【摘要】：自2005年交通部頒布實(shí)施《公路水運(yùn)工程試驗(yàn)檢測管理辦法》,歷經(jīng)10年,河北省公路工程等級試驗(yàn)檢測機(jī)構(gòu)蓬勃發(fā)展。截至2013年底,河北省有各類公路工程等級試驗(yàn)檢測機(jī)構(gòu)127家,在全國排名第四。本文通過對這些檢測機(jī)構(gòu)的調(diào)研,參照全國,特別是鄰近省份公路工程等級試驗(yàn)檢測機(jī)構(gòu)的發(fā)展現(xiàn)狀,認(rèn)為河北省公路工程等級試驗(yàn)檢測機(jī)構(gòu)在地理分布上不平衡,各綜合類等級機(jī)構(gòu)數(shù)量上呈“金字塔”型,機(jī)構(gòu)人員組成比較混亂且人員素質(zhì)參差不齊,整體運(yùn)營不甚理想。分析指出檢測機(jī)構(gòu)存在閑置率偏高、政企不分、市場化程度低、投入不足、儀器設(shè)備缺少自校標(biāo)準(zhǔn)、人員流動性大,工地試驗(yàn)室獨(dú)立性差、第三方檢測發(fā)展緩慢、監(jiān)管手段有限等問題,不能很好的發(fā)揮其為公路建設(shè)事業(yè)服務(wù)的功能。并對現(xiàn)狀進(jìn)行評價(jià),指出河北省公路檢測市場已進(jìn)入洗牌階段,管理部門要適時(shí)而動,修改完善相關(guān)制度,推進(jìn)政企分離,加強(qiáng)動態(tài)監(jiān)管,促進(jìn)檢測機(jī)構(gòu)專業(yè)化和檢測市場良性發(fā)展;檢測機(jī)構(gòu)則應(yīng)主動應(yīng)戰(zhàn),從人、財(cái)、物各方面增加投入,提高檢測水平,創(chuàng)造檢測品牌,積極參與機(jī)構(gòu)整合,尋求可持續(xù)發(fā)展之路。同時(shí)結(jié)合我國經(jīng)濟(jì)發(fā)展形式,提出促進(jìn)工程檢測法制化建設(shè)、建立更加完善的工程檢測責(zé)任制、推廣實(shí)施第三方檢測、成立行業(yè)協(xié)會,實(shí)現(xiàn)機(jī)構(gòu)自我管理自我發(fā)展等試驗(yàn)檢測機(jī)構(gòu)發(fā)展趨勢,對公路試驗(yàn)檢測行業(yè)的發(fā)展進(jìn)行了展望。
[Abstract]:Since 2005, the Ministry of Communications issued the implementation of highway and waterway engineering test management approach ", after 10 years, Hebei province highway engineering grade test institution is booming. As of the end of 2013, Hebei province has various grades of highway engineering test organization 127, ranked fourth in the country. Through investigation, the detection mechanism according to the in particular, the current situation of the development of the neighboring provinces of highway engineering grade test institution, Hebei province highway engineering grade test institution in the geographical distribution is not balanced, the comprehensive rating agencies on the number of a" Pyramid "type, personnel in the organization is chaotic and the uneven quality of personnel, the overall operation is not ideal. It is indicated that the detection mechanism there is high rate of idle, enterprises, low degree of marketization, inadequate investment, lack of self calibration standard equipment, personnel mobility, site laboratory Independent, third party development is slow, limited means of supervision and other issues, not very good play for highway construction services. And to evaluate the current situation, pointed out that the Hebei province highway inspection market has entered the stage of shuffling, management departments should timely action, revise and improve relevant systems, promote the separation between government and enterprises, strengthen the dynamic supervision, and promote the healthy development of professional testing organizations and testing market; testing agencies should take the initiative to fight, from the person, property, the increase in investment, improve the level of detection, detection of creating brand, and actively participate in the integration, to seek the road of sustainable development. At the same time, with the economic development in China, put forward to promote the construction of the project detection of the legal system, establish a responsibility system for detection of more perfect engineering, to promote the implementation of the third party inspection, the establishment of industry associations, institutions realize self management self development test institution development trend The development of highway testing and testing industry is prospected.
