【摘要】：互聯(lián)網(wǎng)的發(fā)展以及其在政治方面的應(yīng)用對(duì)我國(guó)民主政治的發(fā)展具有重大影響。當(dāng)前，我國(guó)正處于政治經(jīng)濟(jì)改革的社會(huì)轉(zhuǎn)型時(shí)期，存在著各種不穩(wěn)定因素，尤其是在自由開放的網(wǎng)絡(luò)環(huán)境中出現(xiàn)的無序性政治參與現(xiàn)象，這給我國(guó)社會(huì)的安定帶來了深遠(yuǎn)的影響�？梢哉f，網(wǎng)絡(luò)的快速發(fā)展為我國(guó)民主政治建設(shè)提供了良好機(jī)遇，也帶來了巨大的挑戰(zhàn)。網(wǎng)絡(luò)政治參與指的是在互聯(lián)網(wǎng)發(fā)展比較普遍時(shí)興起的，由普通網(wǎng)民借助現(xiàn)代通訊設(shè)備通過網(wǎng)絡(luò)這種途徑表達(dá)自己的看法、思想或者意愿等，最終直接或是間接地影響國(guó)家決策的一種自發(fā)行為。網(wǎng)絡(luò)政治參與具有虛擬隱蔽性、透明開放性、快捷高效性等鮮明特性，其影響力也十分巨大。處于政治經(jīng)濟(jì)轉(zhuǎn)型時(shí)期的網(wǎng)絡(luò)政治參與，負(fù)面效應(yīng)尤為突出，其中表現(xiàn)為非制度化的政治參與、暴力和群體性事件、人肉搜索和侵犯人權(quán)等，這些使我國(guó)社會(huì)秩序和公共安全受到嚴(yán)重威脅。因而，研究網(wǎng)絡(luò)政治參與有序性的相關(guān)問題，并在此基礎(chǔ)上提出具有針對(duì)性的建議，營(yíng)造一個(gè)有序的網(wǎng)絡(luò)政治參與環(huán)境，是當(dāng)代民主政治建設(shè)面臨的一個(gè)急需破解的理論和現(xiàn)實(shí)問題。 本文在已有學(xué)者研究成果的基礎(chǔ)上以網(wǎng)絡(luò)政治參與中存在的非制度化政治參與為問題來源，主要運(yùn)用參與式民主理論首先對(duì)網(wǎng)絡(luò)政治參與有序性內(nèi)涵作出理論分析，本文認(rèn)為其內(nèi)涵可以從網(wǎng)絡(luò)政治參與的結(jié)構(gòu)、過程及程度三個(gè)方面進(jìn)行探討。從結(jié)構(gòu)上來講，有序網(wǎng)絡(luò)政治參與是現(xiàn)代民主結(jié)構(gòu)要素當(dāng)中的一個(gè)重要組成部分；從過程上來講，它是政府與民眾良好互動(dòng)的體現(xiàn)；從程度上來講，它是民眾表達(dá)利益訴求最佳的狀態(tài)。網(wǎng)絡(luò)政治參與有序性的特征應(yīng)該表現(xiàn)為參與主體的多元平等、參與態(tài)度的理性包容、參與效應(yīng)的正向疊加等幾個(gè)方面。 文章在對(duì)網(wǎng)絡(luò)政治參與有序性的內(nèi)涵及特征進(jìn)行探討之后，接著對(duì)網(wǎng)絡(luò)政治參與有序性應(yīng)有的基本形態(tài)作出分析，也是對(duì)網(wǎng)絡(luò)政治參與有序性的彈性標(biāo)準(zhǔn)作出探討。本文認(rèn)為構(gòu)建有序網(wǎng)絡(luò)政治參與需要政府、社會(huì)團(tuán)體和個(gè)人多方力量的積極配合與共同努力。首先，構(gòu)建有序的前提是需要政府主動(dòng)設(shè)置公共議題，堅(jiān)持政務(wù)的公開；其次，網(wǎng)絡(luò)政治參與有序性的基礎(chǔ)是公民在參與過程中應(yīng)該不斷的認(rèn)識(shí)到自身權(quán)利和義務(wù)，民主素養(yǎng)得到提升；再次，保持網(wǎng)絡(luò)政治參與有序性的關(guān)鍵是政府與民眾通過網(wǎng)絡(luò)新媒介，溝通密切順暢，保持上下互動(dòng)良好的張力關(guān)系；最后提出網(wǎng)絡(luò)政治參與應(yīng)有的保障是實(shí)現(xiàn)參與渠道的制度化。 我國(guó)網(wǎng)絡(luò)政治參與發(fā)展迅速，拓寬了我國(guó)的民主化道路，但是在實(shí)現(xiàn)網(wǎng)絡(luò)政治參與的有序性道路上還存在現(xiàn)實(shí)障礙，本文從網(wǎng)絡(luò)政治參與渠道的制度與機(jī)制不健全、網(wǎng)絡(luò)政治參與的不平等、參與主體的公民意識(shí)比較淡薄等方面進(jìn)行分析說明若要實(shí)現(xiàn)有序網(wǎng)絡(luò)政治參與必須重視存在的現(xiàn)實(shí)問題。 本文嘗試對(duì)網(wǎng)絡(luò)政治參與有序性的實(shí)現(xiàn)路徑進(jìn)行思考提出建議。若要實(shí)現(xiàn)網(wǎng)絡(luò)政治參與的有序性可從以下幾個(gè)方面進(jìn)行：第一，加強(qiáng)網(wǎng)絡(luò)立法，實(shí)現(xiàn)制度化網(wǎng)絡(luò)政治參與；第二，建設(shè)政府信息公開制度，，保障公民知情權(quán)；第三，構(gòu)建利益保障機(jī)制，保障公民合法權(quán)利；第四，培養(yǎng)公民意識(shí)，加強(qiáng)網(wǎng)絡(luò)公民文化。 本文除了采用基本的理論分析方法進(jìn)行論述外，還主要結(jié)合社會(huì)網(wǎng)絡(luò)分析法、個(gè)案研究法、對(duì)比研究法等對(duì)文章主題進(jìn)行深入探討。目的在于能夠拓寬問題研究視野，多角度觀察分析，促進(jìn)相關(guān)學(xué)理的發(fā)展。而本文著重歸納概括網(wǎng)絡(luò)政治參與有序性的內(nèi)涵及特征，旨在研究課題時(shí)，方向更明確，程度更深入，更貼近實(shí)際研究。
[Abstract]:The development of Internet and its application in politics have great influence on the development of democratic politics in our country . At present , our country is in the period of social transformation of political and economic reform , which has exerted profound influence on our country ' s social stability .

