【摘要】：外宣翻譯對今天的中國來說比歷史上任何一個時期都更重要,更受世人的關注。政府公共服務文本是中華人民共和國政府履行公共服務職能的一種文本形式,是公共行政和政府改革的核心理念,與我國的政治、經濟、生活、文化等方面息息相關,是國際社會了解中國形勢和政策主張的最重要和權威的來源之一。本人碩士階段在中外文化交流公司實習,主要參與了中外文化交流和人才的引進方面的工作,深切體會到政府公共服務文本翻譯對于學習政策、法規(guī)、提高溝通效率、豐富知識儲備具有至關重要的作用。本文以我國政府公共服務文本的英譯過程為主線,選擇了來華工作外國專家管理服務領域的政府公共服務文本作為實踐翻譯材料,從中找出其原文語言的特點,克服中外文化差異、思維方式不同、語言表達各異等障礙,通過攻克特有表達式的翻譯難點,通過使用合譯與分譯、句式重構等等辦法,總結出了漢譯英時常常需增補、刪減外還要注意一些原文中暗含而沒有明言的詞語及概括性、注釋性的詞語的翻譯,以確保譯文意思的完整；以及在翻譯過程中譯者應不拘泥原文形式,擺脫語法對譯者的束縛,重新構造符合譯入語習慣的句式等認識和體會作為以后翻譯實踐的參考。
[Abstract]:The translation of foreign propaganda is more important than any other time in the history of China. The public service text of the government is a text form for the government of People's Republic of China to perform public service functions, the core concept of public administration and government reform, and the political, economic, living and cultural aspects of our country. Interest related is one of the most important and authoritative sources of understanding the situation and policy of China in the international community. I have been working in the Chinese and foreign cultural exchange company as an intern, and mainly involved in the work of cultural exchanges between China and foreign countries and the introduction of talents. Based on the English translation process of Chinese government public service text, this paper chooses the government public service text in the field of foreign expert management service in China as a practical translation material to find out the characteristics of its original language, overcome the cultural differences between China and foreign countries, and do not think in the way. In the same way, language is expressed in different ways. Through the difficulties in the translation of special expressions, by using the methods of combining translation and dividing, sentence reconstruction and so on, it is concluded that the translation of Chinese and English often needs to be supplemented, and the deletion of words and generalizations that are implicit but not clear in the original text and the translation of annotative words in order to ensure the meaning of the translation. In the process of translation, the translator should be free from the form of the original text, get rid of the binding of the grammar to the translator and reconstruct the sentence patterns that conform to the habit of the translators as a reference for the future translation practice.
