimization and improvement of bus network, enhance the attractiveness of public transport, and effectively alleviate the current situation of urban traffic congestion. Compared with the general bus network evaluation, the bus line evaluation can better reflect the detailed problems in the planning, operation and service of a single bus line, and is more instructive in the practice of the optimization and adjustment of the bus network. Based on the research of conventional bus system, this paper constructs a three-level evaluation index system, and puts forward the evaluation of conventional public transport line from three aspects: the rationality of route planning, the effect of line operation and the level of line service, and puts forward the connectivity of transfer. Line attractiveness coefficient, bus arrival station stationary rate and other evaluation indicators. In the rational evaluation of line planning, the transfer connectivity index is put forward, the convenience of passenger transfer behavior in space is analyzed from the line planning level, and the line attraction coefficient index is put forward in the evaluation of line operation effect. The attraction of bus line to the potential passenger flow within its service range is analyzed from the line operation level. Bus route evaluation should take into account the actual situation of line operation and subjective will of the evaluation subject, so this paper proposes a DEA model based on AHP for bus route evaluation. Compared with the traditional DEA model, the cross-efficiency evaluation method of super-efficiency DEA model can provide more effective decision unit information and avoid the interference of extreme values to the overall evaluation results. Based on this model, the single factor evaluation model of bus route planning, operation and service is constructed, and the evaluation results of single factor are calculated by using MaxDEA software, and the evaluation results are analyzed and the corresponding optimization scheme is put forward. The AHP-DEA model is used to evaluate the bus route. The weight of the criterion layer is determined according to the expert score, the weight of the scheme layer is determined according to the single factor evaluation result of the bus line. Finally, the comprehensive evaluation score of the bus line is calculated by using the yaahp software. 18 bus routes in Shouguang City of Shandong Province are selected as evaluation examples to verify the rationality of the proposed evaluation index system and model method.
