【摘要】：在經(jīng)濟發(fā)展的過程中,科技型中小企業(yè)發(fā)揮著不可替代的作用。與大中型企業(yè)相比,科技型中小企業(yè)比較靈活,能快速地將技術(shù)創(chuàng)造應(yīng)用到生產(chǎn)中去。北京市是我國政治、經(jīng)濟和文化中心,科技型中小企業(yè)的國際化發(fā)展不僅對北京市經(jīng)濟社會起到重要的推動作用,而且對其他地區(qū)也有很好的示范帶動效應(yīng)。本文首先介紹研究的背景和意義,國內(nèi)外研究現(xiàn)狀以及研究的主要內(nèi)容等。其次對相關(guān)概念進行了界定,并指出了科技型中小企業(yè)的特點,發(fā)展科技型中小企業(yè)的重要意義。文章重點分析了目前北京市科技型中小企業(yè)國際化發(fā)展現(xiàn)狀以及存在的問題如國際化發(fā)展程度不高,政府重視不夠,相關(guān)政策缺失等。然后介紹了國外在促進科技型中小企業(yè)國際化發(fā)展上的先進經(jīng)驗如完善的法律政策為保障,各方面金融政策的支持,建立專門針對科技型中小企業(yè)的海外發(fā)展援助基金、幫助科技型中小企業(yè)進行員工培訓(xùn),提供服務(wù)和信息咨詢,支持引進人才和科技創(chuàng)新等。最后總結(jié)全文并在之前分析的基礎(chǔ)上提出了政府應(yīng)對科技型中小企業(yè)國際化給予足夠的重視,構(gòu)建完善的政策體系,設(shè)立專門的機構(gòu)支持科技型中小企業(yè)國際化發(fā)展,建立專門的海外發(fā)展基金給予中小企業(yè)融資支持,以及充分利用中關(guān)村示范區(qū)的優(yōu)勢來促進北京市科技型中小企業(yè)的國際化發(fā)展等政策建議。
[Abstract]:In the process of economic development, S & T SMEs play an irreplaceable role. Compared with large and medium-sized enterprises, technology-based SMEs are flexible and can quickly apply technology creation to production. Beijing is the political, economic and cultural center of our country. The internationalization development of small and medium-sized enterprises based on science and technology not only plays an important role in promoting Beijing's economy and society, but also has a good demonstration and driving effect to other regions. This paper first introduces the background and significance of the research, domestic and foreign research status and the main contents of the study. Secondly, it defines the related concepts, and points out the characteristics of S & T SMEs and the significance of developing S & T SMEs. This paper focuses on the analysis of the current status of the internationalization of small and medium-sized scientific and technological enterprises in Beijing and the existing problems such as low degree of internationalization, insufficient attention by the government, lack of relevant policies and so on. Then it introduces the advanced experience of foreign countries in promoting the internationalization of science and technology SMEs, such as sound laws and policies, the support of various financial policies, and the establishment of overseas development assistance funds specifically for small and medium-sized technological enterprises. To help small and medium-sized science and technology enterprises to provide staff training, provide services and information consulting, support the introduction of talent and scientific and technological innovation and so on. Finally, based on the previous analysis, the author points out that the government should pay enough attention to the internationalization of science and technology SMEs, construct a perfect policy system, and set up special institutions to support the internationalization development of science and technology small and medium-sized enterprises. Some policy suggestions such as setting up special overseas development fund to give financing support to small and medium-sized enterprises and making full use of the advantages of Zhongguancun demonstration area to promote the internationalization of scientific and technological small and medium-sized enterprises in Beijing are put forward.
