【摘要】:社會經(jīng)濟發(fā)展離不開石油資源,隨著我國陸上石油資源儲量逐年遞減,海洋石油勘探開發(fā)日益受到重視。海洋平臺是海洋石油勘探開發(fā)的重要裝備,然而其所處的海洋環(huán)境惡劣復雜,海浪風暴的沖擊破壞、海底地基的不穩(wěn)定以及操控人員作業(yè)技術水平等不確定性因素,使得海洋平臺作業(yè)安全風險遠高于陸地裝備。特別是當前我國大多數(shù)海洋平臺使用年代已久,處于老齡期,其安全問題更加突出。綜合安全評估作為保障海洋平臺安全可靠作業(yè)的有效手段,已被國內(nèi)外廣泛認可,安全無小事,因此,加強海洋平臺綜合安全評估的研究,具有重要意義。本文基于國內(nèi)外海洋平臺安全研究現(xiàn)狀,結合安全風險和綜合安全評估的相關理論,對相關海洋平臺的安全進行了綜合評估,主要內(nèi)容如下:1.綜合安全評估在海洋平臺應用中的程序構建闡述了海洋平臺安全風險的復雜特性和海洋平臺綜合安全評估的意義、標準以及應用等相關理論。創(chuàng)新性的提出了海洋平臺綜合安全評估的過程,即安全風險識別、評估、響應和控制,由此構建了綜合安全評估在海洋平臺應用中的程序。2.綜合安全評估程序在錦州20-2MUQ平臺中的具體應用3.綜合安全評估程序在勝利8號平臺中的具體應用所研究的成果:將海洋平臺綜合安全評估程序歸化為安全風險識別、評估、響應和控制四大相互密切聯(lián)系的過程,并通過在上述兩大平臺中的具體應用,驗證了安全評估程序的有效性,為海洋平臺綜合安全評估提供了新的綜合安全評估框架。
[Abstract]:The development of social economy can not be separated from petroleum resources. With the decrease of onshore oil reserves year by year, offshore oil exploration and development are paid more and more attention. Offshore platform is an important equipment for offshore oil exploration and development. However, the marine environment in which it is located is very complex, the impact of waves and storms is destroyed, the instability of the seabed foundation and the technical level of the operator, and so on. The safety risk of offshore platform operation is much higher than that of land equipment. Especially, most of the offshore platforms in our country have been in use for a long time and are in an old age. As an effective means to ensure the safe and reliable operation of offshore platforms, comprehensive safety assessment has been widely recognized at home and abroad and has no minor safety issues. Therefore, the research on integrated safety assessment of offshore platforms has been strengthened. Based on the present situation of offshore platform safety research at home and abroad, combined with the relevant theories of safety risk and comprehensive security assessment, this paper makes a comprehensive assessment of the safety of relevant offshore platforms. The main contents are as follows: 1.The program construction of integrated safety assessment in the application of offshore platform expounds the complex characteristics of the safety risk of offshore platform and the significance of integrated safety assessment of offshore platform. Standard and application theory. Innovatively put forward the process of integrated safety assessment of offshore platform, namely security risk identification, assessment, response and control, The application of integrated safety assessment program in Jinzhou 20-2MUQ platform is established. 3. The concrete application of comprehensive safety assessment program in Shengli 8 platform. Outcome: domestication of the integrated security assessment process for offshore platforms into security risk identification, Evaluation, response and control of the four closely related processes, and through the specific application in the above two platforms, verify the effectiveness of the security assessment procedures, and provide a new integrated security assessment framework for the integrated safety assessment of offshore platforms.
