協(xié)商民主視域下的新社會階層統(tǒng)戰(zhàn)工作研究

【摘要】：上世紀(jì)80年代，在多元化、復(fù)雜化社會背景下興起的西方協(xié)商民主理論，為我國民主政治建設(shè)提供了新的研究視角。健全社會主義協(xié)商民主制度已成為建設(shè)中國特色政治文明的重要內(nèi)容和方向。 改革開放以來迅速催生的新社會階層，整體素質(zhì)不斷提高，經(jīng)濟(jì)技術(shù)實(shí)力和社會影響力不斷增強(qiáng)，其政治訴求和民主意識也日益高漲，已日漸成為我國經(jīng)濟(jì)、政治和社會生活中的一支不可代替的重要力量。為此，必須加強(qiáng)對新社會階層的團(tuán)結(jié)統(tǒng)戰(zhàn)，充分調(diào)動(dòng)他們在政治、經(jīng)濟(jì)、社會各方面的參與積極性，不斷激發(fā)其主人翁意識，促進(jìn)其作用發(fā)揮。當(dāng)前多元利益矛盾和多元社會發(fā)展背景下，針對新社會階層的發(fā)展現(xiàn)狀和主體需求，協(xié)商民主理論為加強(qiáng)新社會階層統(tǒng)戰(zhàn)工作提供了新的理論視角和理論支撐。 本文在闡釋西方協(xié)商民主理論的基礎(chǔ)上，全面深入分析協(xié)商民主理論與我國新社會階層統(tǒng)戰(zhàn)理論的契合度，闡明協(xié)商民主理論之于我國新社會階層統(tǒng)戰(zhàn)工作的迫切性。進(jìn)而從協(xié)商民主角度，指出目前我國新社會階層統(tǒng)戰(zhàn)工作中還存在的覆蓋范圍不夠全面、訴求表達(dá)載體不夠廣闊、政治參與機(jī)制不夠健全、新社會階層作用發(fā)揮不夠充分等問題，并剖析問題產(chǎn)生的原因。針對存在問題及原因，本文從擴(kuò)大協(xié)商主體范圍、完善協(xié)商工作機(jī)制、拓寬協(xié)商工作載體、提升協(xié)商主體素質(zhì)等方面，探討了在協(xié)商民主層面上加強(qiáng)新社會階層統(tǒng)戰(zhàn)工作的有效實(shí)現(xiàn)途徑。
[Abstract]:In the 1980s, the western theory of negotiated democracy, which rose under the background of pluralism and complexity, provided a new research perspective for the construction of democratic politics in China. Improving socialist consultative democracy has become an important content and direction of building political civilization with Chinese characteristics. Since the reform and opening up, the whole quality of the new social stratum has been continuously improved, its economic and technological strength and social influence have been strengthened, its political appeal and democratic consciousness have also been rising day by day, and it has become our country's economy day by day. An irreplaceable and important force in political and social life. Therefore, it is necessary to strengthen the unity and United front work for the new social strata, fully mobilize their enthusiasm in politics, economy and society, constantly arouse their sense of ownership, and promote their role. In view of the current situation of the development of the new social stratum and the demand of the subject, the theory of deliberative democracy provides a new theoretical perspective and theoretical support for strengthening the United front work of the new social stratum under the background of the contradiction of multiple interests and the development of the pluralistic society. On the basis of explaining the western theory of deliberative democracy, this paper comprehensively and deeply analyzes the degree of conformity between the theory of deliberative democracy and the theory of the United front work of our new social stratum, and expounds the urgency of the theory of deliberative democracy to the United front work of the new social stratum of our country. From the point of view of deliberative democracy, the author points out that the scope of the United front work in the new social stratum is not comprehensive enough, the expression carrier is not wide enough, and the mechanism of political participation is not perfect enough. The role of the new social strata is not enough, and analyze the causes of the problem. In view of the existing problems and reasons, this paper expands the scope of the subject of consultation, consummates the working mechanism of consultation, broadens the carrier of consultation, and promotes the quality of the subject of negotiation, and so on. This paper discusses the effective ways to strengthen the United front work of the new social stratum on the level of deliberative democracy.
