【摘要】：外交政策作為國(guó)家間關(guān)系的一部分,不僅需要探究其在國(guó)內(nèi)層面上的原因,而且也應(yīng)該在國(guó)際層面上探討其根源和影響�，F(xiàn)代國(guó)際關(guān)系一直處于發(fā)展之中,他們正通過(guò)其流動(dòng)性和過(guò)渡性來(lái)發(fā)生改變,這種流動(dòng)性和過(guò)渡性反映在基于多邊合作關(guān)系,同時(shí)能夠增進(jìn)國(guó)際理解的國(guó)際社會(huì)的新趨勢(shì)中,但這些并不總能發(fā)揮積極作用。國(guó)家利益能夠平衡這些過(guò)程,但是也有可能會(huì)阻礙國(guó)際理解和合作。在一個(gè)作為整體并且相互依存的世界中,國(guó)際關(guān)系體系的整體方向需要將所有國(guó)家和人民的利益考慮在內(nèi)。在當(dāng)代世界,國(guó)際政治關(guān)系塑造了世界的格局。獨(dú)立國(guó)家的外交政策成為制定世界形式和世界秩序的工具。如今國(guó)家的外交政策已經(jīng)成為其在國(guó)際層面上表達(dá)和維護(hù)利益的一種工具。外交政策的形成受到能夠決定其未來(lái)特征的各種情況的影響。有些時(shí)候?qū)⒔?jīng)濟(jì)/軍事/能源利益與地緣政治利益聯(lián)系在一起有可能威脅到既定區(qū)域秩序的存在。因此,此項(xiàng)研究的目的在于探討基于國(guó)家和地區(qū)利益之上的國(guó)家間的合作與競(jìng)爭(zhēng)的復(fù)雜關(guān)系。本論文將討論伊朗核計(jì)劃對(duì)俄羅斯外交政策的影響,著重分析伊朗和俄羅斯在中亞的利益競(jìng)爭(zhēng),并討論能夠改變兩國(guó)之間以及整個(gè)中亞地區(qū)力量平衡的核武器發(fā)展問(wèn)題。并據(jù)此推斷俄羅斯的地緣政治、經(jīng)濟(jì)和軍事利益以及能源領(lǐng)域的未來(lái)。本文還考察了俄羅斯和伊朗在中亞的主要目標(biāo)和利益,俄羅斯在伊朗核計(jì)劃和伊朗整體發(fā)展中扮演的角色,并關(guān)注中亞的均勢(shì)和國(guó)家間利益的沖突。本文的主要目的是分析因伊朗企圖發(fā)展核武器而導(dǎo)致的中亞和中東的政治格局變化,并分析其對(duì)俄羅斯在該地區(qū)利益的影響。本文同時(shí)研究俄羅斯在密切合作和國(guó)際壓力下對(duì)新生核國(guó)家的外交政策,探討伊朗和俄羅斯之間的力量平衡以及因伊朗核計(jì)劃而可能導(dǎo)致的沖突。本文的主要目的是研究俄羅斯通過(guò)阻止其周邊出現(xiàn)新的核國(guó)家來(lái)尋求最大安全的必要性。俄羅斯與這些周邊國(guó)家有著經(jīng)濟(jì)、政治和軍事上的重要合作,隨著伊朗實(shí)力的增長(zhǎng),這可能會(huì)與俄羅斯舊有地緣政治利益發(fā)生沖突。為了實(shí)現(xiàn)上述目標(biāo),論文引用了國(guó)家間權(quán)力平衡的概念和為防止全力平衡被打破的核不擴(kuò)散原則。主要的概念是肯尼思·華爾茲(Kenneth Waltz)所描述的新現(xiàn)實(shí)主義思想及其延伸。在分析角度,本文使用了俄羅斯“準(zhǔn)外國(guó)”政策的概念并介紹了能源資源的重要性,這有助于解釋和證明主要論點(diǎn)。論文分為第一章導(dǎo)言、第二到第四章的主體部分以及結(jié)論。碩士論文的第一部分是導(dǎo)言,解釋了選題的意義所在,并對(duì)該選題的背景做簡(jiǎn)要的歷史回顧。導(dǎo)言著重介紹了研究課題的主要論點(diǎn),并介紹其主要特點(diǎn),并將在其后的章節(jié)中詳細(xì)展開。導(dǎo)言還介紹了本項(xiàng)研究對(duì)一般性國(guó)際關(guān)系研究的意義所在。第二章將對(duì)蘇聯(lián)解體后,尤其是普京時(shí)期俄羅斯對(duì)中亞和中東的外交政策做出歷史性論述。本章將討論俄羅斯的主要目標(biāo),以及可能與之對(duì)抗的對(duì)手。第三章將著重介紹從2000年俄羅斯新任總統(tǒng)普京開始追溯俄羅斯和伊朗間關(guān)系遺產(chǎn)之后兩國(guó)的關(guān)系。本章討論了這種合作的形式,國(guó)際壓力和觀念對(duì)其的影響,及其根源和所能帶來(lái)的利益。另外本章將敘述俄羅斯-伊朗-美國(guó)在中亞地區(qū)的三邊利益,并將考慮伊朗核武器將使其產(chǎn)生的變化。第四章將討論俄羅斯對(duì)于伊朗核計(jì)劃的態(tài)度及其對(duì)該項(xiàng)目的直接參與。本章從俄羅斯對(duì)外政策制定中推斷伊朗作為一個(gè)核國(guó)家對(duì)于俄羅斯利益的影響,以及西方國(guó)家阻止伊朗擁有大規(guī)模殺傷性武器可能造成的影響。本章討論了中東國(guó)家對(duì)于伊朗擁核的焦慮和他們可能采取的報(bào)復(fù)行動(dòng)以及這些對(duì)區(qū)域秩序穩(wěn)定以及俄羅斯利益的影響。結(jié)論部分總結(jié)了以上章節(jié)的內(nèi)容,再次闡述了基本條件及其證據(jù)因素,也總結(jié)了研究的主要觀點(diǎn)。此項(xiàng)研究對(duì)俄羅斯地區(qū)外交政策的學(xué)習(xí)做了有益補(bǔ)充,也將幫助中亞和中東地區(qū)國(guó)際關(guān)系研究打開新局面。嘗試基于權(quán)力制衡對(duì)俄羅斯外交政策做出不同解釋,一個(gè)新的核國(guó)家在俄羅斯利益范圍內(nèi)出現(xiàn),這影響和顯示了國(guó)家間關(guān)系的變化。
[Abstract]:Foreign policy as part of inter state relations, not only need to explore the reasons in the domestic level, but also should explore the origin and influence at the international level. The modern international relations has been in development, they are by their mobility and transition to change, the liquidity and transitional reflected in multilateral cooperation based on the relationship between the new trend, at the same time can promote international understanding of the international community, but they do not always play a positive role. National interests to balance these processes, but also may hinder international understanding and cooperation. As a whole and interdependent world, to the overall direction of the international relations system of all nations and the people's interests into account. In the contemporary world, the international political relations shaping the world. Independent foreign policy become the form and development of the world The world order tools. Now the country's foreign policy has become its expression at the international level and maintain the interests of a tool. The formation of foreign policy is influenced by the various situations that can decide the future character. Sometimes the economic / military / energy interests and geopolitical interests together may pose a threat to the established area order. Therefore, the