【摘要】：城市公共交通與公眾日常生活密不可分,它與基本醫(yī)療、基礎(chǔ)教育事業(yè)一樣,是政府應(yīng)當(dāng)提供的基本公共服務(wù)和重大的民生工程。隨著我國城市化建設(shè)快速發(fā)展,公眾對(duì)于公共交通的需求日益增大,為促進(jìn)公共交通快速發(fā)展,各級(jí)政府相繼出臺(tái)一系列關(guān)于推進(jìn)公共交通建設(shè)和發(fā)展的政策措施,為城市經(jīng)濟(jì)社會(huì)快速發(fā)展提供了有力支撐。城市公共交通系統(tǒng)的建設(shè)水準(zhǔn)也成為考量城市發(fā)展的重要標(biāo)準(zhǔn),它不僅為城市居民生活提供保障,為社會(huì)繁榮發(fā)展帶來促進(jìn)效果,同時(shí)也為政府職能水準(zhǔn)的考核提供依據(jù)。南京是一座具有2000年建城史的歷史文化名城,也是我國經(jīng)濟(jì)發(fā)展和城市建設(shè)最為活躍的長江三角洲地區(qū)中心城市,其發(fā)展對(duì)長江三角洲區(qū)域經(jīng)濟(jì)運(yùn)作起到至關(guān)重要的作用。在過去的30年間,南京的社會(huì)經(jīng)濟(jì)發(fā)展和建成環(huán)境發(fā)展相當(dāng)之快。居民出行需求的日益增長為公共交通創(chuàng)造了發(fā)展動(dòng)力,然而發(fā)展速度無法滿足旺盛需求的供需不平衡的狀況,又為公共交通發(fā)展帶來了諸多挑戰(zhàn)。與城市快速發(fā)展的經(jīng)濟(jì)價(jià)值相比,南京市現(xiàn)有公共交通發(fā)展水平處于相對(duì)落后的狀態(tài),城市交通狀況堪憂,城市公共交通的規(guī)劃設(shè)計(jì)還待完善。如何采取有效措施進(jìn)行高質(zhì)高效的發(fā)展,成為了公共交通發(fā)展關(guān)注的焦點(diǎn)。因此,需要進(jìn)一步改進(jìn)城市公共交通規(guī)劃的發(fā)展模式和方向,緩解現(xiàn)有的交通境況,優(yōu)化市民出行方式的選擇,提高城市居民生活和工作滿意度,從而不斷推動(dòng)該市的經(jīng)濟(jì)發(fā)展。本文以南京市公共交通規(guī)劃管理問題作為研究樣本,首先分析了南京市城市發(fā)展趨勢(shì)和公共交通發(fā)展現(xiàn)狀,在此基礎(chǔ)上,分析了南京市在公共交通規(guī)劃管理上存在的問題及原因,同時(shí)借鑒國內(nèi)幾個(gè)核心城市的公共交通規(guī)劃發(fā)展的實(shí)踐經(jīng)驗(yàn),進(jìn)一步探究有利于優(yōu)化和促進(jìn)南京市公共交通規(guī)劃管理體系的對(duì)策及方法,以期為南京市公共交通體系的規(guī)劃管理提出相應(yīng)的解決措施,同時(shí)也為其他城市的公共交通發(fā)展提供一定的參考和借鑒意義。
[Abstract]:Urban public transportation is inseparable from the daily life of the public. It is the basic public service and major livelihood project that the government should provide, like basic medical treatment and basic education. With the rapid development of urbanization in China, Public demand for public transport is increasing day by day. In order to promote the rapid development of public transport, governments at all levels have issued a series of policies and measures to promote the construction and development of public transport. It provides a strong support for the rapid development of urban economy and society. The construction level of urban public transport system has also become an important standard for the consideration of urban development. It not only provides the guarantee for the life of urban residents, but also promotes the social prosperity and development. Nanjing is a historic and cultural city with the history of the founding of the city in 2000, and it is also the most active center city in the Yangtze River Delta region with the most active economic development and urban construction in China. Its development has played a vital role in the operation of the regional economy in the Yangtze River Delta. In the past 30 years, The social and economic development of Nanjing and the development of the built environment are quite fast. The increasing demand for travel by residents has created a driving force for the development of public transport. However, the speed of development cannot meet the imbalance between supply and demand of vigorous demand. Compared with the economic value of the rapid development of the city, Nanjing's existing public transport development level is relatively backward, and the urban traffic situation is worrying. The planning and design of urban public transport is still to be perfected. How to take effective measures to carry out the development of high quality and high efficiency has become the focus of public transport development. Therefore, it is necessary to further improve the development mode and direction of urban public transport planning. To alleviate the existing traffic situation, to optimize the choice of travel mode, to improve the satisfaction of urban residents' life and work, and to continuously promote the economic development of the city. This paper takes Nanjing's public transport planning and management as the research sample. Firstly, this paper analyzes the development trend of Nanjing city and the present situation of public transport development, and then analyzes the problems and causes of the public transport planning and management in Nanjing. At the same time, drawing lessons from the practical experience of public transport planning and development in several core cities in China, the paper further explores the countermeasures and methods that are conducive to optimizing and promoting the public transport planning and management system in Nanjing. In order to put forward the corresponding solutions for the planning and management of public transport system in Nanjing, it also provides some reference and reference for the development of public transport in other cities.
