內(nèi)蒙古自治區(qū)省道公路網(wǎng)布局規(guī)劃研究

【摘要】:黨的十八大提出的全面建成小康社會,優(yōu)化國土空間開發(fā)的戰(zhàn)略布局,內(nèi)蒙古自治區(qū)社會經(jīng)濟將迎來新的快速發(fā)展時期。但隨著經(jīng)濟社會的快速發(fā)展,內(nèi)蒙古省道網(wǎng)在規(guī)模布局、覆蓋范圍、網(wǎng)絡效率、通達深度等方面凸顯滯后,特別是國家公路網(wǎng)調(diào)整后,現(xiàn)有一半以上的省道升級為國家公路,原有省道路網(wǎng)體系發(fā)生較大變化,亟待重新進行規(guī)劃調(diào)整。本文結合國內(nèi)外公路網(wǎng)規(guī)劃研究情況,在詳細分析內(nèi)蒙古自治區(qū)干線公路網(wǎng)現(xiàn)狀的基礎上,采用定性分析方法系統(tǒng)分析了社會經(jīng)濟發(fā)展對交通運輸?shù)男枨。依?jù)相關法規(guī)規(guī)劃,綜合考慮內(nèi)蒙古國土資源、城鎮(zhèn)體系、經(jīng)濟布局以及各層次公路在區(qū)域公路網(wǎng)中的作用和相互關系等因素,提出了省道的功能定位和規(guī)劃目標。根據(jù)規(guī)劃目標和功能定位,將普通國道和普通省道整體進行研究預測,以連通度法和類比法測算結果為基礎,通過專家咨詢論證,預測了普通國省干線公路網(wǎng)的整體規(guī)模,扣除國家已規(guī)劃的國道規(guī)模,確定了內(nèi)蒙古自治區(qū)省道公路網(wǎng)規(guī)模。然后以省道功能定位和規(guī)劃目標為指向,以國家公路網(wǎng)規(guī)劃方案和原省道布局方案為基礎,按照“完善對外通道、增強旗縣聯(lián)系、擴大服務范圍、提高網(wǎng)絡效率”的總體思路,以單因素方法為補充,分層次對普通省道和地方高速公路進行布局,并對布局效果進行分析研究。通過規(guī)劃,2030年內(nèi)蒙古自治區(qū)省道公路網(wǎng)總里程達到2萬公里,其中:普通省道1.76萬公里、地方高速公路0.26萬公里。
[Abstract]:It is proposed by the 18th National Congress of the Communist Party of China to build a well-off society in an all-round way and to optimize the strategic layout of land and space development, and the social economy of Inner Mongolia Autonomous region will usher in a new period of rapid development.However, with the rapid development of the economy and society, the Inner Mongolia provincial road network is lagging behind in terms of scale layout, coverage, network efficiency, depth of access, etc. Especially after the adjustment of the national highway network, more than half of the provinces have been upgraded to national highways.Great changes have taken place in the existing provincial road network system, and it is urgent to readjust the planning.Based on the research of highway network planning at home and abroad and on the basis of detailed analysis of the present situation of trunk highway network in Inner Mongolia Autonomous region, this paper systematically analyzes the demand of social and economic development for traffic and transportation by using qualitative analysis method.According to the planning of relevant laws and regulations, considering the factors of land and resources, urban system, economic layout, and the function and relationship of highway in regional highway network in Inner Mongolia, this paper puts forward the function orientation and planning goal of provincial highway.According to the planning goal and function orientation, the general national highway and the ordinary provincial highway are studied and forecasted. Based on the calculation results of connectivity method and analogy method, and through expert consultation and demonstration, the overall scale of the trunk highway network in ordinary country and province is forecasted.After deducting the planned national highway scale, the scale of provincial highway network of Inner Mongolia Autonomous region is determined.Then, based on the national highway network planning plan and the original provincial highway layout plan, and according to the general idea of "perfecting the external channels, strengthening the flag and county ties, expanding the service scope, and improving the network efficiency",The layouts of common provincial highways and local highways are analyzed and studied by using single factor method.Through the plan, the total mileage of provincial highway network of Inner Mongolia Autonomous region reached 20, 000 kilometers by 2030, of which 17600 kilometers of ordinary provincial roads and 2600 kilometers of local highways.
