【摘要】:隨著現(xiàn)代科學(xué)技術(shù)日新月異的發(fā)展,人們的生活觸角隨之延伸,人口聚集的城鎮(zhèn)規(guī)模正在急速擴(kuò)張,隨之而來(lái)的各類突發(fā)安全問(wèn)題也牽涉更加廣泛。美國(guó)、日本、歐洲列國(guó)等都先后針對(duì)國(guó)內(nèi)國(guó)際不斷變化的安全形勢(shì)發(fā)展出了高速有效的社會(huì)治安管理系統(tǒng),對(duì)維護(hù)國(guó)家的治安做出了卓越的貢獻(xiàn)。中國(guó)作為全球經(jīng)濟(jì)快車道上急速發(fā)展的國(guó)家之一,世界格局的任何變動(dòng)都可能影響到國(guó)內(nèi)的政治、經(jīng)濟(jì)形態(tài),面對(duì)錯(cuò)綜復(fù)雜的國(guó)內(nèi)外對(duì)敵斗爭(zhēng)形勢(shì)和層出不窮的犯罪手段,面對(duì)不斷涌現(xiàn)的新技術(shù)、新材料等新型領(lǐng)域的犯罪和跨區(qū)域、跨領(lǐng)域的集團(tuán)犯罪,雖然公安部門伴隨綜合國(guó)力的提高也在與時(shí)俱進(jìn)地發(fā)展,不過(guò)仍然避免不了存在警力不足、戰(zhàn)力薄弱、人才匱乏等諸多問(wèn)題,特別是如何快速響應(yīng)和處理突發(fā)安全問(wèn)題成為公安部門維護(hù)社會(huì)安定不可忽視的重要課題。本文在結(jié)合內(nèi)外安保應(yīng)急的發(fā)展趨勢(shì)基礎(chǔ)上,分析多個(gè)現(xiàn)行成熟應(yīng)急系統(tǒng)的設(shè)計(jì)思路和技術(shù)特點(diǎn),在深入研究長(zhǎng)沙市本地治安聯(lián)動(dòng)機(jī)制在各個(gè)環(huán)節(jié)實(shí)施的優(yōu)缺點(diǎn)的基礎(chǔ)上,設(shè)計(jì)了該公安應(yīng)急聯(lián)動(dòng)指揮系統(tǒng)。該系統(tǒng)通過(guò)建立多通道集成報(bào)警系統(tǒng),實(shí)現(xiàn)對(duì)多元化報(bào)警渠道的警情靈活接入處理,用于解決接處警信息規(guī)格多樣、信息錄入操作復(fù)雜的問(wèn)題;通過(guò)靈活整合利用全市現(xiàn)有行政網(wǎng)絡(luò)和電子數(shù)據(jù)資源到統(tǒng)一通信平臺(tái),運(yùn)用智能化技術(shù)進(jìn)行警情數(shù)據(jù)挖掘和分析,實(shí)現(xiàn)反應(yīng)快速而不失精準(zhǔn)的決策處理;運(yùn)用智能視頻技術(shù)協(xié)助指揮調(diào)度資源,以網(wǎng)絡(luò)集群的形式實(shí)現(xiàn)各應(yīng)急聯(lián)動(dòng)子系統(tǒng)之間的命令互聯(lián)互通,有效的減少跨部門間的溝通成本;通過(guò)多種編碼結(jié)合、多種數(shù)據(jù)存儲(chǔ)技術(shù)交互、多種網(wǎng)絡(luò)連通、多種系統(tǒng)耦合的靈活架構(gòu)方式,應(yīng)對(duì)多種層次操作人員、多種應(yīng)用環(huán)境的復(fù)雜現(xiàn)實(shí)條件,在確保安全穩(wěn)定的基礎(chǔ)上發(fā)揮出應(yīng)急系統(tǒng)的最大功效;通過(guò)利用各種軟硬件實(shí)現(xiàn)自動(dòng)巡檢、診斷、告警、恢復(fù)的自動(dòng)化功能,減少系統(tǒng)的維護(hù)成本。該系統(tǒng)擁有更簡(jiǎn)化的流程,更高效的數(shù)據(jù)分析手段,更快速直觀的聯(lián)動(dòng)方式。本文設(shè)計(jì)的應(yīng)急聯(lián)動(dòng)指揮系統(tǒng)經(jīng)過(guò)充分的測(cè)試,已經(jīng)投入長(zhǎng)沙市公安部門日常的應(yīng)急工作。系統(tǒng)上線以后全市的接處警數(shù)量提升了25%以上,各個(gè)崗位工作人員重復(fù)工作負(fù)荷下降,有效工作效率提升,各行政區(qū)聯(lián)動(dòng)系統(tǒng)響應(yīng)時(shí)間明顯下降,取得了系統(tǒng)預(yù)期的設(shè)計(jì)效果。隨著在實(shí)際工作中不斷深入探索,系統(tǒng)功能正在不斷的優(yōu)化和完善。
[Abstract]:With the rapid development of modern science and technology, people's life tentacles have been extended, the scale of cities and towns with population gathering is expanding rapidly, and all kinds of sudden security problems are involved more widely. The United States, Japan, European countries and other countries have developed a high-speed and effective social security management system in response to the changing security situation at home and abroad, which has made outstanding contributions to the maintenance of national security. As one of the rapidly developing countries in the fast track of the global economy, any changes in the world pattern may affect domestic political and economic patterns, and face the intricate domestic and foreign situation of struggle against the enemy and the endless criminal means. In the face of emerging new technologies, new materials and other new areas of crime and cross-regional and cross-domain group crime, although the public security departments are also advancing with the development of the overall national strength, they still cannot avoid the shortage of police force. Many problems, such as weak combat power and lack of talents, especially how to quickly respond to and deal with sudden security problems, have become an important issue that can not be ignored by public security departments in maintaining social stability. Based on the development trend of internal and external security emergency, this paper analyzes the design ideas and technical characteristics of several existing mature emergency response systems, and on the basis of deeply studying the advantages and disadvantages of the local public security linkage mechanism in Changsha, The police emergency linkage command system is designed. Through the establishment of multi-channel integrated alarm system, the system realizes the flexible access to multiple alarm channels, which is used to solve the problems of multiple information specifications and complex information input operation. Through the flexible integration of the city's existing administrative network and electronic data resources to the unified communication platform, the use of intelligent technology for data mining and analysis, to achieve rapid and accurate decision-making; Intelligent video technology is used to help command and dispatch resources, and command interconnection among emergency response subsystems is realized in the form of network cluster, which can effectively reduce the cost of inter-departmental communication. Flexible architecture with multiple data storage technologies, multiple network connectivity, multiple system coupling, and complex realistic conditions for multiple layers of operators and application environments, On the basis of ensuring the safety and stability, the maximum effect of the emergency system is brought into play, and the automatic functions of inspection, diagnosis, alarm and recovery are realized by using various software and hardware to reduce the maintenance cost of the system. The system has a more simplified process, more efficient data analysis, a faster and intuitive way of linkage. The emergency linkage command system designed in this paper has been fully tested and has been put into the daily emergency work of Changsha Public Security Department. After the system was put into line, the number of receiving and handling police increased by more than 25%, the repeated work load of each post staff decreased, the effective work efficiency improved, and the response time of the linkage system in each administrative region decreased obviously, and the expected design effect of the system was obtained. With the continuous exploration in the actual work, the system function is continuously optimized and improved.
