長(zhǎng)江六圩河口水域通航管理的研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)規(guī)模的持續(xù)擴(kuò)大和貿(mào)易總量的穩(wěn)步增長(zhǎng),內(nèi)河航運(yùn)的規(guī)模也日益發(fā)展壯大。長(zhǎng)江和京杭運(yùn)河被譽(yù)為我國(guó)的“黃金水道”,每年承載著經(jīng)濟(jì)腹地內(nèi)大量貨物的運(yùn)輸。六圩河口是京杭運(yùn)河改道以來(lái)與長(zhǎng)江的交匯口,兩股水流交匯于此,在方便了水上船舶間的往來(lái)的同時(shí),也造成水域內(nèi)船舶交通復(fù)雜,事故險(xiǎn)情多發(fā)的情況。此外,水域中航行船舶種類和船型復(fù)雜多樣,大量的船隊(duì)航行于此,更增加了水域通航管理的難度。六圩河口水域是我國(guó)內(nèi)河航運(yùn)的樞紐水域,進(jìn)出運(yùn)河的船流和長(zhǎng)江干線行駛船流交匯在此。同時(shí),該水域的通航環(huán)境復(fù)雜多變,水域內(nèi)除了河口外,還包含水上停泊區(qū)、揚(yáng)州港、定易洲錨地和運(yùn)河上行船舶專用航路等,加上受長(zhǎng)江水流影響,主航道凸向口門(mén)附近,在諸多因素的共同影響下,讓該水域內(nèi)船舶的通航態(tài)勢(shì)相當(dāng)復(fù)雜,船舶間會(huì)遇復(fù)雜多變,讓水域內(nèi)航行船舶承擔(dān)較大風(fēng)險(xiǎn)。本文通過(guò)對(duì)長(zhǎng)江六圩河口附近水域通航現(xiàn)狀的調(diào)查與分析,深入討論當(dāng)前船舶在該水域航行的通信和航法,研究影響通航安全的各個(gè)因素,探尋該水域當(dāng)前通航管理中的成就和不足,分析影響航行安全的具體因素。同時(shí),參閱國(guó)內(nèi)外學(xué)者在水上交通和管理上的研究成果,結(jié)合六圩河口水域的實(shí)際情況,針對(duì)性的提出管理該水域船舶交通流、配置通航資源的建議。其研究成果對(duì)于加強(qiáng)河口交匯水域船舶的通航管理,規(guī)范船舶交通流,保障船舶航行安全,降低航行風(fēng)險(xiǎn),維護(hù)通航秩序和保障沿線經(jīng)濟(jì)的發(fā)展有積極意義。
[Abstract]:With the continuous expansion of economic scale and the steady growth of total trade volume, the scale of inland waterway shipping is growing day by day. The Yangtze River and the Beijing-Hangzhou Canal are known as "golden waterways" in China, carrying a large number of goods in the economic hinterland every year. The estuary of Liuwei is the intersection of the Beijing-Hangzhou Canal and the Yangtze River since the diversion of the canal. The two streams of water flow meet here, which not only facilitates the exchange between the vessels on the water, but also results in complicated traffic and frequent accidents in the waters. In addition, the types and types of vessels in the waters are complex and diverse, and a large number of ships sail here, which increases the difficulty of navigation management in the waters. Lixu estuary is the key water area for inland navigation in China, where the ship flow in and out of the canal and the boat flow running along the main line of the Yangtze River converge. At the same time, the navigable environment of this water area is complex and changeable. In addition to the estuary, the waters also include the water berthing area, Yangzhou Port, the Anchorage of Dingyi Island and the special route for the upstream vessels of the canal. In addition to the influence of the Yangtze River water flow, the main waterway protrudes near the entrance. Under the influence of many factors, the navigable situation of the ships in the waters is very complex, and the vessels will meet with complex changes, which will make the vessels in the waters bear the greater risks. Based on the investigation and analysis of the navigation status in the waters near the estuary of Liuwei, this paper discusses in depth the communication and navigation methods of ships navigating in the waters, and studies the factors that affect the navigation safety. This paper explores the achievements and deficiencies in the current navigational management of the waters and analyzes the specific factors affecting navigation safety. At the same time, referring to the research results of domestic and foreign scholars in water transportation and management, combined with the actual situation of Liuwei estuary, the paper puts forward some suggestions for managing the vessel traffic flow and allocating navigable resources. The research results have positive significance for strengthening the navigation management of ships in estuary crossing waters, standardizing ship traffic flow, ensuring ship navigation safety, reducing navigation risk, maintaining navigation order and ensuring economic development along the route.
