【摘要】：社會(huì)轉(zhuǎn)型的當(dāng)前,宗族傳統(tǒng)因素對(duì)農(nóng)村社區(qū)民主政治的影響是一個(gè)不爭(zhēng)的事實(shí)。農(nóng)村社區(qū)選舉是村民自治的關(guān)鍵,是村民最容易、最直接行使的權(quán)利,也是宗族施加影響最激烈的方面。宗族是農(nóng)村社區(qū)選舉中重要的政治資源。宗族參與農(nóng)村社區(qū)干部選舉的全過程,社區(qū)主要干部的選任在一定程度上取決于宗族力量的強(qiáng)弱。社會(huì)轉(zhuǎn)型及其所導(dǎo)致的農(nóng)村社區(qū)空巢、農(nóng)村社區(qū)經(jīng)濟(jì)發(fā)展差異,以及候選人所在宗族的政治經(jīng)濟(jì)背景和縣鄉(xiāng)政府行為差別決定了宗族對(duì)農(nóng)村社區(qū)選舉的影響程度不同。宗族參與農(nóng)村社區(qū)選舉的泉源在于民主意識(shí)增強(qiáng)、利益訴求、宗族意識(shí)、面子觀念等。政府應(yīng)尊重農(nóng)村社區(qū)"聚族而居"的現(xiàn)實(shí),正視宗族血緣紐帶關(guān)系對(duì)農(nóng)村社區(qū)選舉的作用,合理利用、積極引導(dǎo)、有效改造宗族,促進(jìn)農(nóng)村社區(qū)民主政治的良性發(fā)展。
[Abstract]:At present, the influence of traditional clan factors on democratic politics in rural communities is an indisputable fact. Rural community election is the key to villagers' autonomy, which is the easiest and most direct exercise of the rights of villagers, and also the most intense aspect of clan influence. Clan is an important political resource in rural community election. The whole process of clan participating in the election of rural community cadres depends to a certain extent on the strength of the clan forces in the selection and appointment of the main cadres in the community. The social transformation and the empty nest of rural community, the difference of economic development of rural community, the political and economic background of the clan where the candidate belongs and the difference of the behavior of the county and township government determine the influence of the clan on the election of the rural community. The spring of clan participation in rural community election lies in the enhancement of democratic consciousness, interest appeal, clan consciousness, face concept and so on. The government should respect the reality of "gather and live" in rural communities, face squarely the effect of clan blood ties on the election of rural communities, make rational use of them, actively guide them, effectively reform clans, and promote the benign development of democratic politics in rural communities.
