【摘要】：民族區(qū)域自治制度是中國(guó)人民長(zhǎng)期以來(lái),通過(guò)思索和實(shí)踐的歷史產(chǎn)物,在根植于具有古老而又悠久的歷史和傳統(tǒng)文化的中國(guó),它具有重要的理論意義和實(shí)踐意義�？梢钥隙ǖ闹v,我國(guó)少數(shù)民族地區(qū)的公共政策問(wèn)題研究與我國(guó)的民族區(qū)域自治制度是密不可分的。民族區(qū)域自治是中國(guó)少數(shù)民族的一種特色的制度,無(wú)論是政治的發(fā)展,經(jīng)濟(jì)的提高,文化的完善及民族問(wèn)題的研究,都離不開(kāi)民族地區(qū)的區(qū)域自治。民族區(qū)域自治制度不僅讓少數(shù)民族地區(qū)的老百姓的生活有了基本的保障,而且能夠在各種形式嚴(yán)峻的民族問(wèn)題下得到全面而又充分的發(fā)展,這無(wú)疑對(duì)發(fā)展我國(guó)少數(shù)民族的政治、經(jīng)濟(jì)、文化起到了承上啟下的作用,也無(wú)形中成為了切實(shí)而有力的依靠。對(duì)于一個(gè)多民族國(guó)家內(nèi)的少數(shù)民族地區(qū),有著與其它地區(qū)相同的制度,但是也有著與之不同的特殊性,因此,中國(guó)的政府始終強(qiáng)調(diào),無(wú)論在何種情況下,都要堅(jiān)持和完善民族區(qū)域自治制度,通過(guò)制度的完善,從根本上解決存在的問(wèn)題。 寧夏回族自治區(qū)是我國(guó)五大省級(jí)自治中的一個(gè),有著其特殊的研究意義。它不僅靠近黃河,經(jīng)濟(jì)發(fā)展較快,又有南部偏遠(yuǎn)山區(qū),生態(tài)環(huán)境形成的貧困縣,寧夏回族自治區(qū)公共政策的獨(dú)特性和復(fù)雜性決定了要加強(qiáng)與完善民族地區(qū)的公共政策研究。本文中,筆者主要從寧夏回族自治區(qū)為例,研究本地區(qū)公共政策體系的發(fā)展與完善,研究的同時(shí),從寧夏回族自治區(qū)公共政策的成就、公共政策的不完善、公共政策不完善的原因分析,及針對(duì)少數(shù)民族公共政策的不完善原因,提出了適合于寧夏回族自治區(qū)發(fā)展的對(duì)策。 在本文中,以寧夏回族自治區(qū)的公共政策研究為例,第一部分介紹了堅(jiān)持和完善民族區(qū)域自治制度及少數(shù)民族地區(qū)公共政策的相關(guān)概念及理論基礎(chǔ)。第二部分從公共政策在寧夏回族自治區(qū)不完善的現(xiàn)狀開(kāi)始分析。首先分析了公共政策在寧夏的成就,其次分析了公共政策在寧夏不完善的表現(xiàn)形式。從政策主體、政策客體、政策的公共環(huán)境方面闡述不完善的表現(xiàn)形式。第三圍繞公共政策在民族地區(qū)的不完善,進(jìn)行了原因分析。例如在經(jīng)濟(jì)、政治、環(huán)境、宗教等方面來(lái)進(jìn)一步研究與探索。第四在不完善的原因基礎(chǔ)上,針對(duì)第三部分提出公共政策不完善的原因,提出了一系列對(duì)策。如從民族區(qū)域自治方面、從公共政策主體方面,從公共政策客體方面這幾方面上提出了對(duì)策。
[Abstract]:The system of regional national autonomy is a historical product of Chinese people's thinking and practice for a long time. It is rooted in China with an ancient and long history and traditional culture. It has important theoretical and practical significance. To be sure, the study of public policy in minority areas is closely related to the system of regional national autonomy. Regional ethnic autonomy is a characteristic system of ethnic minorities in China. Whether it is the development of politics, the improvement of economy, the improvement of culture and the study of ethnic problems, it can not be separated from the regional autonomy of ethnic regions. The system of regional national autonomy not only provides a basic guarantee for the life of the ordinary people in minority areas, but also can be comprehensively and fully developed under various forms of serious ethnic problems. This undoubtedly contributes to the development of the politics of ethnic minorities in our country. Economy, culture has played a connecting role, but also has become a practical and effective reliance. The minority areas in a multi-ethnic country have the same system as other regions, but also have different particularities. Therefore, the Chinese government has always stressed that, under whatever circumstances, We must adhere to and improve the system of regional national autonomy, through the improvement of the system, fundamentally solve the existing problems. Ningxia Hui Autonomous region is one of the five provincial autonomous regions in China, which has its special research significance. It not only is close to the Yellow River, but also has the poor counties in the remote mountainous areas of the south and the ecological environment. The uniqueness and complexity of the public policy in Ningxia Hui Autonomous region determine the need to strengthen and perfect the public policy research in the minority areas. In this paper, I mainly take Ningxia Hui Autonomous region as an example to study the development and improvement of the public policy system in this region, and at the same time, from the achievements of the public policy of Ningxia Hui Autonomous region and the imperfection of public policy. Based on the analysis of the reasons for the imperfection of the public policies and the reasons for the imperfections of the public policies of ethnic minorities, this paper puts forward some countermeasures suitable for the development of Ningxia Hui Autonomous region. In this paper, taking the study of public policy in Ningxia Hui Autonomous region as an example, the first part introduces the concepts and theoretical basis of upholding and perfecting the system of regional national autonomy and the public policy of minority areas. The second part analyzes the imperfect situation of public policy in Ningxia Hui Autonomous region. Firstly, the paper analyzes the achievements of public policy in Ningxia, and then analyzes the imperfect forms of public policy in Ningxia. From the policy subject, the policy object, the policy public environment aspect elaborated the imperfect manifestation. The third part analyzes the reasons for the imperfection of public policy in ethnic areas. For example, in the economic, political, environmental, religious and other aspects of further research and exploration. Fourth, on the basis of imperfect reasons, the third part puts forward a series of countermeasures for the reasons of imperfect public policy. For example, some countermeasures are put forward from the aspects of ethnic regional autonomy, the subject of public policy and the object of public policy.
