【摘要】：隨道中國(guó)經(jīng)濟(jì)的飛速發(fā)展,城市居民的生活水平在不斷提高,汽車逐步進(jìn)入到中等消費(fèi)者生活之中,導(dǎo)致汽車保有量呈爆發(fā)式增長(zhǎng),但土地資源緊缺,停車場(chǎng)建設(shè)成本高企,停車位資源增長(zhǎng)遠(yuǎn)遠(yuǎn)落后于汽車數(shù)量的增長(zhǎng),快速增長(zhǎng)的汽車數(shù)量與有限的停車位資源之間的矛盾日益突出,“停車難”成為全國(guó)各大中型城市,特別是一線城市難題中的難題,廈門市因地理位置特殊,島內(nèi)外發(fā)展不平衡,廈門島內(nèi)停車難問(wèn)題由來(lái)已久,隨著廈門地鐵建設(shè)的全面開工,停車難問(wèn)題更是日趨嚴(yán)重。本文對(duì)廈門市智慧停車系統(tǒng)建設(shè)過(guò)程中存在問(wèn)題的進(jìn)行較深入研究,通過(guò)對(duì)國(guó)外國(guó)內(nèi)智慧停車系統(tǒng)建設(shè)的模式進(jìn)行比較分析,基于RFID和視頻識(shí)別技術(shù),將已在高速公路和城市快速路成熟應(yīng)用的不停車收費(fèi)系統(tǒng)(ETC)建設(shè)技術(shù)、視頻識(shí)別技術(shù)和聯(lián)網(wǎng)收費(fèi)技術(shù)引入停車信息化系統(tǒng)應(yīng)用,設(shè)計(jì)“入口免取卡、進(jìn)場(chǎng)有誘導(dǎo)、出口免停車”、各停車場(chǎng)間“智能互聯(lián)互通、數(shù)據(jù)集中共享、管理高效精細(xì)”的智慧停車場(chǎng)信息化管理系統(tǒng),并對(duì)該系統(tǒng)進(jìn)行了具體的闡述,重點(diǎn)研究如何充分利用當(dāng)代信息化管理工具,在現(xiàn)有條件下,在廈門市建設(shè)經(jīng)濟(jì)高效的智慧停車管理信息系統(tǒng),在融合多種技術(shù)的前提下,實(shí)現(xiàn)實(shí)時(shí)、流暢、高品質(zhì)的信息交互,提供錯(cuò)時(shí)停車、不停車收費(fèi)、城市道路停車收費(fèi)、停車誘導(dǎo)、反向?qū)ぼ�、�?shí)時(shí)剩余車位采集、車位預(yù)約等停車的一體化和精細(xì)化管理服務(wù)。智慧停車服務(wù)貫穿整個(gè)停車環(huán)節(jié),為市民提供輕松美好的停車體驗(yàn),方便車主快速找到停車位,高效進(jìn)出停車場(chǎng),提升市民停車的滿意度,提高停車場(chǎng)規(guī)劃、建設(shè)、管理、運(yùn)營(yíng)效率,提高車位的利用率和流轉(zhuǎn)率,有效緩解“停車難”,同時(shí)減少因?qū)ふ臆囄�、進(jìn)出停車場(chǎng)耗費(fèi)的燃油,節(jié)能減排,助力美麗廈門建設(shè)。
[Abstract]:With the rapid development of China's economy, the standard of living of urban residents is constantly improving, and cars are gradually entering the life of medium consumers, resulting in a explosive increase in car ownership, but land resources are scarce and parking lot construction costs are high. The growth of parking space resources lags far behind the growth of the number of cars. The contradiction between the rapid growth of the number of cars and the limited resources of parking spaces is increasingly prominent. "parking difficulties" has become a difficult problem in large and medium-sized cities in China, especially in first-tier cities. Xiamen has a long history of parking difficulties due to its special geographical location and unbalanced development inside and outside the island. With the construction of the Xiamen Metro fully started, The problem of parking difficulty is becoming more and more serious. This paper makes a deep study on the problems existing in the construction of intelligent parking system in Xiamen, and makes a comparative analysis of the modes of intelligent parking system construction at home and abroad. Based on RFID and video recognition technology, the construction technology of non-stop toll collection system, video recognition technology and network toll collection technology, which have been used in expressway and urban expressway, are introduced into the application of parking information system. The intelligent parking information management system of "intelligent interconnection, data sharing, high efficiency and fine management" among parking lots is introduced in this paper. Focus on how to make full use of modern information management tools, under the existing conditions, in Xiamen City to build an economic and efficient parking management information system, under the premise of the integration of a variety of technologies, to achieve real-time, smooth, High quality information exchange, provide staggered parking, no parking charges, urban road parking charges, parking guidance, reverse search, real-time residual parking space collection, The intelligent parking service runs through the whole parking link, providing a relaxed and beautiful parking experience for the public, facilitating car owners to quickly find parking spaces and efficiently entering and leaving the parking lot. Improve the satisfaction of parking, improve the efficiency of parking planning, construction, management and operation, improve the utilization rate and flow rate of parking spaces, effectively alleviate the "parking difficulties", and reduce the amount of fuel consumed in and out of the parking lot by finding parking space, at the same time, increasing the efficiency of parking lot planning, construction, management and operation. Energy saving and emission reduction, help beautiful Xiamen construction.
