【摘要】：隨著人類進(jìn)入全球化時(shí)代,各國(guó)政治、經(jīng)濟(jì)、社會(huì)和文化等領(lǐng)域日益相互聯(lián)系和影響,同時(shí)也面臨一系列人類可持續(xù)發(fā)展的共同機(jī)遇和挑戰(zhàn)。在人類尋求發(fā)展和應(yīng)對(duì)全球性挑戰(zhàn)的過(guò)程中,全球科技合作并與政府間在社會(huì)治理上的合作顯得極為重要。歐盟科技一體化以及歐盟與其成員國(guó)以外國(guó)家的科技合作是全球科技合作的典范,對(duì)我國(guó)廣泛參與全球科技合作、融入科學(xué)全球化并實(shí)現(xiàn)科技創(chuàng)新而言,歐盟科技合作框架計(jì)劃的規(guī)劃、實(shí)施和管理經(jīng)驗(yàn)具有重要的借鑒意義。本文以提升我國(guó)科技發(fā)展和國(guó)際合作水平為立足點(diǎn),分析歐盟科技國(guó)際合作戰(zhàn)略及其經(jīng)驗(yàn),提出中國(guó)與歐盟開展科技合作的政策建議。
[Abstract]:As human beings enter the era of globalization, the political, economic, social and cultural fields of various countries are increasingly interconnected and influenced, and at the same time, they are faced with a series of common opportunities and challenges for sustainable human development. Global scientific and technological cooperation and cooperation with governments on social governance is extremely important in the process of human beings seeking development and meeting global challenges. The integration of science and technology in the EU and the scientific and technological cooperation between the EU and its member countries are the models of global scientific and technological cooperation. For our country to participate in the global scientific and technological cooperation extensively, to integrate into the scientific globalization and to realize the scientific and technological innovation. The planning, implementation and management of the EU Framework Plan for Scientific and technological Cooperation are of great significance. On the basis of improving the level of science and technology development and international cooperation in China, this paper analyzes the strategy and experience of international cooperation in science and technology of the EU, and puts forward some policy suggestions for carrying out scientific and technological cooperation between China and the EU.