purpose of this study is to explore the complex relationship between cooperation and competition of interests of countries and regions between countries based on. This thesis will discuss the impact of Iran's nuclear program on the Russian foreign policy, focusing on the analysis of Iran and Russia in Central Asia's interests, and discuss the change between the two countries and the balance of power the Central Asia nuclear weapon development. And conclude that Russia's geopolitical, economic and military interests and the future in the field of energy. This paper also examines the Iran and Russia in Central Asia's major goals and interests, Russia played in Iran's nuclear program and the overall development of Iran's role, and focus on the conflict of interests in Central Asia and balance of power between countries. The main purpose of this paper is the analysis of the political pattern changes caused by Iran of trying to develop nuclear weapons in Central Asia and the Middle East. And the analysis of its impact on Russia's interests in the region. At the same time of Russia in close cooperation and international pressure on National Nuclear new foreign policy, the conflict between Iran and Russia, the balance of power and nuclear program may lead to Lang Yinyi. The main purpose of this paper is the necessity to seek the maximum safety by preventing the new nuclear research in Russia and Russia. These neighboring countries have important economic, political and military cooperation with Iran on the strength of the Growth, which may conflict with the old Russian geopolitical interests. In order to achieve the above goals, this paper introduces the concept of balance of power between countries and to prevent the full balance is broken the non-proliferation principle. The introduction mainly introduces main points of research topic, and introduces its main characteristics, and in the following chapters with development guide. It also introduces the significance of the study on the general research on international relations. The second chapter of the collapse of the Soviet Union, especially in the Putin period of Russian foreign policy in Central Asia and the Middle East made a historic discussion. This chapter will discuss the main target of Russia, as well as possible against opponents. The third chapter will focus on the start back after Russia and Iran the relationship between inheritance relations between the two countries from 2000 new Russian President Putin. This chapter discusses the forms of cooperation, the impact of international pressure and the concept, and its origin and can bring benefits. In addition, this chapter will describe Russia - Iran - United States in Central Asia of the three sides of interest change, and will consider Iran's nuclear weapons will make its produce. The fourth chapter will discuss Russia for Iran's nuclear program and the attitude of the project directly involved in this chapter from the Russian foreign policy. Making inferences in Iran as a nuclear state for the interests of Russia, and Western countries to prevent Iran from acquiring weapons of mass destruction may cause. This chapter discusses the countries of the Middle East for the Iran nuclear anxiety and they may take retaliatory action to the stability of the region and order and the interests of Russia. Conclusion summarizes the above chapters, describes the basic conditions and evidence again, also summarizes the main points of research. The study of learning foreign policy in Russia has made the beneficial supplement, will also help to study international relations in Central Asia and the Middle East. Try to open up a new situation in the balance of power and make different interpretations of Russian diplomacy policy based on a new nuclear state in Russia's interests within the scope of this effect and shows the change of relations between countries.
