【摘要】：大凌河是遼西地區(qū)最大的河流,也是一條跨省河流,我從小在大凌河邊長(zhǎng)大,多年來對(duì)大凌河非常熟悉,無論是對(duì)河水水量的增減,還是水質(zhì)的變化,都有著切身的感受。尤其是近幾年,大凌河水污染似乎已經(jīng)成為影響流域居民生活的一種常態(tài),對(duì)大凌河水污染的治理已經(jīng)成為人們街頭巷尾熱議的話題,上至專家學(xué)者,下至平民百姓,無不對(duì)治理水污染的措施和手段有著自己的見解,或高屋建瓴,或一知半解。這一方面說明大凌河流域水污染的普遍性,另一方面,也說明水污染已經(jīng)到了非治不可的程度。盡管許多年以來,大凌河所流經(jīng)地域的屬地政府在水污染治理方面已經(jīng)投入相當(dāng)可觀的人力財(cái)力和物力,對(duì)緩解水污染或者改善水質(zhì)起到了一定的作用。但是,作為一條跨省河流,要想徹底解決全流域的水污染問題,還有著相當(dāng)大的難度。本文通過對(duì)水污染相關(guān)文獻(xiàn)進(jìn)行研習(xí),結(jié)合自己在大凌河流域生活、工作多年的實(shí)際經(jīng)歷,首先闡明了選題的背景和意義,介紹了國(guó)內(nèi)外的研究現(xiàn)狀,闡釋了運(yùn)用的研究方法和論文的框架結(jié)構(gòu),同時(shí)對(duì)本文涉及到的相關(guān)概念和理論做了詳細(xì)說明;其次,通過對(duì)大凌河流域水污染相關(guān)情況的掌握,系統(tǒng)的介紹了大凌河流域水污染的客觀現(xiàn)狀,并對(duì)大凌河流域水污染綜合治理過程中存在的問題進(jìn)行了闡述,并指出存在這些問題的原因以及當(dāng)下大凌河流域水污染綜合治理工作的不足;最后,明確的提出了完善大凌河流域水污染綜合治理工作的意見和建議,從體制、機(jī)制和法制三方面入手,充分運(yùn)用政治、經(jīng)濟(jì)、科技、教育等多種手段,對(duì)大凌河流域水污染進(jìn)行綜合治理。撰寫本文的出發(fā)點(diǎn)在于,希望通過對(duì)大凌河流域水污染綜合治理的分析研究并提出建議對(duì)策,為其它同大凌河流域類似的流域水污染問題的解決起到以點(diǎn)帶面的參考作用,保障水資源可持續(xù)發(fā)展。
[Abstract]:Daling River is the largest river in western Liaoning, and it is also an inter-provincial river. I grew up near the Daling River. I have been very familiar with Daling River for many years. Whether it is the increase or decrease of the amount of water in the river, or the change of water quality, I have a personal feeling. In particular, in recent years, water pollution in the Daling River seems to have become a normal condition affecting the lives of people living in the river basin. The treatment of water pollution in the Daling River has become a hot topic for people on the streets and lanes, ranging from experts and scholars to ordinary people. All of the measures and means of water pollution control have their own views, or from a strategic point, or a little understanding. On the one hand, it shows the universality of water pollution in Daling River Basin, on the other hand, it also shows that water pollution has reached a degree of necessity. Although for many years, the territorial government of Daling River has invested considerable human and material resources in water pollution control, which has played a certain role in alleviating water pollution or improving water quality. However, as a cross-provincial river, it is still very difficult to solve the water pollution problem in the whole river basin. In this paper, through the study of water pollution related documents, combined with my practical experience of living and working in the Daling River basin for many years, the background and significance of the topic are first expounded, and the current research situation at home and abroad is introduced. At the same time, the related concepts and theories involved in this paper are explained in detail. Secondly, through the grasp of the relevant situation of water pollution in Daling River Basin, This paper systematically introduces the objective situation of water pollution in Daling River Basin, and expounds the existing problems in the process of comprehensive treatment of water pollution in Daling River Basin. And pointed out the reasons for these problems and the current Daling River Basin water pollution comprehensive control work deficiencies; finally, the author clearly put forward the opinions and suggestions to improve the Daling River Basin water pollution comprehensive treatment, from the system, The mechanism and the legal system should be used to comprehensively control the water pollution in the Daling River basin by means of politics, economy, science and technology, education and so on. The starting point of this paper is that it is hoped that through the analysis and study of the comprehensive control of water pollution in the Daling River basin and the suggestions and countermeasures, it will serve as a point of reference for the solution of the water pollution problems similar to those in the Daling River basin. To ensure the sustainable development of water resources.
