【摘要】：隨著經(jīng)濟全球化趨勢的逐步加深，以及社會主義市場經(jīng)濟體制改革的不斷推進，政治文明建設(shè)的呼聲已越來越高，因此，研究基于服務(wù)鏈的一站式服務(wù)電子政府已是必然，這也是我國社會發(fā)展的一個必然階段。為此，我們有必要對傳統(tǒng)的政府管理體制進行徹底的改革，而在發(fā)展我國國民經(jīng)濟時，若采取一站式服務(wù)的電子政府形式，則無論是現(xiàn)在還是將來，其對我國的政治、經(jīng)濟以及社會生活等都將產(chǎn)生重大的影響。目前，在政府職能轉(zhuǎn)變以及電子政務(wù)工作的推進下，，一些網(wǎng)上辦公平臺，例如“行政服務(wù)中心”、“一站式”等已在全國各政府部門機構(gòu)建立了起來。雖然在現(xiàn)階段，在各政府機構(gòu)中其網(wǎng)上辦公平臺建設(shè)的程度與規(guī)模并不一樣，且在建設(shè)與推進的過程中還存在著各種各樣的問題，然而造成這些問題的原因，基本上都是由于政治體制改革的不徹底以及管理職能的不清晰造成的，并且在政府行政效能的提高方面，電子政府的建設(shè)起到了不同的成效。 本研究中總共分為五個部分。第一部分為緒論，交代了相關(guān)背景，簡單的介紹了國內(nèi)外研究現(xiàn)狀然后給出了本文著重研究的內(nèi)容以及思路。第二部分，對一站式服務(wù)進行了系統(tǒng)的分析，包括其內(nèi)涵、動因以及特點，并就電子政府服務(wù)鏈做了詳細分析，在此基礎(chǔ)上，就電子政府一站式服務(wù)的必要性和基于服務(wù)鏈的一站式服務(wù)模式進行了說明。第三部分，解析了有關(guān)于電子政府一站式服務(wù)領(lǐng)域存在的問題以及對產(chǎn)生問題的原因。第四部分，以廣州市政務(wù)網(wǎng)站為實例，分析了其基于服務(wù)鏈的一站式服務(wù)的框架和和構(gòu)建策略。第五部分，在前文的基礎(chǔ)上，就如何構(gòu)建基于服務(wù)鏈的電子政府一站式服務(wù)提出了有針對性的策略。 本文在結(jié)合了政治學(xué)、行政學(xué)以及新公共管理理論的基礎(chǔ)上，通過運用文獻分析法吸收了相關(guān)研究的理論和成果，對我國電子政府一站式服務(wù)的發(fā)展以及構(gòu)建進行了分析，以此來推動相關(guān)部門在進行電子政府建設(shè)時，能將其與服務(wù)鏈的理論思想進行相結(jié)合，從而優(yōu)化政府的行政流程和效率，進而為實現(xiàn)服務(wù)型政府的目標作出應(yīng)用的貢獻。
[Abstract]:With the deepening of the trend of economic globalization and the promotion of the reform of socialist market economic system, the construction of political civilization has become more and more popular. Therefore, it is inevitable to study the one-stop service e-government based on service chain. This is also an inevitable stage of our social development. Therefore, it is necessary for us to carry out a thorough reform of the traditional government management system. In the development of our national economy, if we adopt the form of electronic government with one-stop service, it will have a political impact on our country now and in the future. Economic and social life will have a major impact. At present, with the transformation of government functions and the promotion of e-government, some online office platforms, such as "administrative service center" and "one-stop shop", have been established in various government departments across the country. Although at this stage, the degree and scale of the construction of the online office platform in various government agencies are not the same, and there are still various problems in the process of construction and promotion, however, the causes of these problems are not the same. It is caused by the incomplete reform of political system and unclear management function, and the construction of electronic government has played different effects in improving the efficiency of government administration. There are five parts in this study. The first part is the introduction, explained the relevant background, briefly introduced the domestic and foreign research status, and then gave the focus of this study and ideas. The second part makes a systematic analysis of one-stop service, including its connotation, motivation and characteristics, and makes a detailed analysis of the e-government service chain, on the basis of this, The necessity of e-government one-stop service and the one-stop service model based on service chain are explained. In the third part, the author analyzes the problems in the field of one-stop service of e-government and the reasons for the problems. The fourth part, taking Guangzhou government affairs website as an example, analyzes the framework and construction strategy of one-stop service based on service chain. In the fifth part, on the basis of the above, the author puts forward some targeted strategies on how to construct one-stop service of e-government based on service chain. On the basis of combining the theories of politics, administration and new public management, this paper analyzes the development and construction of one-stop service of electronic government in China by using the literature analysis method to absorb the theories and achievements of related research. In order to promote the construction of electronic government, the relevant departments can combine it with the theory of service chain, so as to optimize the administrative process and efficiency of the government, and then make an application contribution to the realization of the goal of service-oriented government.
