【摘要】:社會(huì)經(jīng)濟(jì)發(fā)展離不開(kāi)石油資源,隨著我國(guó)陸上石油資源儲(chǔ)量逐年遞減,海洋石油勘探開(kāi)發(fā)日益受到重視。海洋平臺(tái)是海洋石油勘探開(kāi)發(fā)的重要裝備,然而其所處的海洋環(huán)境惡劣復(fù)雜,海浪風(fēng)暴的沖擊破壞、海底地基的不穩(wěn)定以及操控人員作業(yè)技術(shù)水平等不確定性因素,使得海洋平臺(tái)作業(yè)安全風(fēng)險(xiǎn)遠(yuǎn)高于陸地裝備。特別是當(dāng)前我國(guó)大多數(shù)海洋平臺(tái)使用年代已久,處于老齡期,其安全問(wèn)題更加突出。綜合安全評(píng)估作為保障海洋平臺(tái)安全可靠作業(yè)的有效手段,已被國(guó)內(nèi)外廣泛認(rèn)可,安全無(wú)小事,因此,加強(qiáng)海洋平臺(tái)綜合安全評(píng)估的研究,具有重要意義。本文基于國(guó)內(nèi)外海洋平臺(tái)安全研究現(xiàn)狀,結(jié)合安全風(fēng)險(xiǎn)和綜合安全評(píng)估的相關(guān)理論,對(duì)相關(guān)海洋平臺(tái)的安全進(jìn)行了綜合評(píng)估,主要內(nèi)容如下:1.綜合安全評(píng)估在海洋平臺(tái)應(yīng)用中的程序構(gòu)建闡述了海洋平臺(tái)安全風(fēng)險(xiǎn)的復(fù)雜特性和海洋平臺(tái)綜合安全評(píng)估的意義、標(biāo)準(zhǔn)以及應(yīng)用等相關(guān)理論。創(chuàng)新性的提出了海洋平臺(tái)綜合安全評(píng)估的過(guò)程,即安全風(fēng)險(xiǎn)識(shí)別、評(píng)估、響應(yīng)和控制,由此構(gòu)建了綜合安全評(píng)估在海洋平臺(tái)應(yīng)用中的程序。2.綜合安全評(píng)估程序在錦州20-2MUQ平臺(tái)中的具體應(yīng)用3.綜合安全評(píng)估程序在勝利8號(hào)平臺(tái)中的具體應(yīng)用所研究的成果:將海洋平臺(tái)綜合安全評(píng)估程序歸化為安全風(fēng)險(xiǎn)識(shí)別、評(píng)估、響應(yīng)和控制四大相互密切聯(lián)系的過(guò)程,并通過(guò)在上述兩大平臺(tái)中的具體應(yīng)用,驗(yàn)證了安全評(píng)估程序的有效性,為海洋平臺(tái)綜合安全評(píng)估提供了新的綜合安全評(píng)估框架。
[Abstract]:The development of social economy can not be separated from petroleum resources. With the decrease of onshore oil reserves year by year, offshore oil exploration and development are paid more and more attention. Offshore platform is an important equipment for offshore oil exploration and development. However, the marine environment in which it is located is very complex, the impact of waves and storms is destroyed, the instability of the seabed foundation and the technical level of the operator, and so on. The safety risk of offshore platform operation is much higher than that of land equipment. Especially, most of the offshore platforms in our country have been in use for a long time and are in an old age. As an effective means to ensure the safe and reliable operation of offshore platforms, comprehensive safety assessment has been widely recognized at home and abroad and has no minor safety issues. Therefore, the research on integrated safety assessment of offshore platforms has been strengthened. Based on the present situation of offshore platform safety research at home and abroad, combined with the relevant theories of safety risk and comprehensive security assessment, this paper makes a comprehensive assessment of the safety of relevant offshore platforms. The main contents are as follows: 1.The program construction of integrated safety assessment in the application of offshore platform expounds the complex characteristics of the safety risk of offshore platform and the significance of integrated safety assessment of offshore platform. Standard and application theory. Innovatively put forward the process of integrated safety assessment of offshore platform, namely security risk identification, assessment, response and control, The application of integrated safety assessment program in Jinzhou 20-2MUQ platform is established. 3. The concrete application of comprehensive safety assessment program in Shengli 8 platform. Outcome: domestication of the integrated security assessment process for offshore platforms into security risk identification, Evaluation, response and control of the four closely related processes, and through the specific application in the above two platforms, verify the effectiveness of the security assessment procedures, and provide a new integrated security assessment framework for the integrated safety assessment of offshore platforms.
