ZL高速公路項(xiàng)目可行性研究

【摘要】:可行性研究是項(xiàng)目投入建設(shè)前的重要工作,是對擬建項(xiàng)目工程的一種鑒定和考察,是投資決策的依據(jù)。目前,伴隨我國經(jīng)濟(jì)的快速發(fā)展,高速公路建設(shè)需求日益突出,已成為我國建設(shè)工程投資重點(diǎn),但由于高速公路建設(shè)具有資金投資大、工期長等特點(diǎn),使高速公路建設(shè)具有較大的風(fēng)險(xiǎn)。因此,對高速公路項(xiàng)目進(jìn)行可行性分析顯得至關(guān)重要。擬建自貢至隆昌高速公路位于四川省南部,自貢市與內(nèi)江市境內(nèi),項(xiàng)目建成后該區(qū)域路網(wǎng)將得到完善和優(yōu)化,對沿線地區(qū)社會經(jīng)濟(jì)發(fā)展具有非常重要的意義。本文基于可行性研究的理論和程序,結(jié)合高速公路建設(shè)項(xiàng)目的特點(diǎn),以ZL高速公路建設(shè)項(xiàng)目為研究對象,從交通量預(yù)測、技術(shù)和經(jīng)濟(jì)風(fēng)險(xiǎn)等方面對項(xiàng)目進(jìn)行了可行性分析,以期為項(xiàng)目的投資決策提供參考和依據(jù)。本文通過分析ZL(自貢-隆昌)高速公路項(xiàng)目投資環(huán)境和公路交通情況,對項(xiàng)目所在區(qū)域交通量增長趨勢進(jìn)行了預(yù)測,分析了現(xiàn)有公路網(wǎng)交通壓力過大、運(yùn)輸負(fù)擔(dān)過重的現(xiàn)狀,通過工程技術(shù)分析,論證選定了擬建項(xiàng)目的技術(shù)標(biāo)準(zhǔn),得出了項(xiàng)目建設(shè)的必要性。其次,根據(jù)建設(shè)基礎(chǔ)條件和高速公路建設(shè)規(guī)模,設(shè)計(jì)了四個項(xiàng)目建設(shè)方案,并結(jié)合項(xiàng)目區(qū)域地形、地質(zhì)條件以及走廊內(nèi)的諸多控制因素,對四個路線方案進(jìn)行了對比,給出了最優(yōu)工程方案,從而確定了 ZL高速公路項(xiàng)目建設(shè)的技術(shù)可行性。再次,對ZL高速公路項(xiàng)目投資估算和經(jīng)濟(jì)評價(jià)進(jìn)行了分析,確定了最優(yōu)方案的投資估算額和資金籌措方式,同時(shí)分析了經(jīng)濟(jì)效益費(fèi)用和經(jīng)濟(jì)效益,計(jì)算了經(jīng)濟(jì)費(fèi)用效益分析指標(biāo)。最后,本文對ZL高速公路項(xiàng)目從盈利能力、清償能力和敏感性三個方面進(jìn)行了財(cái)務(wù)分析,認(rèn)為本項(xiàng)目具有較高的投資價(jià)值和抗風(fēng)險(xiǎn)能力。本項(xiàng)目的可行性研究對于指導(dǎo)ZL高速公路建設(shè)項(xiàng)目具有一定的指導(dǎo)意義,另外對于公路建設(shè)相關(guān)研究也具有一定的參考價(jià)值。
[Abstract]:Feasibility study is an important work before the project is put into construction, is a kind of appraisal and investigation of the proposed project project, and is the basis of investment decision. At present, with the rapid development of our country's economy. The demand for expressway construction is increasingly prominent and has become the focus of investment in construction projects in China. However, due to the characteristics of large capital investment and long construction period, expressway construction has great risks. It is very important to analyze the feasibility of expressway project. The proposed highway from Zigong to Longchang is located in the south of Sichuan province, Zigong city and Neijiang city. After the completion of the project, the regional road network will be improved and optimized. This paper based on the theory and procedure of feasibility study, combined with the characteristics of highway construction project, ZL highway construction project as the research object. The feasibility of the project is analyzed from the aspects of traffic volume prediction, technical and economic risks, etc. In order to provide a reference and basis for the project investment decision. This paper analyzes the investment environment and highway traffic situation of ZLGong-Longchang expressway project. This paper forecasts the increasing trend of traffic volume in the area where the project is located, analyzes the current situation of excessive traffic pressure and heavy transportation burden in the existing highway network, and through the analysis of engineering technology, demonstrates and selects the technical standard of the proposed project. The necessity of project construction is obtained. Secondly, according to the basic conditions of construction and the scale of highway construction, four project construction schemes are designed, and combined with the terrain of the project area. Geological conditions and many control factors in the corridor, the four route schemes are compared, and the optimal project scheme is given, which determines the technical feasibility of the construction of ZL highway project. This paper analyzes the investment estimation and economic evaluation of ZL expressway project, determines the investment estimation amount and the financing mode of the optimal scheme, and analyzes the economic benefits, expenses and economic benefits at the same time. Finally, the financial analysis of ZL Expressway project from three aspects of profitability, solvency and sensitivity is carried out. It is considered that this project has high investment value and anti-risk ability. The feasibility study of this project has certain guiding significance for guiding the ZL highway construction project. In addition, it has certain reference value for highway construction related research.
