【摘要】：當(dāng)前,內(nèi)蒙古自治區(qū)處于社會(huì)轉(zhuǎn)型、經(jīng)濟(jì)轉(zhuǎn)軌的特殊時(shí)期,政治、經(jīng)濟(jì)和社會(huì)生活等各個(gè)領(lǐng)域正在發(fā)生巨大而深刻的變化。同時(shí),由于我區(qū)是少數(shù)民族自治區(qū),各種社會(huì)矛盾和社會(huì)熱點(diǎn)問題常因裹挾了民族因素而變得更為復(fù)雜。 隨著互聯(lián)網(wǎng)的飛速發(fā)展,特別是新媒體的爆炸式增長(zhǎng),傳統(tǒng)的信息傳播方式被徹底打破,網(wǎng)絡(luò)輿情應(yīng)對(duì)能力的高低已成為衡量一級(jí)政府執(zhí)政水平的重要標(biāo)準(zhǔn)。新媒體以其傳播主體多元化、傳播內(nèi)容和渠道多樣化以及傳播行為更具主動(dòng)性、交互性、異步性的特點(diǎn),在網(wǎng)絡(luò)輿情的發(fā)展演變過程中發(fā)揮了積極作用的同時(shí),也給政府決策產(chǎn)生了很大影響。同時(shí),鑒于內(nèi)蒙古的地緣特點(diǎn)及區(qū)情特點(diǎn),國(guó)務(wù)院21號(hào)文件把我區(qū)的發(fā)展提升到國(guó)家戰(zhàn)略層面,明確了我區(qū)在國(guó)家發(fā)展戰(zhàn)略中的定位。因此,對(duì)于內(nèi)蒙古來說,研究新媒體條件下政府應(yīng)對(duì)網(wǎng)絡(luò)輿情的對(duì)策,對(duì)于實(shí)現(xiàn)內(nèi)蒙古政府善治,維護(hù)祖國(guó)北疆安定團(tuán)結(jié)的政治局面,具有重要的意義。 本文以新媒體為視角,以內(nèi)蒙古政府網(wǎng)絡(luò)輿情應(yīng)對(duì)為研究對(duì)象,分析了新媒體概念及傳播特點(diǎn),以及對(duì)應(yīng)對(duì)網(wǎng)絡(luò)輿情的影響,并重點(diǎn)結(jié)合我區(qū)近年來發(fā)生過的三起網(wǎng)絡(luò)輿情案例,輔以全國(guó)其他地區(qū)典型性網(wǎng)絡(luò)輿情案例分析,指出了內(nèi)蒙古政府在新媒體條件下應(yīng)對(duì)網(wǎng)絡(luò)輿情所存在的問題,在此基礎(chǔ)上提出了針對(duì)性的對(duì)策建議。
[Abstract]:At present, the Inner Mongolia Autonomous region is in the special period of social transformation and economic transition, the political, economic and social life and other fields are undergoing tremendous and profound changes. At the same time, as our region is a minority autonomous region, various social contradictions and social hot issues often become more complex because of the ethnic factors. With the rapid development of the Internet, especially the explosive growth of the new media, the traditional way of information dissemination has been completely broken, and the ability of network public opinion to cope has become an important standard to measure the ruling level of a government. New media has played a positive role in the development and evolution of network public opinion because of its diversification of communication subject, diversification of communication content and channel, and more initiative, interaction and asynchronism of communication behavior. Also to the government decision-making produced the very big influence. At the same time, in view of the geographical and regional characteristics of Inner Mongolia, document 21 of the State Council promoted the development of our region to the level of national strategy, and clarified the position of our region in the national development strategy. Therefore, for Inner Mongolia, it is of great significance to study the countermeasures of the government to deal with the network public opinion under the condition of new media, to realize the good governance of the Inner Mongolia government and to maintain the political situation of stability and unity in the north of the motherland. This article takes the new media as the angle of view, takes the Inner Mongolia government network public opinion response as the research object, analyzes the new media concept and the dissemination characteristic, as well as the influence to the response network public opinion. Combined with three cases of network public opinion that have occurred in recent years in our region, and with the analysis of typical network public opinion cases in other regions of the country, the paper points out the problems that the Inner Mongolia government has to deal with network public opinion under the condition of new media. On this basis, some countermeasures and suggestions are put forward.
