【摘要】：20世紀90年代以來，隨著信息技術(shù)的高速發(fā)展和廣泛運用，以移動互聯(lián)網(wǎng)為代表的新媒體技術(shù)正在深刻改變著人們的生活態(tài)度和生活方式，對各國的政治、經(jīng)濟、文化、思想等諸多領(lǐng)域都產(chǎn)生了非常重大的影響。數(shù)字化的新媒體技術(shù)在信息傳播上突破了傳統(tǒng)媒體的有限性和局限性，具有交互性、共享性、開放性和無限性等新型特征，迅速滲透到人類社會的方方面面，也為政府部門提供了新的管理工具，同時也對傳統(tǒng)管理模式提出了挑戰(zhàn)。 本文在闡述和探討新媒體的概念、分類、受眾特征以及政府危機公關(guān)的概念、特征等相關(guān)理論的基礎(chǔ)上，以新媒體對傳統(tǒng)危機公關(guān)的影響為切入點，以新媒體中最具代表性和影響力的移動互聯(lián)網(wǎng)為重點，以“水困余姚”這一危機公關(guān)事件為典型，指出當前新媒體環(huán)境下政府危機公關(guān)策略方面的得失，并在借鑒國外政府相關(guān)經(jīng)驗的基礎(chǔ)上，提出針對這些問題相應(yīng)的建議與策略。 本文的分析表明，我國政府部門利用新媒體進行危機信息傳播和危機處理的能力還有待進一步加強，在思想觀念方面，應(yīng)當拋棄經(jīng)驗主義和主觀判斷，樹立正確的危機意識觀，明確危機公關(guān)的基本原則；在法律制定方面，應(yīng)當加強危機公關(guān)和新媒體方面的立法工作，完善相應(yīng)法律法規(guī)體系；在機制建設(shè)方面，應(yīng)盡快建立健全危機管理機制和信息公開機制，明確各部門在危機公關(guān)中的責任；在人才培養(yǎng)方面，應(yīng)當配備危機公關(guān)專業(yè)人員，通過培訓(xùn)等方式提升其運用新媒體技術(shù)的能力；在參與主體方面，政府部門應(yīng)重視非政府組織、社會公眾以及國際力量在危機處理中的作用，，提高多元社會主體的參與度，形成合力公關(guān)化解公共危機。
[Abstract]:Since 1990s , with the rapid development of information technology and extensive application , the new media technology represented by mobile Internet is profoundly changing people ' s attitude and way of life , which has exerted great influence on the politics , economy , culture and thought .

Based on the discussion and discussion on the concept , classification , audience characteristics of the new media and the concept , characteristics and other related theories of the government crisis public relations , this paper focuses on the influence of the new media on the traditional crisis public relations .

The analysis shows that the ability of government departments to use the new media to carry out crisis information dissemination and crisis management is still to be further strengthened . In the aspect of ideology , empirical and subjective judgments should be discarded , and the basic principles of crisis public relations should be clearly established .
In the formulation of law , the legislative work of the crisis public relations and the new media should be strengthened , and the corresponding laws and regulations should be perfected ;
In terms of mechanism construction , we should establish and perfect crisis management mechanism and information disclosure mechanism as soon as possible , and clarify the responsibilities of various departments in crisis public relations ;
In talent training , it should be equipped with crisis public relations professionals to improve their ability to use new media technology through training , etc .
In terms of participation subject , government departments should attach importance to the role of non - governmental organizations , the public and international forces in crisis management , improve the participation of multi - society subjects , and form resultant public relations to resolve public crisis .
