【摘要】：菲律賓新任總統(tǒng)杜特爾特上臺(tái)后帶來一股"改革"之風(fēng),特別是在內(nèi)政方面的強(qiáng)力掃毒和外交政策方面的大幅調(diào)整引起世人的關(guān)注。杜特爾特本人的從政背景和執(zhí)政理念是推動(dòng)相關(guān)政策改革的一個(gè)原因,但菲律賓所處國(guó)內(nèi)、國(guó)際環(huán)境則是杜特爾特發(fā)起改革的主要背景和動(dòng)力。在菲律賓,多年的經(jīng)濟(jì)高速發(fā)展未能惠及普通民眾,毒品犯罪、腐敗和貧困問題又導(dǎo)致社會(huì)壓力增大,外交方面因南海爭(zhēng)端與中國(guó)交惡也影響到戰(zhàn)略環(huán)境和經(jīng)濟(jì)社會(huì)發(fā)展。杜特爾特審時(shí)度勢(shì)地提出"改變",獲得民眾大力支持,他所推動(dòng)的系列政治經(jīng)濟(jì)改革雖面臨較多困難,但在一些領(lǐng)域已經(jīng)取得部分成效。
[Abstract]:When the new Philippine President Duterte came to power, he brought a "reform" wind, especially in the internal affairs of the powerful drug eradication and foreign policy major adjustments to the attention of the world. Duterte's political background and governing idea are one of the reasons for pushing forward the relevant policy reform, but the domestic and international environment is the main background and motive force for Duterte to initiate the reform. In the Philippines, many years of rapid economic development failed to benefit ordinary people, drug crimes, corruption and poverty led to increased social pressure, diplomatic disputes over the South China Sea and China's bad relations also affected the strategic environment and economic and social development. Duterte proposed a "change" according to the situation and won strong public support. Although his series of political and economic reforms are facing more difficulties, they have achieved some results in some areas.
