【摘要】：燈塔對(duì)近代航運(yùn)發(fā)展和航道安全而言具有舉足輕重的意義。傳統(tǒng)研究更多是從全國(guó)層面切入或以沿海地區(qū)為中心分析燈塔的發(fā)展變遷,并未對(duì)內(nèi)河特別是長(zhǎng)江流域的燈塔建設(shè)進(jìn)程及其所面臨的安全問題進(jìn)行過專門討論,忽視了內(nèi)河流域相較于沿海地區(qū)在燈塔建設(shè)防護(hù)中的特殊性。利用燈塔表和相關(guān)報(bào)刊資料對(duì)長(zhǎng)江中下游燈塔發(fā)展及其防護(hù)措施的變化進(jìn)行分析發(fā)現(xiàn),由于燈塔建設(shè)中資金不足、人員較少、防護(hù)措施簡(jiǎn)陋和配套制度不夠完善,長(zhǎng)江中下游的燈塔及其人員比沿海燈塔和燈塔職員更容易成為盜竊和搶劫犯罪的目標(biāo),這種風(fēng)險(xiǎn)的存在也影響到航運(yùn)和航行人員的安全。
[Abstract]:Lighthouse plays an important role in the development of modern shipping and waterway safety. The traditional research is to analyze the development and changes of lighthouse from the national level or with the coastal area as the center. The process of lighthouse construction and the security problems faced by inland rivers, especially the Yangtze River basin, have not been specifically discussed, This paper ignores the particularity of lighthouse construction and protection in inland river basin compared with coastal area. By means of lighthouse table and related newspaper data, this paper analyzes the changes of lighthouse development and its protective measures in the middle and lower reaches of the Yangtze River. It is found that there is insufficient funds in lighthouse construction. With fewer personnel, poor protective measures and inadequate supporting systems, lighthouses and their personnel in the middle and lower reaches of the Yangtze River are more likely to be the targets of theft and robbery than coastal lighthouses and lighthouse staff. The existence of such risks also affects the safety of shipping and navigation personnel.