On the basis of the scholars ' research achievements , this paper makes a theoretical analysis on the connotation of network politics participation in the political participation of the network . The author thinks that the connotation of the network political participation can be discussed from three aspects : the structure , process and degree of network political participation .
In the process , it is an embodiment of good interaction between the government and the public ;
To a certain extent , it is the best state for the people to express their interests . The characteristics of network political participation should be manifested in aspects such as the pluralism of the subject , the rational inclusion of the participation attitude , the positive overlay of the participation effect , and so on .

After discussing the connotation and characteristics of network political participation , this paper makes an analysis on the basic form of network political participation , and discusses the flexibility standard of network politics participation . In this paper , it is believed that the construction of orderly network political participation requires active cooperation and joint efforts of government , social group and individual multi - party forces . First , the construction of orderly network political participation requires the government to set up public issues actively , and adhere to the openness of government affairs .
Secondly , the basis of network political participation is that citizens should continuously realize their rights and obligations in the process of participation , and the democratic accomplishment is promoted ;
Thirdly , the key to keeping the political participation of the network is that the government and the public communicate with the people through the new media of the network , so that the communication is close and smooth , and the tension relation is kept up and down ;
Finally , the author puts forward that the guarantee of network political participation is to realize the institutionalization of the participating channels .

In order to realize the orderly network political participation , we should attach importance to the realistic problems that exist in order to realize the orderly network political participation .

This paper tries to put forward some suggestions on the realization path of network politics participation . To realize the orderliness of network political participation can be carried out from the following aspects : First , strengthen the network legislation , and realize the political participation of institutionalized network ;
Second , the government information disclosure system should be constructed to guarantee the right of citizens to know the right ;
Third , to construct the safeguard mechanism of interest , to guarantee the citizen ' s legal rights ;
Fourthly , cultivate the citizen consciousness and strengthen the network citizen culture .

In addition to the basic theory analysis method , this paper mainly discusses the theme of the article based on the social network analysis , case study method and comparative research method . The aim is to broaden the field of view of the problem , observe the analysis in many angles , and promote the development of relevant theories .
