【摘要】：創(chuàng)新型國家建設(shè)是一項(xiàng)系統(tǒng)性工程,不僅需要科技作為先導(dǎo)的創(chuàng)新驅(qū)動(dòng),更需要政治、經(jīng)濟(jì)、社會、文化和社會環(huán)境等系統(tǒng)性的社會創(chuàng)新基礎(chǔ)培育。我國現(xiàn)有的創(chuàng)新型國家建設(shè),不管是國家政策的頂層設(shè)計(jì)和實(shí)踐倡導(dǎo)層面,還是具體的理論研究層面,乃至在社會的具體建設(shè)實(shí)踐層面,都存在諸多政策瓶頸或理論與實(shí)踐困境。創(chuàng)新是一個(gè)過程,也是一種選擇,選擇與本國國情相適應(yīng)的創(chuàng)新模式,才能更好更快的發(fā)展。中國的創(chuàng)新型國家建設(shè)應(yīng)該是建立在社會的五大基礎(chǔ)系統(tǒng),即政治系統(tǒng)、經(jīng)濟(jì)系統(tǒng)、社會系統(tǒng)、文化系統(tǒng)、環(huán)境系統(tǒng)的基礎(chǔ)性創(chuàng)新之上的"創(chuàng)新驅(qū)動(dòng)發(fā)展"而合成的"創(chuàng)新型國家"戰(zhàn)略。
[Abstract]:The construction of an innovative country is a systematic project, which requires not only the innovation driven by science and technology as a pioneer, but also the cultivation of a systematic social innovation basis for political, economic, social, cultural and social environments. The existing national construction of our country, whether it is the top design and Practice of national policy, or the concrete theory, is a specific theory. The research level, and even in the concrete construction practice level of the society, there are many policy bottlenecks or theoretical and practical difficulties. Innovation is a process, it is also a choice, and the choice of the innovation mode adapted to the national conditions can be better and faster development. The construction of China's innovative country should be the five basic system of the society. That is, "innovation driven development" on the basis of the basic innovation of the political system, the economic system, the social system, the cultural system, the environmental system and the basic innovation of the environmental system, and the "innovative country" strategy.
