【摘要】：世界經(jīng)濟(jì)全球化和貿(mào)易自由化的縱深推進(jìn),簡(jiǎn)化和便利通關(guān)程序已日趨成為市場(chǎng)經(jīng)濟(jì)國(guó)家在國(guó)際貿(mào)易中所追求的共同目標(biāo)。在此背景下,隨著兩岸政治經(jīng)濟(jì)關(guān)系的逐漸改善,特別是2011年《海峽兩岸經(jīng)濟(jì)合作框架協(xié)議》(簡(jiǎn)稱ECFA協(xié)議)正式生效實(shí)施以來(lái),兩岸經(jīng)貿(mào)關(guān)系開(kāi)始逐步走向正�；⒅贫然�。合作領(lǐng)域、合作范圍的日益加深催化了兩岸間通關(guān)作業(yè)流程的改革,以優(yōu)越的通關(guān)環(huán)境、便捷的通關(guān)程序、高效的通關(guān)服務(wù)順應(yīng)時(shí)代和兩岸經(jīng)貿(mào)交流的需要。 本文結(jié)合ECFA實(shí)施以來(lái),海峽兩岸商貿(mào)物流蓬勃發(fā)展的積極態(tài)勢(shì),著眼大時(shí)代背景下貿(mào)易便利化通關(guān)環(huán)境,立足福建對(duì)臺(tái)經(jīng)貿(mào)的優(yōu)勢(shì)與獨(dú)特地位,運(yùn)用國(guó)際貿(mào)易相關(guān)原理對(duì)通關(guān)便利化的理論內(nèi)涵展開(kāi)了研究分析。例舉平潭綜合試驗(yàn)區(qū)在通關(guān)模式設(shè)計(jì)、通關(guān)環(huán)境改善等領(lǐng)域的改革,趨利避害,充分發(fā)揮其優(yōu)惠通關(guān)政策紅利的輻射傳導(dǎo)效應(yīng)。在此基礎(chǔ)上,筆者大膽創(chuàng)新思路,立足海關(guān)工作實(shí)際,研究并提出了推動(dòng)兩岸通關(guān)便利化的總體框架構(gòu)想、具體合作項(xiàng)目,并結(jié)合當(dāng)前海關(guān)通關(guān)工作中存在的問(wèn)題,提出了改進(jìn)與提升自身管理以順應(yīng)通關(guān)便利化發(fā)展趨勢(shì)的相關(guān)對(duì)策與建議。
[Abstract]:With the further advancement of the globalization of the world economy and the liberalization of trade, the simplification and facilitation of customs clearance procedures have become the common goal pursued by market economy countries in international trade. In this context, with the gradual improvement of cross-strait political and economic relations, especially since the entry into force of the Framework Agreement on Economic Cooperation between the two sides of the Taiwan Straits (ECFA Agreement) in 2011, cross-strait economic and trade relations began to gradually normalize and institutionalize. In the field of cooperation, the deepening of the scope of cooperation catalyzes the reform of the cross-strait customs clearance process, with a superior customs clearance environment, convenient customs clearance procedures, and efficient customs clearance services to meet the needs of the times and cross-strait economic and trade exchanges. Combined with the positive situation of the vigorous development of cross-strait trade and logistics since the implementation of ECFA, this paper focuses on the environment of trade facilitation and customs clearance under the background of the great times, and is based on the advantages and unique status of Fujian's economic and trade with Taiwan. In this paper, the theoretical connotation of customs clearance facilitation is studied and analyzed by using the relevant principles of international trade. Examples are given of the reform of Pingtan comprehensive experimental area in such fields as the design of customs clearance mode, the improvement of customs clearance environment, the pursuit of benefits and avoidance of harm, and giving full play to the radiation conduction effect of the dividend of its preferential customs clearance policy. On this basis, the author boldly innovates the train of thought, bases on the customs work reality, studies and puts forward the overall framework concept of promoting cross-strait customs clearance facilitation, concrete cooperation projects, and combines the existing problems in the current customs clearance work. Some countermeasures and suggestions are put forward to improve and promote self-management to conform to the development trend of customs facilitation.
