【摘要】：廉政建設是歷朝歷代的統(tǒng)治者都十分重視的頭等大事，吏治的好壞關(guān)系到人心的向背和政權(quán)的安危。雍正皇帝即位于康熙末年那樣特殊的歷史條件下，政治腐敗，官場黑暗，社會矛盾尖銳等，他面對這些復雜的形勢不得不采取了一系列整頓吏治的制度和措施，雍正一朝的廉政建設，為清朝政治、經(jīng)濟和文化的繼續(xù)發(fā)展和繁榮，創(chuàng)造了良好的條件，推動了康乾盛世的進一步前進。 本文的第一部分介紹了雍正廉政建設的主要措施，包括三個部分。第一部分是官員的任用，主要介紹雍正朝的用人標準和傾向。第二部分是整飭吏治，主要介紹了雍正整飭吏治的各種實踐，包括：設會考府，清查虧空；嚴厲懲貪，雷厲風行；火耗歸公，堵塞淵藪；設養(yǎng)廉銀，限制貪腐。第三部是官員的監(jiān)察，主要介紹了密折制度和觀風整俗使制度。 本文的第二部分分析了雍正廉政建設成功的原因，主要是從三個方面進行的。第一個原因是吏治敗壞的客觀形勢，康熙末年官場貪污腐敗橫行，社會矛盾尖銳，很多舊的制度不適合當時社會的實際情況，統(tǒng)治者不得不進行新的廉政探索。第二個原因是皇位合法性危機的影響，雍正即位是清初的三大疑案之一，就是在當時，由于種種原因，人們就對雍正皇帝皇位的得來心存疑惑。面對這些，雍正皇帝不得不通過自己的改革行動來鞏固自己的皇位和收攬民心。第三個原因是雍正皇帝個人的資質(zhì)，正是由于雍正皇帝的才能、學識和性格的影響才出現(xiàn)他這個時期特有的政治現(xiàn)象，肅清吏治，重拳打擊貪腐，毫不留情，革除社會積弊等。 本文的第三個部分評價了雍正廉政建設，，并闡述了雍正的廉政建設對于當今廉政建設的借鑒。通過對雍正皇帝即位后的廉政建設分析研究之后，試圖發(fā)現(xiàn)一些懲治腐敗的普遍性東西，以資對當代的廉政建設以有益的啟示。主要有：高薪養(yǎng)廉，加強監(jiān)察和嚴懲貪腐三個方面。
[Abstract]:The construction of clean government is the most important matter for the rulers of all dynasties, and the good or bad administration of officials is related to the people's hearts and the safety of the regime. Emperor Yongzheng was located in the special historical conditions of the late Kangxi period, political corruption, dark officialdom, sharp social contradictions, etc. In the face of these complicated situations, he had to take a series of measures to rectify the system and measures of local administration. The construction of a clean and honest government in Yongzheng Dynasty created favorable conditions for the continued development and prosperity of politics, economy and culture in the Qing Dynasty, and promoted the further progress of the prosperous period of Kang and Qian dynasties. The first part of this paper introduces the main measures of Yongzheng clean government construction, including three parts. The first part is the appointment of officials, mainly introduces the Yongzheng Dynasty's employment standards and tendencies. The second part is the rectification of officials, mainly introduced the Yongzheng rectification of the various practices of officials, including: set up the examination office, check the deficit; severely punish corruption, thunderstorm; fire back to the public, blocking the source; set up a bank to limit corruption. The third part is the supervision of officials, mainly introduced the system of secret fold and customs system. The second part of this paper analyzes the reasons for the success of Yongzheng clean government construction, mainly from three aspects. The first reason is the official corrupt objective situation, official corruption rampant in the late Kangxi, social contradictions sharp, many old system is not suitable for the actual situation of society at that time, rulers have to carry out a new clean government exploration. The second reason is the influence of the legitimacy crisis of the emperor, Yongzheng became one of the three doubtful cases in the early Qing Dynasty, because of various reasons, people had doubts about the coming of the emperor Yongzheng. Faced with these, Emperor Yongzheng had to consolidate his throne and win the hearts of the people through his own reform. The third reason is the individual qualification of Emperor Yongzheng. It is precisely because of the influence of Emperor Yongzheng's talent, knowledge and character that the political phenomena peculiar to him in this period appear, such as the elimination of official administration, the heavy fist against corruption, the ruthlessness and the elimination of social malpractices and so on. The third part of this paper evaluates the construction of Yongzheng clean government, and expounds the construction of Yongzheng clean government for reference to the construction of clean government today. Through the analysis and research on the construction of a clean government after Emperor Yongzheng became king, this paper tries to find some common things to punish corruption in order to give beneficial enlightenment to the construction of clean and honest government in contemporary times. There are three main aspects: high salary, strengthening supervision and punishing corruption.
