【摘要】：作為一個(gè)農(nóng)業(yè)大國(guó),黨和政府始終堅(jiān)持把農(nóng)村問(wèn)題放在首位。中共在十六屆五中全會(huì)上提出了建設(shè)社會(huì)主義新農(nóng)村的任務(wù)目標(biāo),自此以后,我國(guó)的農(nóng)村建設(shè)事業(yè)進(jìn)入飛速發(fā)展階段。隨著建設(shè)進(jìn)程的不斷推進(jìn),中共十八大又提出了“美麗中國(guó)”的概念,使社會(huì)主義建設(shè)總布局從“四位一體”轉(zhuǎn)變?yōu)榘ㄕ�、�?jīng)濟(jì)、文化、社會(huì)和生態(tài)文明在內(nèi)的“五位一體”新格局,體現(xiàn)了人們對(duì)于美好生活的向往和追求。2012年安徽省委省政府與時(shí)俱進(jìn),打響了建設(shè)“美好鄉(xiāng)村”的口號(hào),并向下頒發(fā)了《安徽省美好鄉(xiāng)村建設(shè)規(guī)劃(2012-2020)》。到2013年,建設(shè)“美麗中國(guó)”的號(hào)召出現(xiàn)在當(dāng)年的中央“一號(hào)文件”上,該文件進(jìn)一步明確了我國(guó)農(nóng)村建設(shè)的原則、內(nèi)容及方向。2016年1月,在安徽省美麗鄉(xiāng)村建設(shè)推進(jìn)會(huì)上,為與“美麗中國(guó)”建設(shè)保持一致,將原“美好鄉(xiāng)村建設(shè)”更名為“美麗鄉(xiāng)村建設(shè)”。“美麗鄉(xiāng)村”這一理念的提出既是對(duì)人民追求美好生活的回應(yīng),同時(shí)也體現(xiàn)出國(guó)家政策的新導(dǎo)向。在我國(guó)農(nóng)村的穩(wěn)定發(fā)展永遠(yuǎn)是事關(guān)國(guó)家建設(shè)全局的大事件,我國(guó)的農(nóng)村建設(shè)應(yīng)堅(jiān)持以人為本的基本原則,動(dòng)員全社會(huì)力量共同參與。現(xiàn)今,“美麗鄉(xiāng)村”建設(shè)仍處于前期的摸索階段,其模式和架構(gòu)還不成熟,不同的地域都有其自身的特色,不能實(shí)施一刀切的辦法。在統(tǒng)籌城鄉(xiāng)一體化的時(shí)代背景下,如何建設(shè)“美麗鄉(xiāng)村”,構(gòu)筑宜居宜業(yè)的美好生活,提升農(nóng)村群眾的幸福指數(shù)顯得尤為重要。2012年以來(lái),在省委、省政府的高度重視下,各市縣和鄉(xiāng)鎮(zhèn)村的密切聯(lián)動(dòng)配合下,美麗鄉(xiāng)村建設(shè)工作已取得了階段性成效。由于各地實(shí)際情況的不同,地方政府在當(dāng)?shù)亟ㄔO(shè)中所采取的措施有所差異,各地的建設(shè)進(jìn)度和建設(shè)水平參差不齊。作為安徽省“美麗鄉(xiāng)村”建設(shè)示范縣,岳西縣在這幾年的鄉(xiāng)村建設(shè)中積累了大量的成功經(jīng)驗(yàn),同樣的也不可避免地出現(xiàn)了一些問(wèn)題。本文選取岳西縣為調(diào)查對(duì)象,希望通過(guò)對(duì)岳西縣美麗鄉(xiāng)村建設(shè)現(xiàn)狀的剖析揭示出安徽省美麗鄉(xiāng)村建設(shè)中取得的成績(jī)以及出現(xiàn)的問(wèn)題,從而為岳西縣和安徽省內(nèi)其他地方日后的鄉(xiāng)村建設(shè)工作提供借鑒。全文共包括五大部分。首先,筆者闡述了此論文研究的背景和意義,概述了全篇的基本框架以及研究方法,并指出文章的創(chuàng)新點(diǎn)和不足之處。其次,從理論層面論述了“美麗鄉(xiāng)村”建設(shè)的相關(guān)概念和依據(jù),并系統(tǒng)介紹了國(guó)內(nèi)外有關(guān)鄉(xiāng)村建設(shè)的研究現(xiàn)狀。再次,詳述了岳西縣“美麗鄉(xiāng)村”建設(shè)的現(xiàn)狀,主要包括已經(jīng)取得的成績(jī),并以三個(gè)典型案例村作為說(shuō)明。接著,筆者通過(guò)實(shí)地調(diào)研分析歸納出該縣近幾年在“美麗鄉(xiāng)村”建設(shè)過(guò)程中面臨的一些困難和問(wèn)題。最后,結(jié)合當(dāng)?shù)乜h情提出了幾點(diǎn)有針對(duì)性的應(yīng)對(duì)措施。
[Abstract]:As an agricultural country, the Party and the government always insist on rural issues in the first place. At the Fifth Plenary session of the 16th CPC Central Committee, the Communist Party of China put forward the task goal of building a new socialist countryside. Since then, the cause of rural construction in China has entered a stage of rapid development. With the continuous development of the construction process, the 18th CPC National Congress put forward the concept of "beautiful China", which changed the overall layout of socialist construction from "four in one" to include politics, economy and culture. The new pattern of "five in one", including social and ecological civilization, embodies people's yearning for and pursuit of a better life. In 2012, the provincial government of Anhui Province kept pace with the times and started the slogan of building a "beautiful village". And issued the "Anhui Province beautiful rural construction plan (2012-2020)". By 2013, the call to build a "beautiful China" appeared in the first document of the Central Committee, which further clarified the principles, contents and direction