婦女聯(lián)合會參與社會事務(wù)管理的SWOT分析

【摘要】：目前,我國處在一個特殊的轉(zhuǎn)型時期,即從傳統(tǒng)社會向現(xiàn)代社會轉(zhuǎn)型的現(xiàn)代化過程和從計劃經(jīng)濟向市場經(jīng)濟轉(zhuǎn)型的市場化過程的“雙重轉(zhuǎn)型”過程中,這種社會特征的出現(xiàn)和形成,必然對整個國家無論是政治、經(jīng)濟還是社會等各個層面都會造成一定影響,繼而導(dǎo)致一系列社會問題的出現(xiàn)并日趨增多,從另一方面來講,社會問題的亟待解決也加強了各個政治、經(jīng)濟組織和社會團體彼此之間的依賴和相互影響。滿足各社會階層、不同利益群體生活、生存和發(fā)展需要,化解各種社會矛盾、解決不同社會問題,最終實現(xiàn)社會的和諧穩(wěn)定和科學(xué)發(fā)展,成為現(xiàn)代社會的關(guān)鍵問題和重大課題。 90年代中后期,我國確立了“小政府、大社會”的新的改革目標,開始建立并逐步健全市場經(jīng)濟體制,同時為了順應(yīng)社會的發(fā)展,必須對政府的職能提出新的要求。政府要慢慢放松、放寬對社會的管制,把一些無暇顧及或者處理不好的社會事務(wù)交給有能力處理好這些事務(wù)的非政府組織等社會組織和民間團體來實施和管理,繼而從“全能政府”的狀態(tài)轉(zhuǎn)變成“有限政府”,使政府和社會組織更加高效率的各司其職,慢慢發(fā)展成真正的“服務(wù)型政府”。經(jīng)濟體制的轉(zhuǎn)型和政府職能的轉(zhuǎn)變,為非政府組織的生存創(chuàng)造了必要性,同時為其發(fā)展壯大提供了廣闊的空間。黨的十六屆四中全會上,中央確立了一種全新的社會管理格局——黨委領(lǐng)導(dǎo)、政府負責、社會協(xié)同、公眾參與,政府部門和社會團體分工協(xié)作和共同管理,社會事務(wù)管理主體日益多元化,成為當今社會發(fā)展的必然趨勢。 婦女作為社會人口不可或缺的一部分,為了更好的滿足自身的發(fā)展和需要,逐漸形成了自身的社會組織——婦女聯(lián)合會。婦女聯(lián)合會作為中國共產(chǎn)黨領(lǐng)導(dǎo)下的婦女群眾團體,是聯(lián)系黨、政府和婦女群眾的橋梁和紐帶,1995年重新認定了婦女聯(lián)合會的“非政府組織”身份,使得政府和婦女聯(lián)合會都開始思考重新整合社會和組織資源的問題,思考如何發(fā)揮組織的優(yōu)勢和力量積極參與到社會事務(wù)管理中去,更好的維護婦女群眾的合法權(quán)益。胡錦濤同志在黨的十七大報告中提出“支持工會、共青團、婦女聯(lián)合會等人民團體依照法律和各自章程開展工作,參與社會事務(wù)管理,維護群眾合法權(quán)益”；①在黨的十八大報告中指出“支持工會、共青團、婦女聯(lián)合會等人民團體充分發(fā)揮橋梁紐帶作用,更好反映群眾群眾呼聲,維護群眾合法權(quán)益”；①中國婦女十大把“參與社會事務(wù)管理”寫入《中華全國婦女聯(lián)合會章程》。②無論是黨中央的報告還是婦女組織自己的章程,這些都足以表明黨、政府和人民對婦女聯(lián)合會的重視,以及對婦女聯(lián)合會參與社會事務(wù)管理的殷切期盼,并對其重大作用的發(fā)揮充滿信心。 本文以“社會事務(wù)管理格局新型化、主體多樣化”為大背景,以“非政府組織成為重要社會事務(wù)管理主體”為小背景,以“婦女聯(lián)合會參與社會事務(wù)管理”為研究對象,重點分析婦女聯(lián)合會在組織管理和社會參與中自身存在的優(yōu)勢和劣勢以及面臨的機遇與威脅(即SWOT分析),在這個基礎(chǔ)之上,針對目前婦女聯(lián)合會在履行社會事務(wù)管理的職責中仍然存在的一些問題,從多個方面提出合理的解釋和策略,并對婦女聯(lián)合會的未來發(fā)展做出美好的展望,同時對非政府組織的發(fā)展也起到一定的啟示和借鑒。