of rural construction in China. In January 2016, at a conference on promoting the construction of beautiful villages in Anhui Province, In order to keep consistent with the construction of "beautiful China", the original "beautiful rural construction" was renamed "beautiful rural construction". The concept of "beautiful village" is not only a response to people's pursuit of a better life, but also a new direction of national policy. The stable development of rural areas in our country is always a big event concerning the overall situation of national construction. The rural construction of our country should adhere to the basic principle of people-oriented and mobilize the whole social forces to participate together. At present, the construction of "beautiful village" is still in the early stage of exploration, its model and structure is not mature, different regions have their own characteristics, can not implement a one-size-fits-all approach. Under the background of the integration of urban and rural areas, how to build a "beautiful village", build a good life suitable for living and industry, and promote the happiness index of rural people is particularly important. Since 2012, the provincial party committee and the provincial government have attached great importance to it. With the close cooperation of cities, counties and villages, the construction of beautiful villages has achieved periodic results. Because of the different actual conditions, the measures taken by the local government in the local construction are different, and the construction progress and construction level are not uniform. As a demonstration county of "beautiful village" construction in Anhui Province, Yuexi County has accumulated a great deal of successful experience in rural construction in recent years. This paper selects Yuexi County as the investigation object, hoping to reveal the achievements and problems in the construction of beautiful villages in Anhui Province through the analysis of the present situation of the construction of beautiful villages in Yuexi County. So as to Yuexi County and other places in Anhui Province in the future rural construction work to provide reference. The thesis consists of five parts. First of all, the author expounds the background and significance of this paper, summarizes the basic framework and research methods of the whole paper, and points out the innovative points and shortcomings of the paper. Secondly, it discusses the concept and basis of the construction of "beautiful village" from the theoretical level, and systematically introduces the research status quo of rural construction at home and abroad. Thirdly, the present situation of the construction of "beautiful village" in Yuexi County is described in detail, including the achievements that have been made, and three typical cases. Then, through field investigation and analysis, the author concludes some difficulties and problems that the county faces in the construction of "beautiful countryside" in recent years. Finally, combined with the local county situation put forward several targeted measures.
